OCTOBER ';2, 1961
In accordance with the laws of the State of Washington, the City Council met on this date to
hear those citizens wishing to be heard on the City of Yakima, 1962 Budget. Mayor Bostic,
Councilmen Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson, City Manager Smith and
City Attorney Arntson were present. All persons present were heard both for and against said
Budget.
Mr. Marshall Jones, President of Cascade Natural Gas protested the increase of the business and
occupational tax for his company, stating that said company is not a monopoly as are other
utilities and suggested that this'tax be-extended to all fuel dealers. Mr. Fred Velikanje,
attorney, spoke on behalf of other fuel dealers and stated that they will protest such a plan.
Mr. Ron Johnson, manager of Pacific Telephone Northwest discussed the matter of increasing the
business and occupational tax further emphasizing that such increases are passed on to the
customer. Mr. Ed Thomas, manager of the Pacific Power & Light Company stated that raising this
taxon utilities does not encourage annexations to the City.
Mrs. Helen Silbert, head Librarian again protested the payment of retirement expense from the-.' -
millage paid by the City to the Yakima Valley Regional Library.
Mayor Bostic discussed certain changes in the Preliminary Budget which are being considered by
the Council.
Mr. Jules Schockley, Fire Department employee expressed appreciation for the attention being
given his department. Mr. Virgil Wilson, mechanic for the Fire Department, protested the Council
decision not,- to ' raise ,his salary.
Mayor Bostic announced that the Budget will probably be adopted on Wednesday the 4th*day of
October, 1961.
All persons present having been heard on matters concerning the 1962 Budget for the City of Yakim
it was MOVED by Lemon, seconded by Barber that the hearing on said budget be continued to the
regular meeting of the City Council on Wednesday, October 4, 1961 at thg hour of 3:00 o'clock P.
M.: carried, Barber, Bostic, Keith, Larson, Maxwell and Robinson voting aye by voice vote„
There being no other business to be considered at this time Mayor Bostic declared the meeting
adjourned, at the hour of 4:30 P.M.
OCTOBER 4, 1961
The City Council met in regular session to conduct the regular business of the City and continue
the hearing on the 1962 Budget in accordance withaacti.on taken by them on October 2, 1961.
Mayor Bostic, Councilmen Barber, Keith, Larson, Lemon and Robinson, City Manager smith and City
Attorney Arntson present on roll call. Maxwell absent and excused.
Councilman Lemon gave the invocation.
The minutes of the regular meeting of September 27, 1961 were approved as read.
In accordance with action taken by the City Council on October 2, 1961, this meeting was again
opened for discussion and hearing on the Final 1962 Budget for the City of Yakima.
Mrs. Helen Gilbert spoke to counteract rumor and informed the Council that the advertising in
the local papers for the Yakima Valley Regional Library, is a gift from an interested citizen.
Mayor Bostic informed the representatives of the utility companys who were present, that the
Council is considering the increase of business and occupational tax for a period of one year
only.
There being no further comments for or against said budget, it was MOVED by Robinson, seconded by
Larson that the Preliminary Budget adopted by the City Manager and Mayor, be amended in the
following particulars:
]L. That the distribution of General Property Tax millage ,distributed to Current Expense
be changed to 6.3736 mills which will yield $300,130.00, and that distributed to the
Street Fund be changed to 4.6751 mills which will yield$220,152.00.
2. That Item 4 -73, Receipt Per Budget Transfer, in the Revenues for the' Arterial Street
Fund be reduced in the sum of $11,635.00, and that a new item of revenue entitled
4 -72 L.I.D. Participation,.be added to the Arterial Street Fund in the sum of
$11,35.00.
3. That the appropriation to Item $ -37, Transfer to Arterial Street Fund, of the appro-
priation to 31 - Streets be reduced in the sum of $11,635.00.
4. That the Salaries - Part Time - Temporary & Overtime - Special Assignments item of the
Salaries & Wages classification of the appropriation for 31 - Streets be reduced in
the sum of $240.00, and the position of Foreman III in the same classification and
department be changed to Foreman IV and the salary increased $20.00 per month, or a
total appropriation of $240.00
5. That the following changes be made in the following listed departments within the
Current Expense Fund:
POLICE DEPARTMENT
Add 1 range ($20 mo.) salary adjustment to each of the
14 Sergeant and Detective positions
Add 1/2 range ($10 mo.) salary adjustment to each of the
4 Captain positions
Add 1 Radar Unit to Capital or Betterment classification
21 -6 -21 "Stationary Equipment " -

And that the City Manager make all incidental corrections in said Preliminary Budget occasioned
by the aforesaid amendments:. carried, Barber, Bostic, Keith, Larson, Lemon and Robinson voting
aye by voice vote. Maxwell absent.
Moved by Barber, seconded by Keith that Ordinance No. 290 adopting a budget for the City of Yakima
for the year of 1962 and fixing and levying the amount of taxes necessary to balance said budget,
be passed as read: carried, Barber, Bostic, Keith, *Larso n, Lemon and Robinson voting aye on roll
call. Maxwell absent.
ORDINANCE NO. 290, AN ORDINANCE adopting a budget for the City of Yakima, Washington, for the
year of 1962, appropriating funds for the estimated expenditures, and fixing and levying the
amount of taxes necessary to balance the estimated revenue with the estimated expenditures.
Petitions No. 108, 109 and 110 having been filed with the City Clerk on September 28, 1961 by
Mark Gilbert and others requesting the formation of local improvement districts for the construc-
tion of concrete curbs, gutters and the surfacing of certain streets and the installation of
water and sewer lines in Lots 1 through 16 of Peach Ten Addition, it was MOVED by Keith, seconded
by Lemon that said petitions be referred to the City Manager for study and recommendation:
carried, Barber, Bostic, Keith, Larson, Lemon and Robinson voting aye by voice vote. Maxwell
absent.
Petition No. 111 having been filed with the City Clerk on October 2, 1961 by John F. Chesterley
requesting the vacation of a portion of the alley remaining in Block 330 of Ker's Second Addition
to North Yakima and Block 330 of Capitol Addition, it was MOVED by Robinson, seconded by Barber
that said petition be referred to the City Manager and the Planning Commission for study and
recommendation: carried, Barber, Bostic, Keith, Larson, Lemon and Robinson voting aye by voice
vote. Maxwell absent.

Moved by Larson, seconded by Barber that said report be accepted and approved: carried, Barber,
Bostic; Keith, Larson, Lemon and Robinson voting aye by voice vote., Maxwell absent.
Manager Smith reported on the offer of the I.O.O.F. Lodge to give to the City, 6 benches for
placement in the downtown area. He stated that this matter has been considered by the Planning
Commission and while they are not opposed to the idea, they recommend that said benches should be
installed on a trial basis under restriction by the City and that no advertising be allowed on
them and that all possibility of accident and sidewalk clutter be avoided. Manager Smith con-
curring with the Planning Commission in this matter, it was MOVED by Keith, seconded by Larson
that the City Manager be and is hereby authorized to accept the offer of 6 benches from the
Odd Fellows Lodge and work out matters of maintenance, liability, location, etc.: carried;,
Barber; Bostic, Keith, Larson, Lemon and Robinson voting aye by voice vote.
There being no further business to come before the Council, it was MOVED by Keith, seconded by
Barber that we do now adjourn at the hour of 4:20 P.M; carried, Barber, Bostic, Keith, Lar.eon,
Lemon and Robinson voting aye by voice vote. Maxwell absent.
