JULY 26, 1961
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Larson, Lemon and
Robinson, City Manager Smith and City Attorney Arntson present on roll call. Councilmen Keith
and Maxwell absent and excused.
The invocation was given by Councilman Larson.
The minutes of the regular meeting of July 19, 1961 were approved as corrected.
Petition No. 97- a,having been duly filed by B. J. Hamm on the 20th day of July, 1961, requesting
the formation of a local improvement district for the construction of a sanitary sewer in the
Ditter Place Subdivision, it was MOVED by Lemon, seconded by Larson that said petition be re-
ferred to the City Manager for study.and recommendation: carried, Barber, Bostic, Larson, Lemon
and Robinson voting aye by voice vote. Keith and Maxwell absent.
Petiton No. 98,having been duly filed with the City Clerk on the24th day of July, 1961, request
the rezoning of property located at 1128 West Lenox from R -2, Two - Family Dwellings to R -3,
Multiple- Family Dwellings, it was MOVED by Larsnn, seconded by Barber that said petition be re-
ferred to the City Manager and the Planning Commission for study and recommendation: carried,
Barber, Bostic, Larson, Lemon and Robinson voting aye by voice vote. Keith and Maxwell absent.
Manager Smith reported on "Long -Range Programs" for the City, suggesting that Urban Renewal be
given top priority, Development of Criteria for an Annexation Program, seconded, Solution to our
Water Supply Problem, third, Solution to Pollution Problem, fourth and Airport Improvements,
fifth. He further suggested that the more immediate programs should be Preparation of a Six Year
Capital Improvement Program for all City Departments, Continuance of Street Rehabilitation Pro-
gram, Continuation of a Program to Reduce Infiltration of our Sewer Lines and Establishment of
Equipment Rental Fund to more effectively Operate all City Equipment. No action was taken on
these matters at this time. Keith and Maxwell absent.
There being no further business to come before the City Council, it was MOVED by Barber, seconded
by Lemon that we do now adjourn at the hour of 3:20 P.M.: carried, Barber, Bostic, Larson,
Lemon and Robinson voting aye on roll call. Keith and Maxwell absent.
