HomeMy WebLinkAbout01/28/1963 Business Meeting31A January 2$, 1963 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Lemon, Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz absent and excused. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of January 21, 1963 were approved as.read. The Council having announced its intention to hear the presentation of park proposal for Naches Avenue as proposed by the Chamber of Commerce and there being more interested citizens wishing to be heard both for and against said matter than could be seated in the Council Chambers , it was MOVED by Brazier, seconded by Lynch that the Council recess it's meeting and move to the Yakima Regional Library auditorium: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. RECESSED MEETING 3:20 P.M. AT YAKIMA VALLEY REGIONAL LIBRARY AUDITORIUM Mayor Larson reconvened this meeting and Councilman Brazier, Lemon, Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews were present. Councilman Kurbitz absent and excuse Mayor Larson then called on Mr. Fred Lugar, representing the Chamber of Commerce, who presented the Chambers Park proposal for Naches Avenue from "All Street to Chestnut. Mr. Lugar explained that under the proposed plan, the width of the boulevard would be reduced from 40 feet to 16 feel and that flowering trees would be planted in the center with walks on each side, that cars would park diagonally and the property betwwen the existing sidewalks and the street would be cut back to allow diagonal parking. He further explained that this development will cost approximately 131,000, that the estimated income from the parking meters installed would be approximately 10,000.00 per year per block, thus paying for the project in four years. Mr. Lugar further stated that this development would update the city and provide much needed parking space as well as beautify this area, that this is the beginning of future improvements the Chamber would like to sponsor since it will attract tourists and business to the city, and he expressed hope that the citizens of Yakima will cooperate in this proposal. Mayor Larson then opened the meeting for general discussion. FRANCES LAMB spoke in favor of the proposal suggesting that the existing trees be left until the flowering trees mature, that the historical marker be left because of its significance to the history of Yakima, and that drinking fountains be installed. LESLIE CAMPBELL speaking for certain downtown property owners who are in favor of the proposal, pointed out that the trees in the park are old and dangerous and that his group is urging the adoption of this proposal to improve parking conditions and the business climate in the down town shopping area. KENNETH HAWKINS, representing residents and property owners who live in the Naches Avenue area, filed a petition with the Council signed by 17 persons opposing.the proposal. He also filed several pictures taken in different areas at different times of the day, showing vacant parking spaces and he contended that additional parking area is not needed in the downtown area and expressed doubt that the cost of. the project could be recovered in four years from revenue from the meters. Mr. George Twohy_, representing Morrier Brothers filed a map of the central business area showing the location of the various parking facilities available now. He contended that there is an abundance of private parking areas and that.they are not being utilized to the fullest and therefore on behalf of his client he is voicing disapproval of the proposal. RUTH SCHNEIDER speaking against the proposal, stated that the park was established for enjoyment of the people on the East side of town, that she has been able to find parking spaces anytime day or night , and that she feels that if shoppers are using the shopping centers, it is because they can park free rather than the lack of parking space in down town Yakima. WES BRITT, speaking against the proposal, indicated that the park should not be destroyed and suggested that if there is a parking problem, angle parking be used on Second and Fourth Streets. He also spoke.against parking meters, stating that they are a short sighted method of getting revenue. MR. WEAVER, Apartment owner, speaking against the proposal emphasizes the importance of the trees to the community and suggested that they should be improved by propel pruning and care. ROGER WILLIAMS, a down town property owner, filed a diagram drawn by William Paddock, Architect, with the firm of Cowan, Paddock 8c hollingberry, together with a letter from Mr. Paddock protesting the proposal and requesting that beautification not be confused with parking, and suggesting the conversion of vacant properties to multi -story parking facilities. MRS. LONGACRE spoke against the proposal and called attention to the fact that the business men of the city two or three weeks ago