HomeMy WebLinkAbout09/04/1962 Business Meeting1 1 fl J 1 SEPTEMBER 4, 1962 The City Council met in regular session, Mayor Larson, Councilmen Brazier, Kurbitz, Larson, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilmen Lemon and Munger absent and excused. The invocation was given by Councilman Brazier. The minutes of the regular meeting of August 27, 1962 were approved as corrected. In accordance with action taken by the Council at their regular meeting on August 27, 1962, the hearing on Resolution No. D -431 and Petition No. 149 as filed by Gale Thompson and others request- ing the formation of a local improvement district for the installation of water mains and other appurtenances, was continued and the Clerk of the Council read a "Withdrawal of Protest" which carried the signatures of four property owners in this district. Mr. Henry Fosterling, 1901 Willow Street and Mrs. Evva Staats at 820 North 18th Avenue, attending this hearing, suggested tha there might be something wrong with the meters in the area which reports poor pressure. Mrs. Viral Dee Reynolds spoke for the project stating that she has no pressure when the domestic water is being used for irrigation. Councilman Robinson suggesting that this matter be continued for another.week until it crystalizes and suggesting further that persons in this area make their final desires known not later than noon on Monday the 10th day of September in order that the Council can have the information before their meeting, MOVED and Kurbitz seconded that.this hearin be continued for another week or until the regular meeting of September 10, 1962: carried, Brazie Kurbitz, Larson, Lynch, and Robinson voting aye by voice vote. A resolution authorizing the City Manager to accept a temporary permit for fence opening in the access control fence on East Yakima Avenue having been read by the Clerk of the-Council, it was MOVED by Lynch, seconded by Kurbitz that this matter be delayed for. one week or until September 10, 1962: carried, Brazier, Kurbitz, Larson, Lynch, and Robinson voting aye by voice vote. Lemon' and Munger absent. Councilman Lynch requested more information as 'to the cost of this project. S Moved by Robinson, seconded by Brazier that Resolution No. D -446 authorizing the execution of an agreement with the Terrace Heights Sewer District of Yakima County to occasionally utilize a sewer rodding machine owned by the City of Yakima by leasing said machine from the City, be passed as read: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D -446, A RESOLUTION authorizing and directing the City Manager and the City Clerk of the City of Yakima to execute an Agreement with Terrace Heights Sewer District of Yakima County, Washington. WHEREAS, Terrace Heights Sewer District of Yakima County, Washington, de- sires to occasionally utilize a sewer rodding machine owned by the City of Yakima, by leasing sucl machine from the City, and, WHEREAS, the City Council of the City of Yakima deems it in the best interests of the City of Yakima to contract with Terrace Heights Sewer District for such purpose, now, therefore, BE IT RESOLVED BY THE CI'T'Y COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the City Clerk.of the City of Yakima are hereby authorized and directed to execute an Agreement with Terrace Heights Sewer District of Yakima County, Washington, providing for the lease of a sewer rodding machine to such District, a copy of which Agreement is attached hereto and by reference made a part hereof. LARSON Mayor 'The Council having deviated from the agenda on the matter of a Notice of Intention to Commence Annexation Proceedings as filed by Ronald W. Poole and Jack M. King with the City Clerk on August 27, 1962, and Mr. Poole and Mr. King now being present to meet with the Council in accordance with statute, it was MOVED by Robinson, seconded by Lynch that said Notice be received and that the owners of the property therein described, not be required to assume the City's existing in- debtedness: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Lemon and Munger absent.. Petition No. 161 praying for the annexation of the property described in said Notice of Intention and signed by D. A. Fellows, RonaldW. Poole and Jack M. King, also having been filed with the City Clerk on the 27th day of August, it was MOVED by Robinson, seconded by Kurbitz that said Petition be referred to the Staff for study and recommendation and to the Planning Commission for study and recommendation on matters of zoning, and that the Mayor be and is hereby authorized to convene the Review Board as specified by statue and that the City Attorney be instructed to prepare an order fixing the date of hearing on said Petition for the 8th day of October, 1962: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Petitions No. 162 and 163 being petitions requesting the formation of local improvement districts for the construction of water mains and other appurtenances and sewers respectively, in the area described in annexation Petition No. 161, it was MOVED by Lynch, seconded by Brazier that said petitions be referred to the City Manager and Staff for study and recommendations: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Lemon and Munger absent. -Discussion pointed out that there will be problems 'to be resolved in the.matter of supplying water in this district since it is on a hill and that the work can not be done until such time as the property described is annexed to the City. Petition No. 164 having been filed with the Citv Clerk on this date by William Pflueger.and other 'requesting the construction of curbs and gutters and the surfacing of Meadow Lane from South 38th Avenue to South 40th Avenue, it was MOVED by Brazier, seconded by Kurbitz that said petition be referred to the City Manager and staff for study and recommendation: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Lemon and Munger absent. r /I The Preliminary Budget for 1963 having been officially filed with the City Council on this date, City Manager smith reported that a resolution adopting said budget as the official preliminary budget for the ensuing year will be forth coming at the next regular meeting of the Council on the 10th day of September, 1962, after which time the City Clerk will then publish the notice fixing the dates of public hearing and that the final Budget must be adopted by October 5, 1962. He also reported that this preliminary budget shows a 90 increase over the current year. Councilman Kurbitz suggested that the news media encourage the public to take an active interest in this matter and to come forth now with constructive suggestions for consideration by the Council. Councilman Robinson concurred with these remarks. Mr. Wes. Britt, interested citizen, reviewed the increases in the City Budget since 1956 and recommended that the Council consider a 20% reduction in the budget as submitted for study and stated that the City Manager should recommend where this cut can be made. Councilman Kurbitz concurred with Mr. Britt suggesting that any savings be used for a Civic Auditorium and other improvements for the City. Councilman Brazier agreed that city expenditures should be cut but that demands for service must be paid for and invited Mr. Britt to make specific suggestions as to where the budget can be cut. Councilman Lynch encouraged the public to ;participate in the study of the budget. Manager Smith reported that Chief Snderstrom hasrequested permission to send Detective Robert Madden, with expenses paid, to the Western Safe Burglary Conference ,.rhich is to be held in Sacremento September 26 to the 29, 1962 and recommended that this request be granted. It was MOVED by Lynch, seconded by Kurbitz that Detective Robert Madden be authorized to attend said conference with expenses paid: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Lemon and Munger absent. the He also requested authority for the City Attorney to attend / conference of the Washington State Association of Iv'':uniciple Attorneys to'. be held in Vancouver B.C., on September 51;h through the 8th, 1962, and it was MOVED by Kurbitz, seconded by Robinson that City Attorney, Fred Andrews be and is hereby authorized to attend said conference with expenses paid: carried, Brazier, Kurbitz, Larson, Lynch and Robinson voting aye by voice vote. Manager Smith also requested permission to send a member of the staff to Portland to pick up a new scooter which has been purchased for the Parking Meter Department and it was. MOVED by Robinson, seconded by Lynch that this request be granted and that the staff members expenses be paid: carried, Brazier, Kurbitz, Larson, Lynch, and Robinson voting aye by voice vote.
