HomeMy WebLinkAbout11/19/1962 Business Meetingr NOVEMBER 19, 1962 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Larson, Lemon Lynch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The invocation was given by Councilman Lemon. The Minutes of the regular meeting of November 13, 1962 were approved as corrected. Petition No. 173 having been filed with the City Clerk on the 15th day of November, 1962 by Mr. and Mrs. Albert J. Miller, said petition requesting the vacation of certain property abutting the property a -t 2711 Clinton Way, it was MOVED by Robinson, seconded by Munger that this petition be referred to the City Manager and staff for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 174 having been filed with the City Clerk on the 15th day of November, 1962 by Mr. and Mrs. Ronald W. Poole, said petition requesting the formation of a Local Improvement District for the construction of water mains and other appurtenances to serve Lots 1 through 11 inclusive of Horizon Heights, it was MOVED by Lemon, seconded by Kurbitz that said petition be referred to the City Manager and staff for study and recommendation:' carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Petition No. 175 having been filed with the City Clerk on the 15th day of November, by Mr. & Mrs. Ronald W. Poole, said petition requesting the formation of a Local Improvement District for the construction of sewers to serve Lots 1 thru 11 inclusive of Horizon Heights, it was MOVED'by Lynch, seconded by Lemon that said petition be referred to the City Manager and staff for study and recommendation: - carried, Brazier, Kurbits, Larson, Lemon, Lynch,, Munger,and Robinson voting aye by voice vote. Moved by Robinson, seconded by Munger that Ordinance No. 393 relating to the Irrigation system maintenance and assessments therefor and providing for the exclusion of certain property from the irrigation system maintenance rolls and amending -the Yakima Municipal Code, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch and Robinson voting aye on roll-call. Munger temporarily absent. ORDINANCE NO. 393, AN ORDINANCE relating to irrigation system maintenance and assessments there- for, providing for the exclusion of certain property from the irrigation system maintenance assessment roll, and amending Chapter 7.24 of the City of Yakima Municipal Code by adding thereto a new section to be numbered 7.24.035. Moved by Lynch, seconded by Kurbitz that Resolution No. D -478 establishing the annual irrigation maintenance rates and charges for the year 1963 and providing for surcharges in certain areas, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. r. Les Newlun, being present at this meeting, protested the increase in rates suggesting tlYat the Council put the matter of Capital Outlay for new systems to the vote of the people rather than increasing rates every year. Discussion of this matter pointed out that the increase is to take care of certain Capital Outlay for changing irrigation lines in connection with the Arterial Street Improvements. ESOLUTION N0. D=47$, A RESOLUTION establising the annual irrigation maintenance rates and charge or the year 1963 and providing for a surcharge in certain areas within the City of Yakima. anager Smith having received a 1etter from the F.A.A. again stating that this Agency will not pprove any type of actuated gate or traffic light to control automobile traffic on exising South 6th Avenue, that 16th Avenue must be relocated as previously approved so that it will clear the lide angle in accordance with present standards or close this street, and that this same criteria pplys to Washington Avenue, and further-stating that all trees in the clear zone which do not onform to the height restrictions, must be removed, the matter of safety lights or gates on 16th venue at the end of Runway 27 and the SE Clear Zone was brought on for discussion. Councilman urbitz again stressed that if a hazzard and possible liability exists in this matter, something hould be done now and suggested that, if the F.A-.A. will not allow personell in the Tower to ctivate lights or signals, this duty be taken over by City Airport Employees or the Fire Departmen mployees who are stationed at the Airport and that cooperation be established between these mployees and the Tower to handle this matter at airliner time. Councilman Lynch expressed belief hat danger exists at all times due to Student Pilot activities at the Airport and stated he failed o see where lights or signals will remedy this situation. He also related that Mrs. Benscoter ho has four children riding a school bus which travels on 16th Avenue, called him and urged the elocation of 16th Avenue as soon. as possible, expressing fear for the children at airliner time. ayor Larson, Councilmen Lynch and Robinson expressed belief that 16th Avenue should be relocated s quickly-as possible and that the job should not be done half -way or stop gap measures used. ouncilman Lemon urged that steps be taken to educate the driving public as to the dangers in this rea. Mayor Larson then called for a vote on the pending motion made at the regular meeting of ovember 13, 1962, by Councilman Kurbitz and seconded by Councilman Lemon, that the Council resolve o erect stop and go signals on 16th Avenue at the end of Runway 27 and Councilman Kurbitz voted ye by voice vote. Councilmen Brazier, Larson, Lemon, Lynchn Munger and Robinson voted nay by oice vote. Councilman Robinson then suggested that the staff check the signs in the area to make ure they are adequate. Manager Smith informed the Council that considerable progress has been ma n negotiations with Mr. Christoff and Mr. Wong with regard to the acquisition of their property or the Clear Zone and that in two or three weeks he will have specific recommendations to make to he Council on this matter. The matter of routing traffic over 12th Avenue from Washington Avenue o a connection with 16th Avenue on the south side.of the Clear Zone was also discussed. No urther action was taken by the Council on these matters at this time. anager Smith reported on the contract now in effect with the Yakima County Humane Society statin;� hat said contract provides that if the city wishes to renew this contract for a period of one ear from December 31, 1962) it must give notice of renewal in writing no later than November 30, 962. He further stated that he believes the Humane Society is interested in renewing this con - Tact and recommended and requested authorization to exercise the Cityts option for ending this ontract for one year. It was MOVED by Robinson, seconded by Kurbitz that the City Manager be and s hereby aui;horized to give notice in writing of renewal of the contract with the Yakima County umane Society: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye y voice vote. ouncilman Munger made inquires as to the rental of the Airport Gift shop, traffic signals•at roadway and Mead and the sidewalk repairs.