raised $37,000 to keep buses going in the city and immediatel: after, they start a.project to destroy a beautiful park. PHIL SOWDER, a high school student, stated that he would like to represent the youth of Yakima, spoke against the proposal and state( that the reason shoppers do not come into town is because of inadequate access to the city, citing Walnut Street as a traffic hazard. RICHARD WILLIAMS, representing Larson Gallery, oppose( the proposal, and reminded those present that the Art Association used the park last year for their Clothes Line Art Exhibit which was very successful and brought many people into the down town area. - GENE LAMB, a resident outside the City spoke against the proposal, stating that the meters are keeping people from shopping down town and further stating that he would rather go to a private parking lot than give one cent to the meters. ELGA SERVERSON, representing the Washington Art Association, voiced disapproval of the proposal, stating that if down town merchants give shoppers the kind of service they want, they will not go out of the city to do their buying. 'MRS. J. A. CRIMM, owner of down town property and long time resident, spoke for the proposal, stating that the trees are old and dangerous and contending that the parking space is needed. HANS SKOV, suggested that diagonal parking be considered for the West side of the park and leave the East side as is. ROBERT KULL, spoke against the proposal, pointing out that this park belongs to all the citizens, and is a symbol of the past and should not be destroyed. NANCY NESVIG speaking against the proposal, indicated that the proposed parking area is too far from stores and that she prefers to use the parking lots adjacent to the stores as she usually has children with her. ARTHUR AMES, 203 South Naches Avenue,. spoke against the proposal stating that the dangerous trees are being removed as we go along. GEORGE FARNSWORTH, SR. representing 800 members of the Disabled American Veterans, spoke against the proposal, stating that the park is a heritage, and a land mark known to many people and suggested that private enterprize provid( their own parking facilities. FERN THORNTON, 9 South Naches, spoke against the proposal, statiN that the park is a place for shoppers to rest and children living in apartments to play. DORIS KORN spoke against the proposal, suggesting that industry is what is needed not an asphalt park. J. C. MALLENE registered verbal protest to the proposal. STEPHE HUZA , suggested that down town merchants consider sponsoring a free bus to bring customers to town with the east side and west side working together and further opposed the proposal. SARAH SLOAN, represent the Y.W.C.A. Board, stated that the majority of said Board are against the proposal. MRS. SCHMIDT, speaking against the proposal, su•7gested that winter is the wrong time to decide this question. i i January 28 , 19_3 GENE FITZPATRICK speaking for the proposal, stated that this development means 'progress for the City. -ROSCOE TIPPLE, long time resident, protested this proposal and parking meters. MRS. JIM DEBLASIO , speaking against the proposal, suggested that the Chamber spend more time on. ways and means of bringing new industry to town, explaining that if there is more money to spend the business climate will improve. JACK AMES, opposed the proposal and told of comments ,,made by out of town people concerning the beauty of the park. He also expressed interest in multi -level parking and suggested that the merchants should try to solve this problem indivi- dually and employees should cooperate and park outside the central parking area. All pe rsons having been heard both for and against the matter of park proposal for Naches Avenue, it was MOVED by Lemon, seconded by Brazier that this matter be referred to the staff the Park Board and the Planning Commission for study and recommendation. carried, Brazier, . With regard to meters, Councilman Robinson stated 1 primary purpose of the meters was"not revenue, but a way of controlling traffic & preventing pal ,A notice of Intention to Commence Annexation of certain property between 15th and.16th Avenue " and North of Washington Avenue having been filed with the City Clerk on January 23, 1963 by' Don D. Noble and others, it was MOVED by Robinson, seconded by Brazier that said property owner: be requested to meet with the City Council on February 4, 1963, for the purpose of determining whether or not the property therein described will be accepted for annexation and if the owners thereof will be -requried to assume, the City's existing indebtedness: carried , Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. PETITION NO..183, having been filed with the City Clerk on January 23, 1963 by Arthur G. Holden requesting the rezoning of certain property located at 212 North 5th Avenue, it was MOVED by Brazier, seconded by Lynch that said petition be referred to the Planning Commission for study and recommendation: carried, Brazier; Larson, Lemon„ Lynch, Munger, and Rbbinson,.voting aye by voice vote. Kurbitz absent. PETITION N0. 