SEPTEMBER 6, 1961
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Larson, Lemon and
Robinson, City Manager Smith and City Attorney Arntson present on roll call. Keith and Maxwell
absent and excused.
The invocation was given by Councilman Lemon.
The minutes of the regular meeting of August 30,..1961 were approved as read.
This be;.ng the time fixed by the Council for the hearing on Petition No. 90 as filed by William
Pflueger and others.praying for the vacation of a portion of South 39th Avenue, an ordinance
providing for said vacation was read by the Clerk of the Council. Manager Smith having explaine
that a technicality has arisen in the matter of this vacation and requested the Council continue
this hearing for one week. MOVED by Larson, seconded by Barber that the hearing on Petition No.
90 be continued one week or until the next regular meeting of the City Council on September 13,
1961: - carried, Barber, Bostic, Larson, Lemon; and Robinson voting aye by.voice vote. Keith and
Maxwell absent.
This being the time fixed by the Council for the hearing on Petition No.,94 as filed by Cragg D.
Gilbert praying for the annexation of Tracts 44 and 45; State Addition No. 2, it was MOVED by
Robinson, seconded by Lemon that Ordinance No. 279 providing for said annexation, be passed as
read: carried, Barber, Bostic, Larson, Lemon, and Robinson voting aye on roll call. Keith. and
Maxwell absent.
ORDINANCE NO. 279, AN ORDINANCE providing for the annexation by the City of Yakima, Washington,
of certain property contiguous to the City of Yakima, and zoning the same as R -1, Single Family
Residence Zone.
In accordance with Resolution No. D -301 and the City Manager informing the Council that negotia-
tions have been completed and a Bill of Sale delivered for the purchase of the Lamson Aircraft
Company Building and certain personal property located therein, it was MOVED by Barber, seconded
by Robinson that Ordinance No. 280 providing for the loan of $12,000.00 from the.City of Yakima
Local Improvement Guaranty Fund to the Municipal Airport Fund, and providing for the repayment
of said loan, be passed as read: carried, Barber, Bostic, Larson, Lemon and Robinson voting
aye on roll call. Keith and Maxwell absent.
ORDINANCE NO. 2$0, AN ORDINANCE providing for the loan of $12.,000..00 from the City of Yakima
Local Improvement Guaranty Fund to the Municipal Airport Fund, providing for repayment, and
declaring an emergency.
Moved by Larson, seconded by Barber that Resolution-No. D -309 authorizing the sale of city owned
property consisting of scrap iron, 1 Ford Sedan Chassis and two Ford Sedans, be passed as read:
carried, Barber, Bostic, Larson, Lemon and Robinson voting aye on roll call. Keith and - Maxwell
absent.
RESOLUTION NO. D -309, A RESOLUTION authorizing the sale of certain surplus equipment owned by
the Public Works Department.
WHEREAS, the Public Works Department of the City of Yakima owns the
following listed equipment, to -wit:
1 pile misc. scrap iron
1 1954 Ford Sedan - Chassis (Stripped)
1 1955 Ford Sedan - No. E -5
1 1951 Ford Sedan - No. GA -2
which is. surplus equipment and for which there is no conceivable need or use by the City of
Yakima, and
WHEREAS, it is deemed in the best interests of the City to advertise for
the sale of such equipment by the taking of competitive bids, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the City Manager is hereby authorized and directed to
publish one notice in the official newspaper of the City calling for bids upon the hereinbefore
listed equipment, and upon the receipt of such bids, to award the.same to the responsible bidders)
submitting the highest and best bid for the same.
Section 2. The City Manager is hereby authorized to reject any and all
bids.
Section 3. The net money received from the sale of said equipment shall
be paid into the Street Fund of the City of Yakima.

