HomeMy WebLinkAbout07/19/1961 Business Meeting1 1 0 i J 189 JULY 19, 1961 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Keith, Larson, Lemon, Maxwell and Robinson, City Manager Smith and City Attorney Arntson, present on roll call. The invocation was given by Councilman Lemon. The minutes of the regular meeting of July 12, 1961 were approved as read. An ordinance appropriating the sum of $1,000.00 to the 1961 Budget for 'the City Manager, said amount to cover the salary of an Administrative Intern, having been read in it's entirety at the regular meeting of the City Council on the 12th day of July, 1961 and laid on the table for one week, was read,by title only at this meeting. MOVED by Keith, seconded by Lemon that Ordinance No. 266 providing for said appropriation, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. 266, AN ORDINANCE appropriating the sum of $1,000.00 within the 1961 appropriatio for 11 - City Manager, and declaring an emergency. In accordance with action taken by the City Council on July 12, 1961 on Petition No. 92 as filed by Paul J. Fortier praying for the annexation of property located between 45th and 46th Avenue and Walnut and Chestnut, an order fixing the date of hearing on said petition for the'9th day of August, 1961, was read,by the Clerk of the Council. MOVED by Maxwell, seconded by Barber that said order be passed as read and the City Clerk be and is hereby instructed to give notice of said hearing in accordance with said order: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.. In accordance with action taken by the City Council on July 12, 1961 on a recommendation sub- mitted by the Planning Commission to rezone the property now occupied by Fire Station No. 2 located between South 6th and 7th Avenue and Walnut and Chestnut Streets, from R -3, Multiple Family Residence to B -3, General Business, it was MOVED by Lemon, seconded by Robinson that Ordinance No. 267 providing for said rezoning, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. '267, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located between South 6th Avenue and South 7th Avenue and between Walnut and Chestnut Streets in the City of Yakima, Washington. Moved by Maxwell, seconded by Larson that.Ordinance No. 268 eliminating certain property in the City of Yakima owned by the State of Washington Department of Highways, from irrigation mainten- ance charges under Local Improvement District No. 308, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. 26$, AN ORDINANCE eliminating certain pieces of real property in the City of Yakima, owried"by-'.the State of Washington Department of Highways from irrigation maintenance charges under Local Improvement District No. 30$. Moved by Barber, seconded by Keith that Ordinance No. 269 eliminating certain property in the City of Yakima owned by the State of Washington Department of Highways from the Irriga- tion maintenance charges under Local Improvement District No. 542, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. ORDINANCE NO. 269, AN ORDINANCE eliminating certain pieces of real property in the city of Yakima owned by the State of Washington Department of Highways from-irrigation maintenance charges under Local Improvement District No. 542. the An ordinance amending Section 2 of the Municipal Code relating to /classification and salary ranges of city employees having been read by Councilman Robinson, it was MOVED by Maxwell, seconded by Larson that Ordinance No. 270 providing for said amendment be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting.aye on roll call. ORDINANCE NO. 2701, AN ORDINANCE relating to the classification plan and salary ranges of employees of the City of Yakima and amending Section 2.20.100 of the City of Yakima Municipal Code. Moved by Robinson, seconded by Lemon that Ordinance No. 271 fixing the time of delinquency and prescribing the form of bonds,.for L.I.D. No. $91, being the Lincoln and North 29th Avenue Sewer District, be pass.ed.as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and= Robinson voting aye on roll call. ORDINANCE NO. 271, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement -in Local Improvement District No. 891, and. providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Lemon, seconded by Maxwell that Resolution No. D -293 extending the retirement age of Carl Mogren, a water department employee, for one year -or until September 1, 1962, as required by the Statewide Retirement System, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. RESOLUTION NO. D -293, A RESOLUTION extending the retirement age of Carl Mogren. WHEREAS, Carl Mogren is an employee,of the City of Yakima and.is under the Statewide City Employees Retirement System, and WHEREAS, the said Carl Mogren will reach the extended retirement age of 69 by September 1, 1961, and WHEREAS, the said Carl Mogren is satisfactorily performing his duties as a city employee and is