HomeMy WebLinkAbout09/27/1961 Business Meetingr 24-6 SEPTEMBER 27, 1961 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson, City Manager Smith and City Attorney'Arntson present on roll call. The invocation was given by Councilman Barber. The minutes of the regular meeting of September 20, 1961 were approved as read. Moved by Keith, seconded by Larson that Ordinance No. 285 amending the Yakima Municipal Code relating to the meeting dates of the City Council and fixing the regular meeting day on Monday of each week, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson (voting aye on roll call. Discussion established that the first Monday meeting will be held on October 30, 1961. ORDINANCE NO. 285, AN ORDINANCE relating to the meeting dates of the City Council, and amending Section 1.06.010 of the City of Yakima Municipal Code. Moved by Robinson, seconded by Lemon that the rules of procedure as adopted by the City Council at their regular meeting of October 16, 1959, be amended by changing the day of meeting from Wednesda3 to Monday in "C Paragraph 2" in compliance with Ordinance No. 285: carried, Barber, Bostic, Keith; Larson, Lemon, Maxwell and Robinson voting aye by voice vote. A Petition, being petition No. 107, having been filed with the City Clerk on September 27, 1961 by Clarence Marshall requesting the vacation of a public utility easement located in the vicinity of North 45th Avenue between Douglas Drive and Englewood Avenue, it was MOVED by Barber, seconded by Robinson that said petition be referred to the City Manager and the Planning Commission for study and recommendation: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye by voice vote. Moved by Lemon, seconded by Maxwell that Ordinance No. 2$6 amending the Yakima Municipal Code relating to compensation of members of the Police Department, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. IORDINANCE NO. 286, AN ORDINANCE relating to compensation of members of the Police Department, amending Section 1.48.020 of the City of Yakima Municipal Code, and declaring an emergency. Moved by Robinson, seconded by Keith that Ordinance No. 2$7 amending the Yakima Municipal Code relating to tank truck operation in the City of Yakima, be passed as read: carried, Barber,Bostic Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. 2$7, AN ORDINANCE relating to tank truck operation in the City of Yakima, and amend. ing Sub - sections (a) and (c) of Section 9.64.010, amending Section 9.64.040, repealing Section 9.64.030 and adding a new section to be known as Section 9.64.060 of the City of Yakima Municipal Code. (Council members agreeing to deviate from the agenda, Manager Smith introduced Mr. Don Jones, the new parking meter checker, to members of the Council. Moved by Barber, seconded'by Keith that Ordinance No. 2$$ repealing that certain section of the Yakima Municipal Code relating to revenue from parking meters at the Airport, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. 2$$, AN ORDINANCE relating to revenue from parking meters at the Airport, and repeal- ing Section 9.36.230 of the City of Yakima Municipal Code. Moved by Maxwell, seconded by Keith that Ordinance No. 289 decreasing the appropriation of the Ditch Protection Bond Construction Fund in the sum of $1,870.94 and transferring said amount to the Current Expense Fund, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE N0. 2$9, AN ORDINANCE decreasing the appropriation of the Ditch Protection Bond Construction Fund in the sum of $1,870.94 and transferring said sum to the Current Expense Fund of the City of Yakima. Moved by Larson, seconded by Barber that Resolution No. D -317 providing for the loan of $650.00 from the Current Expense Fund to the Yakima Ditch Protection Bond Redemption Fund for the payment of the first interest on the bonds issued for the Yakima Ditch Protection pro ject> be._,passed as read: carried, Barber, Bostic, Keith,, Larson, Lemon, Maxwell and Robinson voting aye on roll call. RESOLUTION NO. D -3171 A RESOLUTION providing for the loan of $650.00 from the Current Expense Fund to the Yakima Ditch Protection Bond Redemption Fund, and providing for repayment. .WHEREAS, in Ordinance No. 242 providing was made.for the issuing of bonds for the construction of certain ditch protection for certain parts of the Old Union Ditch and the Pacific Power & Light Company wasteway and, further, a special fund known as the Yakima Ditch Prot- ection Bond Redemption Fund was created, and WHEREAS, there is presently only $25.00 in said fund, and it will be ecessary to pay the first interest payment of $675.00 on the bonds issued for said construction -ork on December 1, 1961,.and WHEREAS, the City Council finds it in the best interests of the people of the City of Yakima to make ,a temporary loan of the sum of $650.00 from the Current Expense Fund to said Yakima Ditch Protection Bond Redemption Fund on a temporary basis, now, therefore, _ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That the sum of $650.00 is hereby transferred and loaned from the Current Expense Fund to the Yakima Ditch Protection Bond Redemption Fund, said loan to be repaid to the Current Expense Fund as soon as money becomes available from a­ property tax levy for the Yakima Ditch Protection Bond Redemption Fund. Section 2. The Director of Finance and the City Treasurer are hereby author• ized and directed to make the necessary transfers. ADOPTED BY THE CITY COUNCIL this 27th day of September, 1961. BOSTIC Mayor 1 1 1 1 1_/I 1 1 217 SEPTEMBER 274. 