The invocation was given by Councilman Lynch. Larson, Councilmen Kurbitz, Larson, Lemon, and City Attorney Andrews present on roll call. The minutes of the regular meeting of January 7, 1963 were approved as read. In accordance with action taken by the Council on Petition No. 178 as filed by Clarence Frankluxrl. requesting the vacation of a Public Utility Ea_ement in the 31st _venue Addition, it was MOVED by Robinson, seconded by Munger that Resolution No. D -504 fixing the time _of hearing on said petition for the 4th day of February, 1963, be passed as' read: Carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Bra7,ier absent. RESOLUTION NO. D -5041 A RESOLUTION fixing the time and place for hearing on petition for vacation of a public utility easement. This being the time fixed by the City Council for the hearing on Petition No. 176 as filed by Mayfair Tavern Inc. praying for the anne Hati on of certain property located on South 1st Street, it was MOT,TED by Kurbitz, seconded by Lemon that Ordinance No. l�l 2 providing `for said annexati oz and zoning, said property as M -1 , Light Industrial 'Zone', be passed as read: carried, Kurbitz, Larson, Lemon, Lynch, Munger and R.-tinson voting aye on roll call. Brazier absent. Discussion pointed out that this petitioner desires annexation in order to have better police and 'fire protection.. An ordinance, appropriating $205,145.00 from the unappropriated money deposited in the neT ,�,,ly created Sewer Construction Fund to the 1963 Budget, and repealing Ordinance Number 404, having been read in its entirety, by the Clerk of the Council, was ordered laid on the table fora one week or until the regular Evening Meeting of the Council on January 21, 1962. Brazier absent. RESOLUTION NO. D -5051 A RESOLUTION authorizing the purchase of repair parts for Wayne Sweepers without calling for bids. The Planning Commission reporting on Petition No. 179 as filed by Donald.H. Skone praying for the annexation of certain property east of 58th Avenue and North of Englewood, recommending that said property be zoned as R -1 , Single Family Residence, it was MOVED by Robinson, seconded,by Munger.that said report be accepted and that said petition be referred to the staff for recommendation and for the preparation of an order fixing the date of hearing: carried, Kurbitz, Larson, Lemon, Lynch., Munger and Robinson voting aye by voice vote. Brazier absent. CD Councilman Lynch reported that the money has been raised by the public for the continuation of the bus service under the franchise held by Mr. D. S. Peck and thanked the people who have contributed to the cause. He further reported that several.buses are being brought to Yakima. from Sacramento, California to improve the service and that there will be a meeting of the stockholders on February 1, 1963 at which time he will resign as President of the Board and new officers will be elected. It was then MOVED by Kurbitz, seconded by Robinson that the Council does hereby express its appreciation to members of the Transportation Committee, for their tremendous effort toward this cause: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Brazier absent. Councilman Lynch also commended Mr. Jim Tonkin and the Republic Publishing Company _for their ef'ort in helping to raise the funds needed. Mayor Larson also thanked all of the news media for their cooperation in this matter. Manager Smith reported on the matter of rental of the Airport Chateau, stating that he receives some 8 or 9 applications for consideration and that, after evaluating them, there were three which seemed most desirable, namely Mr. Chinn of Seattle, Woodyard and Loomis of Portland, `'re. and Mr. Jack Harman of Yakima, and of these three the staff is recommending the application of Woodyard and Loomis on a 5 year lease with an option to renew another 5 years. He stated that it will take between 4P35,000 and 65,000. to do the remodeling of which $5,000.00 will be needec for air conditioning. Councilman Lemon expressed apr,roval of this selection but suggested that Wooydard and Loomis advance all costs and the City reimburse them for their portion of the expense. Councilman Kurbitz concurred with Councilman Lemon in this suggestion. In answer to Councilman Robinsons inquiry, Manager Smith explained that the remodeling w11_•1 do no harm for future use since the existing facility will not be changed. Manager 'mith also stated that it will be 5 or 6 weeks before the ne ,i operation can start. It was then MOVED by Robinson , seconded by Kurbitz that the City Attorney be instructed to prepare a resolution authorizing the leasing of the Airport Restaurant facility to Bart j,Iloodyard and Harold E. Loomis and that lea -e contain a provision whereby 2 percent of the gross revenue from the operation of the business be retained by the lessee until such time as the 2 percent so witheld equals the amount of the initial cost for alteration and remo eling which the city would agree to repay, not to exceed the amount of $10,000.00: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Brazier absent. Councilman Lynch stated that he is voting for this action with reluctance since he believes that the local firm should be given pref6renc Mayor Larson advised that the local operator is not too anxious to take up this lease. Councilman Lemon discussed the traffic congestion at Third Avenue and Mead and inquired as to what steps are being taken to 1_eviate this condition. Public Works Director Mayo advised that the _light �,.rhich was removed from 16th and Division will be placed at this intersection within the next month or 6 weeks. Manager Smith reminded Council members that the next regular meeting will be and evening meeti on January 21, 1963 and will convene at 8 p.m. Councilman Munger requesting permission to be absent from the next .regular meeting of the Counc" 1 since he will be out of the city, it was MOVED by Robinson, seconded by Lemon that Mr. Munger be excused from the next regular Council Meeting on January 21, 1963: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Brazier absent. Mayor.