in good physical condition and health, and it is deemed in the best in- terests of the City of Yakima to extend the retirement date of the said Carl Mogren for one year, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the retirement date of Carl Mogren, an employee of the City of Yakima, is extended for the period of one year, to -wit: From September 1, 1961 to September 1, 1.62. Wyman having duly filed a damage claim with the City Clerk for damages to his automobile as the result of a man hole covering flipping up, it was MOVED by Barber, seconded by Larson that Resolution No. D -294 authorizing the payment of $55.87 to Mr. Wyman in payment for said damages, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. RESOLUTION NO. D -294, A RESOLUTION authorizing the payment of $55.87 to Harold E. Wyman. WHEREAS, on June 3, 1961, Harold E. Wyman sustained damages to his auto= mobile as a result of an accident occurring in front of the residence located at 2903 Lincoln Avenue, and WHEREAS, the said Harold E. Wyman; within the time specified by law and City Charter, to -wit: On June 7, 1961, made claim against the City of Yakima for damages in the sum of $55.87 as the result of said accident, and WHEREAS, the City Council finds said sum of $55.87 to be a reasonable sum to be paid in settlement of such claim,-and finds that it is in the best interests of the people of the City of Yakima to make such settlement, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the Director of Finance of the City of Yakima is hereby authorized directed to pay the sum of $55.87 to Harold E. Wyman upon the execution by the said Harold E. Wyman of a Release absolving the City of Yakima from any and all liability as a result of said occurrence. ATTEST: J. A. BOSTIC Mayor - Moved by Larson, seconded by Lemon that Resolution No D4-295 authorizing the payment of $14.56 to Harvey L. Qualley, a Police Department employee, in payment for eye_ glasses which were broken in the performance of his duties, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call. RESOLUTION NO. D -295, A RESOLUTION authorizing the payment of $14.56 to Harvey L. Qualley. WHEREAS, Harvey L. Qualley is-a member of the Yakima Police Department, and on January 7, 1961 at about 12:15 a.m., in the performance of his duties he sought to appre- hend the driver of an automobile who resisted arrest and, during the process, his glasses were thrown from his face and the lenses were broken, and WHEREAS, the City Council finds that the sum of $14.56 is a reasonable sum to pay the said Harvey L. Qualley for said broken glasses, and that it is in the best interests of the people of the City of Yakima to pay said amount, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the Finance Director of the City of Yakima are hereby authorized and directed to pay to Harvey L. Qualley the sum of $14.56 as and for the re- placement of the lenses of his glasses, said payment to be made from the 1961 appropriation for 21 - Police Department. BOSTIC City Clerk Mayor The City Engineer reporting the final estimate in the amount of V5.67 for work performed during the month of July, 1961 by the Eldorado Fence Company on.the Fencing of the P.P. & L. Wasteway, it was MOVED by Robinson, seconded by Keith that said report be accepted and the final payment made: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye.by voice vot Mayor Bostic acknowledged receipt of a letter and brochure on Urban Renewal as received from the Housing and Home Finance Agency in Seattle. Upon request by Mayor Bostic, Manager Smith introduced Miss Roderick a teacher from the Franklin Junior High School who introduced a group of students and presented to members of the Council, a pamphlet on City Government as prepared by the 9th grade- students in her Social Studies Class. Members of the Council complimented the group and encouraged activities of this nature. Manager Smith reported that the building owned by Central Aircraft located at the Yakima Municipal Airport-has been offered to the City of Yakima for the purchase price of $12,000.00 and that he has also received an offer on the Sellers building at the Airport for the purchase price of $15,000.00 and recommended that the City C unc'1 c Sider the purchase of the Central Aircraft Building for the housing of fire fighting_equ� "Ie'MOrt equipment storage with a secondary purpose of renting office space. Councilman Keith also reported on this matter and concurred with the Manager in his recommendation. After discussion of usage, cost of rehabilitation, etc., it was MOVED by Keith, seconded by Lemon that the City_ Council accept the City Manager's recommendation to purchase the Central Aircraft Building located at the Yakima Municipal Airport and that the City Manager be and is hereby instructed to explore and work out means of financing this transaction: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye by voice vote.
