HomeMy WebLinkAbout10/08/1962 Business Meeting364 OCTOBER $, 1962 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Larson, Lemon, Lvnch, Munger and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Kurbitz gave the invocation. The minutes of the regular meeting of October 1, and the recessed meetings thereof were approved as corrected. An ordinance appropriating $45,796.00 from having been read in its entirety and leid October 1, 1962, was read by title only at Lemon that Ordinance No. 381 providing for Larson,,Lemon, Lvnch, Munger and Robinson m the unappropriated moneys in the Municipal Garbage Fund on the table at the regular meeting of the Council on this meeting and it was MOVED by Robinson, seconded by said appropriation, be passed as read: carried, Braziel voting aye on roll call. Kurbitz voting nay on roll call ORDINANCE NO. 381, AN ORDINANCE appropriating the sum of $45,796.00 from the una,)r.)ropriated moneys in the Municipal Garbage Fund to Account 6 -11, Movable Equipment, of the Capital or Betterment classification of the 1962 appropriation for 32 - Municipal Garbage Fund. An ordinance appropriating $41,608.00 from the unappropriated moneys in the Arterial Street Fund to the 1962 Budget for said fund, having been read in its entirety and laid on the table for one week at the regular meeting of the Council on October 1, 1962, was read by title only at this meeting and it was MOVED by Lemon, seconded by Robinson that Ordinance No. 382, providing for said appropriation, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. ORDINANCE NO. 382, AN ORDINANCE appropriating the sum of $$41,60$.00 from the unappropriated moneys in the Arterial Street Fund to Account 6 -31, Construction & Other Improvements, of the Capital or Betterment classification of the 1962 appropriation for 37 - Arterial Street Fund. Councilman Robinson explained that Mr. George Martin, Attorney for the Yakima Valley Regional Library, is out of town at this time and expressed the desire that Mr. Martin be present when the Council considers a resonation authorizing the execution of a revised agreement with the Yakima County Rural Library District fora regional library. It was then MOVED by Robinson, seconded by Lynch that this resolution and agreement be set over for one more week or until the regular meeting of the Council on October 15, 1962: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Lynch, seconded by Brazier that Resolution No. D -458 authorizing the execution of a farm lease agreement with Le Roy Schreiner for certain property located at the Municipal Airport, be passed as read: carried, Brazier., Kurbitz, Larson. Lemon, Lynch and Robinson voting aye by voice vote. Discussion pointed out that this is the 812:acres purchased by the City ,from Mr. Schreiner for the Clear Zone. RESOLUTION NO. D -4581 A RESOLUTION authorizing and directing the City Manager and the City Clerk to execute a Farm Lease agreement between the City of Yakima and Le Roy Schreiner. Moved by Lemon, seconded by Munger that Resolution No. D -459 authorizing the execution of a farm lease agreement with Leon Z. Rowley,_for certain property located at the Yakima Municipal Airport, be passed as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye on roll call. Discussion pointed out that this property is the 92 acres purchased from Thomas Pollock for the Clear Zone at the Airport. This being the time fixed by the Council for the hearing on Petition No. 165 as filed by D. A. Fellows and others praying for the annexation of certain property north of Fechter Road, and the Annexation Review Board having recommended said annexation and the Planning Commission concurring with said board and recommending that said property be zoned as R -1, Single- family residence, and there being no protests to said annexation in writing orotherwise, it was MOVED by Robinson, seconded by Lemon that Ordinance No. 383 providing for said annexation and zoning, be passed as read by Councilman Robinson: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger. and Robinson voting aye on roll call. ORDINANCE NO. 383, AN OR.DTFANCE providing for the annexation by the City of Yakima of certain property contic:uous to the City of Yakima, and zoning the same as R -1, Single Family Residential Zone. (Petition No. 169 as filed by John G. Fairbrook and others praying for the annexation of certain property west of the City Limits to 44th. Avenue between Summitview and Chestnut Avenue, having been filed v,ith the City Clerk on the 4th day of October, 1962, it was MOVED by Robinson, seconded by Lemon that said petition be received and referred to the Planning Commission for recommendation as to the zoning of said property and that the order, fixing; the date of hearing on said petition for the 15tr day of October, 1962, be approved as read: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting ave on roll call. Discussion pointed out that this petition will annex approximately 5 acres including streets and. that the valuation is less than $$200,000.00. Petition No. 170 requesting the formation of a local improvement district for the construction of Curbs, gutters anal the surfacing of the West end of (glary Lin Drive and Barge Street, having been filed with the City Clerk on the 4th day of October, 1962, it was MOVED by Robinson, seconded by Munger that said petition be referred to the staff and City Manager for study and recommendation: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote. Moved by Lynch, seconded by Robinson that Resolution No. D -460 authorizing the payment of $L�00.00 to Harriet Deputy for injuries received when she tripped and fell on the sidewalk located on the north side of "B" Street between 4th and 5th Avenues, be passed as read.: carried, Brazier, Kurbit Larson, Lemon, Lynch, and Robinson voting aye on roll call. RESOLUTION NO. D -460, A RESOLUTION authorizing the payment of $$L�00.00 to Harriet Deputy. The Planning Director reporting that the Planning Commission voted unanimously to deny Petition No. 167 as filed by Michael Polo and which requests the rezoning of property located at 201 Hall Avenue from R -3, Multiple- family residence to B -2, Local_ business zone, it was MOVED by Robinson, seconded by Munger that said report be received and filed: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting; aye by voice vote. Councilman Lemon was excused at the hour of 4:10 P.M. Councilman Brazier, informed the Council that from time to time he has had citizens express interest in evening Council meetings and.due to this apparent interest by the Public he is re- J I 366 OCTOBER 8, 1962 questing council members to consider holding one meeting a month in the evening, further suggesting the second Monday in the month as a suitable time for such a meeting. Councilman Lynch concurred with the suggested evening meeting, but expressed desire to check with the staff to see vihich evening would be best for them and also suggested that perhaps the evening meeting could be called when business to be considered by the Council is of most interest to the public. After discussion it was MOVED by Brazier, seconded by Robinson that this matter be referred to the City Manager for recommendation as to the time for-holding one evening meeting a month: carried, Brazier, Kurbitz, Larson, Lemon, Lynch,' and Robinson voting ave on roll call. Munger voting nay on roll call. Councilman Lynch, relating that he had seen children throwing led weighted airplanes on one of the playgrounds recently, requested an ordinance amending and clarifying Ordinance No. 357 which prohibits hazardous activities in parks and playgrounds. This matter was informally referred to the City Manager and staff. Manager Smith reported that the new traffic signals at 40th and 32nd Avenues on Summitview will be in use on Tuesday and Thursday respectively of this week. Mayor Larson reminded Council Members of the Association of Washington Cities District meeting to be held at 6:30 at the Chinook Hotel on the 17th day of October, 1962 and suggested that the Council consider meeting ,!ith the legislators of the 14th District at a luncheon for the purpose of discussing some of our problems. After discussion the matter of time and place for such a luncheon was referred to Manager Smith. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Brazier that we do now adjourn at the hour of 4:40 P.M: carried, Brazier, Kurbitz, Larson, Lemon, Lynch, Munger and Robinson voting aye by voice vote.
