HomeMy WebLinkAbout01/07/1963 Business MeetingF, 392 JANUARY 7, 1963 The City Council met in regular session, Mayor Larson, Councilmen Kurbitz, Larson, Lemon, Lynch, Munger,and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Brazier absent and excused. The invocation was given by Councilman Munger. The minutes of the Special Meeting held December 28, 1962 were approved as read., Mayor Larson read a proclamation signed by 'him on this date proclaiming Wednesday, January 9, 1963 as Wassail Day and urging all citizens to'join in the festivities of driving away evil spirit to insure a bountiful apple harvest. This being the time fixed by the Council for the hearing on Resolution No. D -493, being a ' resolution of intention to improve certain property by constructing water mains and appurtenances as requested by Petition No. 174 as filed by Ronald Poole; and there being no protests in writing or otherwise, it was MOVED by Munger, seconded by Lemon that Ordinance No. 409 providing for this improvement and creating L.I.D. No. 907, be passed as read: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Brazier absent. Later in the meeting and following further discussion`of this ordinance, it was MOVED by Robinson, seconded by Munger that Ordinance No. 409 be reconsidered: carried, Kurbitz, Larson; Lemon, Lynch, Munger and•Robinson voting aye by voice vote. Brazier absent. /It was then MOVED by Robinson, seconded by Lemon that Section No. 5 as originally read in said ordinance, be deleted and a new Section No. 5 be added to read as follows: "All of the aforesaid construction work shall be in accordance with the plans and specifications, profiles, maps and detailed drawings which have been prepared by the Citv Engineer, filed with the City Clerk, and which are hereby approved and adopted. All of the work necessary to be done in connection with the making of said improvements shall be done and made by contract upon competitive bids, and the City shall have the power to reject arty and all bids. ORDINANCE NO. 4092 AN ORDINANCE providing for the imrpovement of certain property by construct- ing the necessary mains, fire hydrants, valves and other appurtenances for the purpose of supply- ing water for domestic use and .fire protection; establishing a Local Improvement District, pro- viding for the method of payment thereof, and creating a special fund. This being the time fixed by the Council for the hearing on Resolution No. D -494, being a resolu- tion of intention to improve certain property.by constructing sewers as requested on Petition No. 175 as filed by Ronald Poole and others, and there being no protests in writing or otherwise, it was MOVED by Robinson, seconded by Munger -.that Ordinance No. 410 providing for this improvement and creating L.I.D. No. 908, be passed as read: carried, Kurbits, Larson, Lemon, Lynch, Munger, and Robinson voting aye on roll call. Brazier absent. ORDINANCE NO. 4101 AN ORDINANCE providing for the improvement of certain property by construct- ing a pipe sewer with the necessary wye branches and manholes; establishing a Local Improvement District, providing for the method of payment thereof, and creating a special fund. Petition No. 178 requesting the vacation of a Public'Utility Easement in the 31st Avenue Addition having been filed with the City Clerk on December 27,.1962 by Clarence Fr-anklund , it was MOVED by Lynch seconded by Lemon that said petition be referred to the staff for recommenda- tion and the Citv Attorney be and is hereby instructed to prepare the resolution fixing the date of hearing for said matter: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 180 requesting -the rezoning of certain property located on the South side of West Yakima Avenue between 14th and 15th Avenue having been filed with the City Clerk on January 2, 1963, it was MOVED by Robinson, seconded by Lemon that said application be referred to the Planning Commission for recommendation:• carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. In accordance with action taken by the Council at their regular meeting of December 17, 1962, it was MOVED by Lynch, seconded by Munger that Ordinance No. 411 providing for the issuance and sale of general obligation bonds in the principal sum of 1,0009000.00 for the purpose of pro- viding money necessar,'r, to commence the construction, installation and making of certain street improvements as set forth in Ordinance No. 377 as passed and approved by the qualified electors of the city at a special election held on November 6, 1962, be passed as read: carried,, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. ORDINANCE NO. 4112 AN ORDINANCE of the City Council of the City of Yakima, Washington, providing for the issuance and sale of general obligation b.onds of the city in the principal sum of $1,000,000 for the purpose of providing the money necessary to commence the construction, instal- lation and making of the capital improvements within the city as provided in Ordinance No. 377, passed and approved September 10, 1962, and approved by the qualified electors of the city at a special election held therein on November 6, 1962; creating a Construction Fund; creating a Bond Redemption Fund for the payment of the principal of and interest on said bonds; providing the date, form, terms and maturities thereof, and for unlimited tax levies to pay the principal there• of, and for unlimited tax levies to pay the principal thereof and interest thereon; and declaring an emergency.. A bid board having received bids from Cascade Carbonics & Chemical Corporation, Pennsalt Chemical Corporation Van Water & Rogers, Inc., and Yakima Valley Spray Company for supplying chlorine for 1963 and said bids being identical in every respect and Manager Smith and pur.cha.shini Agent recommending the rejection of said bids, it was MOVED by Lemon, seconded by Robinson that Resolution No. D -500 rejecting all bids to supply liquid chlorine to the City of Yakima and authorizing the staff to negotiate a contract for chlorine requirements for 1963, be passed as read: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Brazier absent. The marketing of this product was discussed with Mr. Sid Martin, representative of the Yakima Valley Spray Company. RESOLUTION NO. D -500, A RESOLUTION rejecting all bids tray supply liquid chlorine to the City of Yakima and authorizing the City Manager and the Purchasing Agent to negotiate a contract for chlorine requirements for 1963. Also a bid board having received bids for supplying liquid asphalt for 1963 from Refinery Sales Co., American Bitumuls �, Asphalt; Co., Shell Oil Companv and Union nil Cmmnary arri cza;,a r;a� II s 1 1 1 i l r L. !)3 JANUARY 7, 1963 being identical in every respect and Manager Smith again recommending the rejection of said bids, it was MOVED by Robinson, seconded by Lynch that Resolution No. D -501 rejecting all bids to supply liquid asphalt to the City of Yakima and authorizing the staff to purchase such asphalt on the open market, be passed as read: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Brazier absent. RESOLUTION NO. D -501, A RESOLUTION rejectiot all-bids to supply liquid asphalt to the City of Yakima, and authorizing the Purchasing Agent to purchase such liquid asphalt on the'open market. Moved by Lemon, seconded by Munger that Resolution No. D -502 authorizing the execution of a Pipe Line Crossing Agreement with the Yakima Valley Transportation Company, be passed as read: carrie Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Brazier absent.' Discussion pointed out that this agreement is necessary in connectibn:.with the construction of a water pipe line on North 6th Avenue for C. M. Holtzinger Fruit Company, Inc.. ,RESOLUTION NO. D -5021 A RESOLUTION authorizing the City Manager and the City Clerk to enter intc a Pipe Line Crossing Agreement with the Yakima Valley Transportation Company. MOVED by Robinson, seconded by Munger that Resolution No. D -503, authorizing the execution of an agreement with Wm. P. Harper & Son & Company for the purpose of engaging the services of said firm in connection with the sale of $1,000,000.00 of General Obligation Bonds; be,-passed as read: carried, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Brazier absent. RESOLUTION NO. D -503, A RESOLUTION authorizing and directing the City Manager and. the City Clerk to execute an agreement with Wm. P. Harper & Son & Company. Manager Smith reported that the matter of the rental of the Airport restaurant is moving slowly, but that he hopes to have this matte", resolved by the next meeting date. There being no further business to come before the Council, it was by Lemon that we do now adjourn at the hour of 4.- 25 .P.M:, carried, Munger and Robinson voting aye by voice vote. Brazier absent.