1961 Moved by Maxwell, seconded by Lemon that Resolution No. D -318 authorizing the City Manager to execute an agreement with the Naches & Cowiche Canal Company for the repair of the irrigation diversion dam on the Naches River near Nelson Bridge, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. Discussion with Mr. Frank Stein, Superintendent of the Irrigation Department disclosed that the City of Yakima is a joint user with the Naches & Cowiche Canal Company using approximately half the water diverted at this point, that the repairs will cost approximately $30,000.00 and that the work will start on or about October 16, 1961. RESOLUTION NO. D -3181 A RESOLUTION authorizing the City Manager and the City Clerk to execute an Agreement with the Naches & Cowiche Canal Co. for the repair of the irrigation diversion dam on the Naches River near Nelson Bridge. WHEREAS, it is necessary to repair the irrigation diversion dam located on the Naches River near Nelson Bridge, and WHEREAS, the City of Yakima and the Naches & Cowiche Canal Co. will jointly share in the cost of such repair work, and it is necessaryto enter into an Agreement with the said Naches & Cowiche Canal Co. providing for said repair work and for the payment of the cost thereof, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the City Clerk of the City of Yakima are hereby authorized and directed to enter into an Agreement with the Naches & Cowiche Canal Co. for the repair of the irrigation diversion dam on the Naches River near Nelson Bridge and for the sharing of the expenses for the same, a copy of which Agreement is hereto attached and by this reference made a part hereof. BOSTIC City Clerk Mayor Moved by Keith, seconded by Lemon that Resolution No. D -319 authorizing the City Manager to negotiate for a private sale of certain buildings owned by the City located at 610 South 3rd Ave., be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. RESOLUTION NO. D -319, A RESOLUTION authorizing the City Manager to negotiate for a private sale of certain buildings located at 610 South Third Avenue. WHEREAS, in Resolution No. D -30$ the"City Council authorized the City anager to call for bids for the sale or salvage of certain buildings located at 610 South Third venue which are owned by the City of Yakima, and WHEREAS, proper legal notice was made and published in the official ewspaper of the City and no bids were received for such sale or salvage, and WHEREAS,, the City .Council finds that it is in the best interests of the eople of the City of Yakima to have such buildings sold or salvaged by negotiation, now, there- ore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager of the City of Yakima is hereby authorized and irected to negotiate for the private sale or salvage of the buildings located at 610 South Third venue, and the net proceeds from said sale to be paid into the-Street Fund of the City of Yakima. BOSTIC City Clerk Mayor Mayor Bostic reported that all City Officials are invited to be at the Yakima Municipal Airport at 1:45 p.m. on Tuesday, October 3, 1961 to officially welcome Miss America on behalf of the United Good Neighbors campaign. Manager Smith reported on his meeting with the representatives of the wage °and hour committees of the Fire and Police and representatives of the Central Labor C ?uncil on matters concerning the 1962 Budget for these departments. He also announced that an!in service.training' program for personnel on a foremanship level will begin at the Junior College on the 5th day,of October 1961. This training to cost the City approximately $7.00 per person. Manager Smith further reported on the trial use of a rear loading packer garbage truck indicating that it is superior to the trucks now in operation and should be considered when new equipment is purchased. :_.Mayor Bostic read a written report, as submitted by Manager Smith, on the matter of personnel comparisons - Commission and Council- Manager Forms of Government - said report indicating that the net change of the total number of permanent personnel ,is an increase of 2 positions - 349 in August of 1958, as compared with 351-in August of 1961. There being no further business to come before the Council, it was MOVED by Larson, seconded by Barber that we do now adjourn at the hour of 4:15 P.M., Carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye by voice vote.