Moved by Larson, seconded by Robinson that Resolution No. D -310 authorizing the payment of $20.00
to Mrs. Mildred Hodge for damages sustained as the result of a fall on the sidewalk on the South
side of Yakima Avenue between Front and First Streets, be passed as read: carried, Barber,
Bostic, Larson, Lemon and Robinson voting aye on roll call. Keith and Maxwell absent.
RESOLUTION NO. D -310, A RESOLUTION authorizing the payment of $20.00 to Mrs. Mildred Hodge.
WHEREAS, on April 24, 1961, Mrs. Mildred Hodge sustained damages as the
result of a fall on the sidewalk on the South side of Yakima Avenue between Front and First
Streets in front of the entrance to the Sloan Building, and
WHEREAS, the said Mrs. Mildred Hodge, within the time specified by law an
City Charter, to -wit: On May 22, 1961, made claim against the City of Yakima for damages in the
sum of 70.76 as the result of -said accident, and
WHEREAS, the City Council finds the sum of $20.00 to be a reasonable sum
to be paid in settlement of such claim -and finds that it is in the best interests of the people

of the City of Yakima to make such settlement, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the Director of Finance of-the City of Yakima is hereby authorized
and directed to pay the sum of $20.00 to Mrs. Mildred Hodge upon the execution by the said Mrs.
Mildred Hodge of a Release absolving the City of Yakima from any and all liability as a result
of said occurence.

within the 1961 Budget for the Airport for the purpose of repairing the cross -over taxiway at the
Yakima Municipal Airport, be passed as read: carried, Barber, Bostic, Larson, Lemon and Robinson
voting aye on roll call. Keith and Maxwell absent.
RESOLUTION NO. D -311, A RESOLUTION transferring the sum of $436.00 within the 1961 appropriation
for 33 - Airport.
WHEREAS, a surplus exists in Account 6 -13, Building Site Improvement, of
the Capital or Betterment classification of the 1961 appropriation for 33 - Airport, and
WHEREAS, it is necessary to make emergency repairs to the crossover taxi -
way,at,the'Yakima Municipal Airport, and
WHEREAS, there is not sufficient money in Account 6 -02, Land Improvement,
of the Capital or Betterment - classification, to perform such work, and
WHEREAS, at the time of the adoption of the 1961 Budget, it could not have
reasonably been foreseen that the transfer of funds would be necessary to make emergency repair
work to said cross -over taxiway, and the City Council finds that it is in the best interests of
the people of the City of Yakima to make the aforesaid transfer, and that the action contemplated
herein is authorized by R.C.W-. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the sum of $436.00 is hereby transferred.from Account 6 -1;
Building Site Improvement, to Account 6 -02, Land Improvement, both within the Capital or Better-
ment classification of the 1961 appropriation for 33 - Airport.
Section 2. The Director of Finance is hereby authorized and directed to
make the aforesaid transfer.

Moved by Robinson seconded by Larson that Resolution No. D -312 authorizing the emergency repairs
to the cross -over taxiway at the Yakima Municipal Airport, be passed as read: carried, Barber,
Bostic, Larson, Lemon, and Robinson voting aye on roll call. Keith and Maxwell absent.
RESOLUTION NO. D 312, A RESOLUTION authorizing the City Manager to procure taxiway emergency
repairs at the Yakima Municipal Airport without calling for bids.
WHEREAS, the cross -over taxiway at Yakima Municipal Airport is in need of
emergency repairs, and
WHEREAS, the Superior Asphalt and Concrete Company is performing other
work at the airport and has tentatively agreed to perform said emergency repairs for the sum of
$900.00, plus state sales tax, and
WHEREAS, an informal bid has been procured from another asphalt paving
contractor for performing such work, and such informal bid was in a sum in excess of $1,600.00 an(
WHEREAS, in order to secure the performance of such work while said
Superior Asphalt and Concrete Company is performing said other work, there is not sufficient time
to advertise for formal bids, and
WHEREAS, the City Council finds that it is in the best interests of tt,e
people of the City of Yakima to have such repair work performed forthwith by said Superior
Asphalt and Concrete Company without calling for bids, now, therefore, -
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager of the Citj,.- of Yakima is hereby authorized and
directed to secure the emergency repairs to the cross -over taxiway at the Yakima Municipal Airport
by the Superior Asphalt and Concrete Company without calling for bids, it being stipulated that
the cost of the same shall not exceed the sum of $900.00, plus state sales tax.

