The City Council met in regular session, Mayor Bostic, Councilmen.Barber, Keith, Lemon, Maxwell
and Robinson, City Manager Smith and Assistant City Attorney Andrews present on roll call.
Councilman Larson absent on roll call but present after 3:10 P.M.
The invocation was given by Councilman Keith.
The minutes of the regular meeting of July 26, 1961 were approved as read.
Councilman Larson present for the balance of this meeting.
This being the time fixed by the City Council for the hearing on Resolution No. D -2$9, being a
resolution of intention to improve certain property located on South 44th Avenue and on Arlington
Street, it was MOVED by Barber, seconded by Lemon that Ordinance No.. -272 providing for said
improvement and creating Local Improvement District No. 895, be passed as read: *carried, Barber,
Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.
ORDINANCE NO. 272, providing for the improvement of certain property by grading; ballasting,
surfacing with asphaltic concrete, constructing concrete curbs and gutters, together with neces-
sary drainage features; establishing a Local-Improvement District, providing for the method of
payment thereof, and creating a special fund.
Moved by Robinson, seconded by Keith that Ordinance No. 273 relating to the administrative
departments of the City and their functions and duties and amending certain sections of the Yakima
Municipal Code, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and
Robinson voting aye on roll call.
ORDINANCE NO. 273, AN ORDINANCE relating to the administrative departments of the City of Yakima
and the functions and duties of such department; amending Sections 1.18.060; 1.1$.070; 1.18.130;
1.1$.140 and 1.1$.150; adding Sections 1.1$.065; 1.18.067; 1.1$.072; 1.1$.075; 1.1$.132; 1018.134
1.1$.135; 1.1$.136; 1.18.137; 1.18.142; 1.18.145 and 1.1$.155; and repealing Sections 1.1$.062;
1.18.063 and 1.18.180 all of the City of Yakima Municipal Code.
Moved by Larson, seconded by Keith that Resolution No. D -296 transferring $200.00 within the 1961
Budget for the Fire Department, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon
Maxwell and Robinson voting aye on roll call.
RESOLUTION NO. D -296,. A RESOLUTION transferring the sum of $200.00 within the 1961 appropriation
for 22 - Fire Department.
WHEREAS, a surplus exists in Account 7 -40, Automotive,Parts & Repair, of
the Maintenance & Operation classification of the 1961 appropriation for 22 - Fire Department, an
WHEREAS, because the evaporative -type cooler that was being used for the
Watch Office at the No. 1 Fire Station will no longer function, causing the temperature in said
office to reach in excess of 940, it is deemed necessary to purchase-an air conditioner for said
office, and
WHEREAS, at the time of the adoption of the 1961 Budget, it could not have
reasonably been anticipated that said purchase would be necessary, and a shortage of funds- exists
in Account 6 -31, Machinery & Equipment, of the Capital or Betterment classificaion, and
WHEREAS, the City Council finds that it is in the best interests of the
people of the City of Yakima to make the aforesaid transfers, and that the action contemplated
herein is authorized by R.C.W. 35.33.120, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the sum of $200.00 is hereby transferred from Account
7 -40, Automotive, Parts & Repair, of the Maintenance & Operation classification, to Account 7 -40,
Automotive, Parts & Repair, of the Maintenance & Operation classification, to Account 6 -31,
Machinery & Equipment, of the Capital or Betterment classification, within the 1961 appropriation
for 22 - Fire Department.
Section 2. The Director of Finance is hereby authorized and directed to
make the aforesaid transfer.

Moved by Maxwell, seconded by Barber that Resolution No. D -297 authorizing the sale of city ownec
property consisting of 50 dual Parking Meter Company collection boxes, be passed as read:
carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.
RESOLUTION N0. D -297, A RESOLUTION authorizing the sale of surplus equipment consisting of 50
Dual Parking Meter Company collection boxes.
WHEREAS, the City of Yakima has on hand surplus equipment consisting of
50 Dual Parking Meter Company collection boxes which are not being used by the City and for
which no use is anticipated by the City, and
WHEREAS, H. W. Thomas, whose business address is 1414 Shenandoah Drive,
Seattle 2, Washington, has offered to purchase said 50 surplus Dual Parking Meter Com any
Collection boxes from the City for the total sum of $325.00, representing a price of 6.50 for
each of said 50 collection boxes, and
WHEREAS, it is deemed in the best interests of the people of the City of
Yakima to dispose of said collection boxes at the highest price obtainable, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF-THE CITY OF YAKIMA:
That the City Clerk advertised the sale of said collection boxes by
publishing notice of sale for three consecutive days in the official newspaper of the City, and
in the event no bid is received in excess of $325.00 as a result of said publication, then said

surplus collection boxes shall be sold to the said H. W. Thomas for the said sum of $325.00 and
the proceeds from said sale shall be placed in the Current Expense Fund of the City of Yakima.

it was MOVED by Keith, seconded by Larson that said report be approved and the estimates paid:
carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.
Councilman Robinson recommended that an analysis be made of all Franchises and Business and
Occupational taxes now being paid the City of Yakima, in anticipation of the preparation of the
1962 Budget and suggested that a committee of Council members be appointed to study this matter.
After discussion, it was MOVED by Robinson seconded by Keith that Mayor Bostic-together with two
other members of the Council study these matters with the City Manager: carried, Barber, Bostic,
Keith, Larson,'Lemon, °Maxwell and Robinson voting aye on roll call. Mayor Bostic appointed
Councilmen Lemon and Maxwell to serve on said committee.
Manager Smith reported that the Airport Chateau has.paid in full it's past due indebtedness to
the ity of Yakima and are now operating on current basis in accordance with their agreement with
the City. He also reported on the mercury vapor street lights that are being tried out on Naches
Avenue.
Manager Smith reminded members of the Council of the American Municipal Association Convention
to be held in Seattle at the Olympic Hotel on August 26th to the 30th and emphasized the importanc
of the sessions to be held on Monday afternoon of the 28th on Smaller Communities. Councilman
Robinson advised that he is planning on attending this convention on Monday and Tuesday. After
discussion, it was MOVED by Larson, seconded by Maxwell that members of the Council be and are
hereby authorized to attend the American Municipal Association convention: carried, Barber,
Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.
There being no further business'to come before the Council, it was MOVED by Barber, seconded by
Lemon that we do now adjourn at the hour of 3:50 P.M.: carried, Barber, Bostic, Keith, Larson,
Lemon, Maxwell and Robinson voting aye on roll call.
