The invocation was given by Councilman Keith. 269 Bostic, Councilman Barber, Keith, Larson and Andrews present on roll call. Councilmen Lemon The minutes of the regular meeting of February 12, 1962 were approved as read. In accordance with the action taken by the Council at their regular meeting of February 12,, 1962, on the report of the Planning Commission to deny the request made by James Scrimger and others on Petition No. 119 to rezone certain property situated at 1107 -09 West Yakima Ave., from R -3, Multiple Family Residential to B -2, Local Business and an appeal from said decision having been filed with the City Clerk by the Petitioners on February 16', 1962, it was MOVED by Maxwell, seconded by Barber that the Planning Commissions report be received and that a. hearing on said appeal be scheduled for March 12, 1962 and interested persons be notified: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye by voice vote. Lemon and Robinson absent. In accordance with action taken by the Council at their regular meeting of February 12, 1962, on the Planning Commission's decision on Petition No. 120 as filed by Lyle A. Warming, it was MOVED by Keith, seconded by Larson that Ordinance No. 320 accepting the recommendation of the Planning; Commission and rezoning property located at 1105 Broadway from R -2, Two Family Residential Zone to R -3 Multiple Family Residential Zone, be passed as read: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye on roll call. Lemon and Robinson absent. ORDINANCE NO. 320, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located at 1105 Broadway in the City of Yakima, Washington, from R -2, Two Family Residential Zone, to R -3, Multiple Family Residential Zone. Also in accordance ,rith action taken by the Council, at their regular meeting of February 12, 1962, on the Planning Commission's recommendation on Petition No. 122 as filed by Ted Haubrich and others, it was MOVED by Larson, seconded by Barber, that Ordinance No. 321 accepting the Planning Commissions recommendation and rezoning certain property located between South 40th Avenue and South 44th Avenue from R- 1,Single Family Residential Zone to R -3, Multiple Family Residential Zone, be passed as read: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye on roll call. Lemon and Robinson absent. ORDINANCE NO. 3211 AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located between South L�Oth Avenue and South 44th Avenue and between Nab Hill Boulevard and Arlington Street, in the City of Yakima, Washington, from R -1, Single Family Residential, to R -3, Multiple Family Residential Zone. Moved by Barber, seconded by Maxwell that Ordinance No. 322 relating to the Statewide System for retirement of City Employees, be passed as read: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye on roll call. Lemon and Robinson absent. Discussion pointed out that this ordinance is extended to all clerical positions in the Police and Fire Departments not covered by the Policeman's and Fireman's Relief and Pension system. ORDINANCE NO. 322, AN ORDINANCE relating to the 'statewide system for pension, relief, disabilit` and retirement for city employees, and amending Section 2.36.010 of the City of Yakima Municipal Code. A resolution authorizing the execution of an agreement with Ormund 0. Fluegge to install a storm sewer was ordered set aside for one week. Moved by Larson, seconded by Keith that Resolution No. D -366 authorizing the execution of an agreement with Gerald L. Gipson and wife to furnish individual domestic water services to their premises at 717 and 719 Campbell Lane in the City of Yakima, be passed as reaid: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye on roll call. Lemon and Robinson absent. RESOLUTION NO. D -366, A RESOLUTION authorizing and directing the City Manager and the City Cler to enter into an agreement with Gerald L. Gipson and Gloria Gipson, husband and wife. . WHEREAS, it is necessary to enter into an agreement with Gerald L. Gipson and Gloria Gipson, husband and wife, to furnish individual domestic water services to their premises at 717 and 719 Campbell Lane in the City of Yakima, and _ WHEREAS, the City Council finds that it is in the best interests of the people of the 'itv of Yakima to enter into such an agreement, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the City Clerk authorized and directed to enter into an agreement with Gerald husband and wife, to install individual domestic water services Campbell Lane, a copy of which agreement is hereto attached and hereof. of the City of Yakima. are hereby L. BOSTIC City Clerk Mayor The City Engineer reporting the following Monthly Estimate: Airport Ramp Lighting Knobel's Electric $2$6.00 for payment, said estimate covering extra or change order No. 3 on the installation of lighting shields at the Yakima Municipal Airport and finalizing all of the work on the Yakima Municipal Airport Ramp Lighting, it was MOVED by Keith, seconded by Barber that the Engineer's progress report dated February 19, 1962 with respect to the Yakima Municipal Airport Apron and Ramp Extension, be approved and the.progress estimate therein set forth be and is hereby authorized for payment: carried, Barber, Bostic, Keith, Larson, and Maxwell voting aye by voice vote. Lemon and Robinson absent. In accordance with Resolution No. D -363 and a proper bid having been received and considered by' a Bid Board on the 16th day of February, 1962, it was MOVED by Larson, seconded by Maxwell that r 2`7 FEBRUARY 19, 1962 that the bid of the Yakima Daily Republic to print and publish-.such ordinances, resolutions notices, etc. of the City of Yakima for the ensuing vear, be accepted and the Mayor be and is hereby authorized to enter into an agreement with said Company on behalf of the Cit -,- of Yakima for said service:- carried, Barber, Bostic, Keith, Larson, and Maxwell voting aye by voice vote. Lemon and Robinson absent. Mr. Les Newlun a property Owner on Fair Avenue,being present,requested that the Council consider the matter of putting in trunk sewer lines in the area of the new by -pass highway before the hio' way is completed. He pointed out that this would cut`_the cost of such installation and would encourage the ,growth and improvement of the area between the Kiwa.nis Park and Lenox Avenue, This matter was discussed by the Council and Staff members, but no formal action was taken. Councilman Maxwell was excused at the hour of 4:05 P.M. Manager Smith reported on the results of an annexation Survey made by the staff in an area generally north of the Eisenhower High School, reporting that he feels that there is an opportun ity for a. favorable "election type" annexation to be initiated by the City in this area. T10 formal action was taken on this matter. There being no further business to come before.the Council, it was MOVED by Barber, seconded by Larson that we do now adjourn at the hour of 4:25 P.M.: carried, Barber, Bostic, Keith, Larson and Maxwell voting aye by voice vote.