Mayor Bostic,reported that the Association of

Mayor Bostic announced that the 1962 Preliminary Budget has been handed to the Council for study.
He complimented the Manager and staff on it's preparation and explained to those present that the
City finds it's self in the position of having no surplus capital and no new ways to raise new
revenue and the present sources being cut. There being some 20 Fire and Policemen and 5 citizens
present wishing to be heard on the matter of the 1962 Budget,the remainder of this meeting was
devoted to the discussion of said budget. Dick Landis, Mat Young and Virgil Wilson, being Firemen
spoke on thosematters concerning their department, namely that raises are being given to some
and not to all.`.:William Fischer, Bill Thomas, Stanley May and Frank Pozarich,being Policemen,
spoke on those matters concerning their department, namely the matters of raises for Detectives
and Sergeants not in said budget and clothing allowance for Polic Women. Mr. John Steiner a
representative of the Insurance Adjusters Association, Mr. W. A. Mack, a local business man and
Mr. Vic Multz, an insurance broker, and Dr. A. W: Stevenson spoke for these two departments
praising them for their good work and interceding for their requests. Manager Smith explained
during the discussion that salary increases have been based on a salary survey based on material
gathered from 10 lst class cities in the state of comparable size to Yakima and that this survey
has been used throughout the city service, not just for the fire and police. He also explained
that all merit increases had to be dropped, not to penalize employees, but because there is not
enough money_. Representatives of both departments registered opposition to me:rit' raises.
Manager Smith further informed those present that he has recommended that the 1 mill usually allot
ed to the Firemen's Relief and Pension Fund be dropped this year since this fund has sufficient
money to carry it. Mayor Bostic explained that the sources of revenue being cut is the reason
why the Association of Washington Cities together with City Officials tried to obtain 1 /20th of
the Sales Tax money,now being paid to the State, in the last legislature and encouraged all City
Employees to work for this legislation in 1962. All persons having been heard and Council member
indicating that the total revenue for the operation of the City of Yakima in 1962 will not change
it was MOVED by Robinson, seconded by Barber that the budget as submitted to members of the
Council on the 5th day of September, 1961 by the City Manager be and is hereby adopted as the
Preliminary Budget for the ensuing year and that said budget be and is hereby officially filed
with the City Clerk on this date and that the City �'lerk be and is hereby instructed to publish
the requisite legal notice, all in accordance with State Statue: carried, Barber, Bostic, Larson
Lemon and Robinson voting aye by voice vote. Keith and Maxwell absent.

Manager 6mith having requested permission to have an Actuarial survey made on the Firemen's Re-
lief and Pension Fund, it was MOVED by Larson, seconded by Barber that the City Manager be and is
hereby authorized to have said survey made, the cost of which is not to exceed $600.00: carried,
Barber, Bostic, Larson, Lemon and Robinson voting aye by voice vote. Keith and Maxwell absent.
Manager Smith also reported that Mr. Bob Reed and Mr. Gammie have been in touch with Mfr. Frank
Glaspey, property owner, who has agreed to pay the cost of $4,909.00 for the installation of the
$11 Domestic Water service outside the city limits of Yakima and a minimum charge of $21JOO per
month for said service. MOVED by Larson, seconded by Barber that Manager Smith be and is hereby
authorized to execute. an agreement to complete this transaction: carried, Barber, Bostic, Larson

There being no further business to come before the Council, it was MOVED by Barber, seconded by
Lemon that we do now adjourn at the hour of 6:23 P.M.;. carried, Barber, Bostic, Larson, Lemon