184 having been filed with the City Clerk on January 23, 1963 by Mrs. June BuchanaY requesting the rezoning of certain property located at 1402 West Yakima Avenue, it was MOVED by Munger, seconded by Lynch that said petition be referred to the Planning Commission for studs and recommendation: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Kurbitz absent. MOVED by Munger, seconded by Robinson that Ordinance No. 420 relating to the parking of vehicle! on the street of Yakima and restricting the parking on the North side of Spruce Street from. Holton Avenue to South 12th Avenue and-amending the Yakima Municipal Code, be passed as read: carried, Brazier, Larson, Lemon, ' Lynch, Munger and Robinson voting aye on roll call'. Kurbitz ab: ORDINANCE NO. 420, an Ordinance relating to parking motor vehicles on the streets of the City of Yakima; prohibiting parking on certain streets and avenues; and amending Section 9.36.070 of the City of Yakima Municipal Code. Moved by Robinson, Seconded by Munger that Resolution No. D -506 authorizing the execution of a Lease Agreement with Yakima Airport Restaurant, Inc. for the leasing of certain facilities located in the administration Building at the Municipal Airport, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. D -506 , A RESOLUTION authorizing and directing the City Manager and the City Ole] of the City of Yakima to enter.into a Lease Agreement with Yakima Airport Restaurant, Inc. Kurbitz absent. RESOLUTION NO. 507, A RESOLUTION authorizing the City Manager and the City Clerk of the City of yakima to execute an Agreement with Yakima County Fire Protection District No. 13. Moved by Lemon, seconded by Robinson that Resolution No. D -50$ authorizing the payment of $$7.7 to Guy Van Wye for damages sustained at 1102 North Naches Avenue as the result of a water pipe being broken during the course of street construction work by the City of Yakima, be passed as read. carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. RESOLUTION NO.. D -508 , A RESOLUTION authorizing the payment of $87.79 to Guy Von Wye. Moved by Robinson, seconded by Munger that Resolution No. D 509 authorizing the payment of $25.05 to C. L. Akes for damages to his car sustained from a loose fitting water meter lid which tipped and dented the fender of said vehicle, be passed as read. carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D -509, A RESOLUTION authorizing the payment of $25.05 to C.L. Akes. Moved by Lynch, seconded by Robinson that Resolution No. D 510 authorizing the payment of $1$.7' to Ed Cassidy for damages sustained by the sewer backing up at 910 South 26th Avenue, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D 5101 A RESOLUTION authorizing the payment of $1$.72 to Edward E. Cassidy. Moved by Lynch, Eeconded by Robinson that Resolution No. D -511 authorizing the payment of $258.36 to Harvie L. Poole, for floor damages at 616 South 6th Avenue, caused when water was turned on by the City, be passed as read: carried, Brazier, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. The City Engineer reporting the following estimates on wo rk ' perfo_rmed on a city project during the month of January. Arterial Improvement Superior Asphalt & Conc re.te Projects - 1962 Company $23,631.39 It was MOVED by Robinson, seconded by Munger that said report dated January 2$, 1963 be accepter' and approved and that the estimate therein set forth be paid. carried , Brazier, Larson, Lemon; Lynch, Munger and Robinson voting aye on roll call. Kurbitz absent. Discussion of the matter That the ,king in one spot all day. e nt . I l L� 1 1 401 January 28, 1963 of the "Walker" claim of $500.00,. pointed out that said claim was filed with _the City of Yakima because the damage caused by the plugging of the main sewer trunk when the contractor filled a man hole with rock and debris, occurred during the time and as the result of the work being done on Lincoln Avenue. Public Works Director Mayo further explained *that Mr. Auve, the Contrac- tor has turned the claim for liability to his insurance Company and they will reimburse him for the money withheld by the city. Councilman Lynch stated that he felt that such claims should not enter into city records but should be taken care of by the Contractor and the claimant. Qouncilman Robinson explained that this has been standard procedure in similar cases. Manager Smith reported that the traffic light which was removed from 16th Avenue and Division has been installed at Third Avenue and Broadway. He. also stated that the left turn problem at South First Street and Washington has been partially resolved by adjusting the signal to allow more time for crossing.first Street.
