The City Council met in regular session, Mayor Bostic, Councilmen Barber, Bostic, Keith, Larson,
Lemon and Robinson, City Manager Smith and City Attorney Arntson present on roll call. Councilman
Maxwell absent and excused.
Invocation was given by Councilman Keith.
Mayor Bostic, wishing to complete the record on the matter of approval of taking a top graduate
from Fels Institute of State & Local Governments., University of Pennsylvania as an assistant to
the City Manager for a period of six months beginning July 1, 1961, explained that all of the
information was not available at the regular meeting of June 21, 1961 and at the time of completii
arrangements in accordance with the Council's action on that date, it was learned that in addition
to transportation, the City would be obligated to pay part of this persons salary, or $15 0.00 per
month and the Institute will pay $150;00 per month, and that Mr. James B. Holcomb will-not b6
available until the 7th day of August, 1961. He further explained that he believes this plan to
be a bargain and since immediate action was necessary, he had canvassed members of the Council
as to the added expenditure and having received their approval, then advised Manager Smith to
continue his negotiations. The Council wishing to affirm this action, it was MOVED by Larson,
seconded by Lemon that the $150.00 per month salary for this person be allowed: carried, Barber,
Bostic, Keith, Larson, Lemon and Robinson voting aye by voice vote. Maxwell absent.
Petition No. 92, being a petition praying for the annexation of certain property located between
45th and 46th Avenues and Chestnut and Walnut, having been filed-by Paul J. Fortier and others
with the City Clerk on the 27th day of June"1961, it was MOVED by Keith, seconded by Robinson
that said petition be referred to the City Manager and the Planning'Commission for study and
recommendation: carried, Barber, Bostic, Keith, Larson, Lemon and Robinson voting aye by voice
vote. Maxwell absent.
Petition No. 93, being a petition requesting the formation of•a local improvement district for
the construction of a sewer in Drake's Addition,having been filed by Paul J. Fortier and others,
with the City Clerk on the 27th day of June 1961, it was MOVED by Robinson, seconded by Barber
that said petition be referred to the City Manager for study and recommendation: carried,
Barber, Bostic, Keith, Larson, Lemon, and Robinson voting aye by voice vote. Maxwell absent.
An ordinance amending Ordinance No. B -$50, known as the electrical code for the City of Yakima,
said amendment adopting current additions of both the State and National Electrical Codes, was
read by Councilman Robinson. There being person present interested in this matter, Mayor Bostic,
introduced Mr. George Picatti, an electrical engineer who served on the study.committee for this
ordinance and Mr. Ed Marble who presently serves on the Construction & Building Committee for the
Chamber of Commerce. Mr. W. R. Johnson a:-contractor� protested the fee schedule as set forth in
this amendment. All persons having been heard, it was MOVED by Robinson, seconded by Barber that
this matter be continued to the next regular meeting of the City Council on the 5th day of July
1961,.in order that the fee schedule G n be studied and other points of controversy clarified:
carried, Barber, Bostic, Keith,.Larson, Lemon and Robinson voting aye by voice vote. Maxwell
absent.
It being necessary to eliminate reference to "Minor Arterials" in the Major Street Plan for the
City of Yakima in order to participate in the Fuel Tax Funds for cities, it was MOVED by Keith,
seconded by Lemon that Ordinance No. 260-amending Ordinance No. B -2226 providing for a Major
Street Plan for the City of Yakima, be passed as read: carried,.Barber, Bostic, Keith, Larson,
Lemon,and Robinson voting aye on roll call. Maxwell absent.
ORDINANCE NO. 26011 AN ORDINANCE amending Section 1 of Ordinance No. B -2226 (Sec.8.08.010 C.Y.M.C,
entitled, "AN ORDINANCE adopting the Major Street Plan of the City of Yakima, prepared, adopted
and recommended by the Planning Commission of the City of Yakima."
Moved by Larson, seconded by Barber that Resolution No. D -281 being a resolution of intention to
create a local improvement district to construct curbs, gutters and the surfacing of the South
Half of Douglas Drive from 42nd Avenue to 44th Avenue and North Naches Avenue from "K" Street to
a point 305 feet North thereof, as petitioned for by Edward W. Baumiller and others on Petition
No..70 and by Robert Subklewe and'others on Petition No. 87, respectively, and fixing the date of
hearing on said resolution for the 12th day of Junly, 1961, be passed as read: carried, Barber,
Bostic, Keith, Larson, Lemon and Robinson voting aye on roll call. Maxwell absent.
RESOLUTION NO. D -2$11 A RESOLUTION of intention to create a local improvement district.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That it is its
ballasting, surfacing with asphaltic
with necessary .drainage features.
intention to improve the following streets by grading,
concrete and constructing concrete curbs and gutters, together
1. The South Half of Douglas Drive from 42nd Avenue to 44th Avenue
2. North Naches Avenue from 11K11 Street to a point 305 feet North
thereof.
All persons who may desire to be heard with reference to said proposed
improvements are hereby notified to appear at a meeting of the City Council to be held at its
office in the City Hall in the City of YaoimaI Yakima County, Washington, at the hour of 3:00
o'clock P.M.., on Wednesday, the 12th day of July, 1961, which time and place are hereby fixed for
the hearing of all matters relating to said improvements, and for determining the method of pay-
ment for said improvements; and the City Clerk is hereby directed to give due notice of said
hearing and of the intention to make the aforesaid improvements.
All costs and expenses in connection with the construction of said improve..
ments, including the engineering, inspection,' advertising, publication of notices, and all other
expenses incident thereto, shall be levied and assessed against all of the property legally and
properly assessable therefor as provided by the laws and as above described.
The assessments shall be made according to special benefits derived from
the improvement without regard to the zone and termini method.
The City Engineer is hereby directed to submit to the City Council at or
prior to the date fixed herein for said hearing, all of the data and other information reqired by
law to be by him submitted; all of said improvements to be.constructed in full accordance with th11

plans and specifications to be prepared by the City Engineer and filed with the City Clerk.

City Engineer Mayo reported that street repairs on the East side of town will begin on the 5th
day of July, 1961.
Manager Smith reported on a certain storm drain problem contiguous to the city and asked the
Council members, that if approached on this matter, to consider storm drain problems within the
city first.
The Council wishing to become more familiar with each department of City Government and Mayor
Bostic having handed a list of City Departments to each councilman and asking them to indicate
their preferance for study, announced that Councilman Robinson will study the Public Safety
Departments, Fire, Police and Civil Defense, Councilman Lemon the Finance Department, Councilman
Barber the Street Department, Councilman Keith the Cemetery and Airport, Councilman Larson the
Municipal Garbage Department,aiid Sew6r :Department, Councilman Maxwell the Irrigation and Water
Departments and Mayor Bostic the Planning Department.
Councilman Keith asked the Council and City Manager to consider the matter of Industrial Park Site:
for the City of Yakima and Councilman inquired as to the list of City owned property and it's
present usage.
There being no further business to come before the Council,it was MOVED by Robinson, seconded by
Lemon that we do now adjourn at the hour of 4 :40 P.M. : carried, Barber, Bostic, Keith, Larson,
Lemon and Robinson voting aye by voice vote. Maxwell absent.
