The City Council met in regular session, Mayor Bostic, Councilmen Barber, Keith, Larson, Lemon
and Robinson, City Manager Smith and the newly appointed City Attorney, Fred Andrews present on
roll call. Councilman Maxwell absent-and excused.
The invocation was given by Councilman Barber.
The minutes of the regular meeting of December 18, 1961, were approved as read.
City Attorney Arntson having ruled certain sections of Ordinance No., B -1677 unconstitutional,
said sections relating to the licensing of vending machines, it was MOVED by Keith, seconded by
Larson that Ordinance No. 312 relating to amusement devices and vending machines and amending
the Yakima Municipal Code accordingly, be passed as read: carried, Barber, Bostic, Keith, Larso
Lemon and Robinson voting aye on rbll call. 'Maxwell absent.
ORDINANCE 'NO. 312, AN ORDINANCE relating to amusement devices and vending machines, and amending
Section 5.12.020 of the City of Yakima Municipal Code.
A resolution authorizing the execution of an agreement with Yakima County Fire Protection
District No. '13 having been submitted to members of'the Council for study, Mayor Bostic announced
that further negotiation is necessary on this matter and that it is to be postponed until the
next regular meeting of the Council on January 8, 1962. Since there were persons present who _
are interested in this agreement, Mayor Bostic then invited discussion of the matter. Mr.
Ralph Cramer and Mr. Kenneth Grothe, City Firemen protested taking on this obligation without
receiving additional millage for the Firements Relief and Pension Fund. This point was dis-
cussed but no formal action was taken.
A resolution having been submitted to the members of the Council for study authorizing the ex-
ecution of an agreement with the Central Washington. Fair Association and providing for the
furni -shing of fire protection service for the fairgrounds, since it is not included in Fire
District 13, Mayor Bostic announced that this matter will be postponed until the regular meeting
of the Council ,on the 15th day of January, 1962.
Manager Smith reported that trading stamp companies are being contacted with regard to 1'icensirg
in accordance with the opinion handed down by City Attorney Arntson. He further reported that
in:acc:ordance with a request from the local merchants, flag holders are being placed on parking
meters in order that the flag may be displayed on the proper holidays.
There being no further business to come before the Council, it was MOVED by Barber, seconded by
Robinson that we do now adjourn at the hour of 3:30 P.M: carried, Barber, Bostic, Keith, Larson,
Lemon and Robinson votirF aye on roll call. Maxwell absent.
