DE CEMBER -3_,- 1.96.2 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Larson, Lemon, Lynch, Munger and Robinson, City Manager and City Attorney Andrews present on roll call. Councilman Kurbitz absent on roll call but present shortly thereafter for the balance of this meeting. The Invocation was given by Councilman Munger. IThe minutes of the regular meeting of November 26, 1962 approved as read: Moved by Lemon, seconded by Munger that Resolution No. D -482 consenting to the assignment of Lessee's Interest in the Yakima Municipal Airport Gift Shop Lease from Ray Horne -to, William F. Janes, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. (RESOLUTION NO. D -4821 A RESOLUTION consenting to the Assignment of Lessee's Interest in Yakima Municipal Airport Gift Shop Lease from Ray Horne to William F. Janes. A petition having been filed with the City Clerk on November 23, 1962 by Mr. Elery Van Diest, Attorney for Mr. John Noel Jr., d /b /a Mayfair Tavern, said petition praying for the annexation of certain property located at South First Street and Lenox, it was moved by Robinson, seconded by Lynch that action on this petition be deferred for one week or until the next regular meeting of the Council on December 10, 1962 since the description given of the property to be annexed does not make it contiguous to the city: carried, Brazier, Kurbitz, Larson, Lemon, Munger and Robinsor voting aye by voice vote. Moved by Robinson, seconded by Munger that Ordinance No. 398 relating to Civil Service for Fire - and "Police Departments for the City of Yakima and amending the Yakima Municipal Code, be passed a; read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call.• Discussion of this ordinance pointed out that the Civil Service Commission for these departments has requested this ordinance in order that it may amend its Rules and Regulations so as to do away with the requirement that an applicant for Civil Service position must be a resident of the City for at least one year prior to the time of making application. ORDINANCE NO. 39$1 AN ORDINANCE relating to the Civil Service Systems for the Fire Department and the Police Department of the City of Yakima, authorizing the Civil Service Commission to adopt rules and regulations, and amending Sections 1.46.010, 1.46.030, 1.54.010 and 1.54.030 of the City of Yakima Municipal Code. .oved by Lynch, seconded by Lemon that Resolution No. D -483 authorizing the execution of a contrac ith Gray & Osborne for water study, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, ynch, Munger and Robinson voting aye on roll call. Discussion of this matter established that he last study of this kind was made in 1954. Manager Smith explained that improvements to our 'ater system cannot all be made in one year but must be done by stage construction and that this tudy will be preparation for putting this item in the 1964 budget. 1. Discussion disclosed that the basic urpose of the Plan is to set forth a program which provides in detail the responsibilities of- ity personnel in the event of .any emergency. ESOLUTION NO. Mr. Same Christoff, his daughter, Mrs. Anna Olsen and his son John being present at this meeting, the matter of the SE Clear Zone at the Yakima Municipal Airport and the relocation of 16th Avenue was discussed with the Christoff family. -Mrs. Olson indicated that her father does not wish to sell his property to the City after heldiscussed the matter. The son and daughter indic- ated that the opening of South 12th Avenue td the Ahtanum Road is a more satisfactory solution to this matter. Public Works Director Mayo having submitted further information on the modification of the 16th Avenue relocation and comparing three routes, ##1 through Christoff property, #2 through Harman property and ##3 -the 12th Avenue route and again recommending the necessary right of way to construct and relocate 16th Avenue via Route ##1, through Christoff property as the least'costly and best route, it was MOVED by Brazier, seconded by Robinson that we proceed with negotiations and take such action as is necessary to relocate 16th Avenue in accordance with Mr. Mayo's recommendation for establishing Route.##1 on Christoff's property: carried, Brazier, Larson, Lemon, Lynch, Munger and-Robinson voting aye by voice vote. Kurbitz voting nay by voice vote and again stating that he is in favo fy the 12th Avenue Route. It was pointed out that some 12 acres are needed for the Clear Zone an��4M acres for the relocation of 16th Avenue. Manager Smith indicated that the Christoff and Harman routes have been ok'd by the FAA but that there is no assurance that this agency will participate in the opening of 12th Avenue. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 5:15 P.M. carried, Brazier, Kurbitz,Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
