JANUARY 15, 1962
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Keith, Larson,
Maxwell and Robinson, City Manager Smith and City Manager Smith and City Attorney Andrews present
on roll call. Councilman Lemon absent and excused.
The invocation was given.by Councilman Larson.
The Minutes of the regular meeting of January 8, 1961 were approved with a.certain-.addition.
In accordance with action taken by the Council at their regular meeting of January 8, 1962, an
order fixing the date of hearing on Petition No. 116 as filed by Howard S. Wright Construction
Company praying for the annexation of certain property between South lst Street and Fair Avenue
and Mead Avenue and Lindy Lane, was read by the Clerk of the Council. MOVED by Keith, seconded
by Robinson that said order fixing the date of hearing on said petition for the hour of 3:00 P.M.
on the 5th day of February, 1962, be approved as read: carried, - Barber, Bostic, Keith, Larson,
Maxwell and Robinson voting aye by voice vote,. Lemon- absent.,
Also in accordance with action taken by the Council at their regular meeting of January 8, 1962,
it was MOVED by Barber, seconded by Maxwell that Resolution No.. D -3.51 authorizing the use of
fire a,pp,aratus and personnel operating said equipment to provide fire protection to a portion of
Yakima County Fire Protection District No. 13 for a period of six months from this date, or
until July 15, 1962, without charge to said district.;. be passed as read: carried, Barber, Bostic
Keith, Larson, Maxwell and Robinson voting aye by voice vote... Lemon absent.
RESOLUTION NO. D -351, A RESOLUTION authorizing the use of fire-apparatus, and personnel operat-
ing the same, to provide fire protection to a portion of Yakima County Fire Protection District
#13, and prescribing conditions thereof.
WHEREAS, Yakima County Fire Protection District #13, a municipal corpora-
tion, has been recently formed to furnish fire protection in a certain area contiguous to the
City of Yakima, and
WHEREAS, the City of Yakima desires to furnish fire protection to the
hereinafter - described portion of said district and its inhabitants and property, to the extent
that the same may be lawful, without charge to said district, for a period of six months, and
WHEREAS, the City Council finds that it is in the best, interests of the
people of the City of Yakima to furnish such fire protection to a.portion of said district, now
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager of the City of Yakima, acting by and through the
Chief of the Fire Department, is hereby authorized and directed to dispatch and use the fire
apparatus and equipment of the City of Yakima, together with Fire Department personnel operating
the same, for the purpose of furnishing fire protection, to the extent that the same may be law-
ful, to the inhabitants and property within the following described boundaries of Yakima County
Fire Protection District #13:
Commencing with the intersection of the eastern city limits of the
city limits of the City of Yakima, Washington with the west boundary
line of the Yakima River; thence south along the said eastern city
limits of the City of Yakima, Washington, to Lenox Avenue; thence
east to the intersection of the centerline of Lenox with the western
boundary of the Yakima River; thence northerly and westerly along
the west boundary line of the Yakima River to the point of beginning;
ExCEPTING therefrom that certain property located within the area
hereinabove described which is known as the Central Washington Fair
Grounds and all property and buildings thereon located.
That such fire protection shall be furnished by the City of Yakima without charge to said dis-
trict for a period of six months from the date of.the adoption hereof, at which time the City
Council shall make a further determination with regard to the continued furnishing of fire
protection to said district.

A resolution authorizing the execution of an agreement with the Central Washington Fair
Association providing for the furnishing of fire protection service for the Fair Grounds having
been set over from the regular meeting of January 2, 1962 to this date and upon the recommenda-
tion of Manager Smith, it was MOVED by Larson, seconded by Keith that this matter be tabled
until such time as the City Manager can meet with.the Fair Association Board: carried, Barber,
Keith, Larson, Maxwell and Robinson voting a.ye by voice vote. Lemon absent.
In accordance with action taken by the City Council at their regular meeting of January 8, 1962,
it was MOVEDbby Barber, seconded by Robinson that Resolution No. D -352 reappointing Norman R.
Nashem, Jr. as the third member of said Civil Service Commission for a term of six years or
until January 1, 1968, be passed as read: carried, Barber, Bostic, Keith, Larson, Maxwell and
Robinson voting aye on roll call.
RESOLUTION NO. D -352, A RESOLUTION appointing'Norman R.,Nashem, Jr., as the third member of
the Yakima City Employees' Civil Service Commission to serve a six -year term of office.
WHEREAS, the term of office of Norman R. Nashem, Jr., as the third
member of the Yakima City Employees' Civil Service Commission has expired, and
WHEREAS, a list of three, names has been submitted to the City Council by
the other two civil service commissioners, Sidney'Reese and Byron Yaden, from which a successor
to the said Norman R. Nashem, Jr., as a member of the Civil service commission, is to be selectee
and appointed by the City Council, which three names are as follows:
Norman R. Nashem, Jr.;
Vincent J. Beaulaurierp and 'A Max Vincent_;

. WHEREAS, the City Council deems it in the best interests of the people of
the City of Yakima to reappoint Norman R. Nashem, Jr., as the third member of the Yakima. City
Employees' Civil Service Commission to serve a six -year term of office, or until his successor
is selected and qualified, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That Norman R. Nashem., Jr., is hereby appointed as the third member of th
Yakima City Employees' Civil Service Commission•to serve a six -year term of office, commencing
January 1, 1962, or until such time as his successor is selected and qualified.

No. 118 having. been filed with the City Clerk on January 12, 1962 by Sister Carmelina,.
Administrator for.the St. Elizabeth Hospital, it was MOVED by Maxwell, seconded. by Barber that
Petition No. 11T requesting the formation of a local improvement district for the purpose of
widening South 9th Avenue from Chestnut to;Walnut Streets and the South side of West Chestnut
Street from South 10th Avenue to South 9th Avenue, be referred to the City Manager for study and
recommendation: carried, Barber, Bostic, Keith., Larson, Maxwell and Robinson voting aye on roll
calla Lemon absent.
Mr. M. Todd Smith, President of the Chamber of Commerce, having informed Mayor Bostic, by _letter,
that Bonanza Airlines and West Coast Airlines are both seeking approval from the Civil Aeronautic
Board, for a sbheduled flight from Boise, Idaho to Las Vegas, Nevada, and further informing him
that the Chamber is urging favorable consideration of the application of West Coast Airlines, Inc
to furnish this service, and requesting the Mayor to write a letter endorsing the Chambers
posidtion, if he is in agreement, it was MOVED by' Robinson, seconded by Larson that a letter be
drafted, over the Mayor's signature, endorsing the Chambers recommendation on this matter:
carried, Barber, Bostic, Keith, Larson, Maxwell and Robinson voting aye by voice vote. Lemon
absent:
City Manager, Smith reported that the staff is working on the plans for a Sanitary Sewer Trunk
line-on the west side of town.
There being no further business to come before the Council, it was MOVED by Barber, seconded by
Larson,that we do now adjourn at the hour of 3:30 P.M.: carried, Barber, Bostic, Keith, Larson,
Maxwell and Robinson voting aye by voice vote.
