The City Council met in regular session, Mayor Bostic, Councilmen Barber, Keith, Larson, Lemon.,
Maxwell and Robinson, City Manager Smith-and City Attorney Arntson present on'roll call..
Councilman Keith gave the invocation.
The minutes'of the regular meeting of March 15, 1961 were approved as corrected.
An ordinance ordering the abatement of a multiple residence at 701- 03 -05 -07 'East Maple having
been continued to this meeting; and Mr. Victor.Moreau, owner of said property having been notified
of said action and being.. present 'at 'this meeting, a discussion was held on this matter. Mr.
Moreau contended that the building is of sound structure and worth remodeling but that due to
illness and lack of funds he has not been'able to continue with the project. City Manager Smith
and those--members of the Council who.had visited the property felt that this building could not be
rebuilt to the standard required by the City Building Code within reasonable cost, that the
material taken from the building so far and which Mr.-Moreau wishes to use in the rebuilding, has
deteriorated considerably and must be culled carefully before it is used. Council members wishing
to give this property owner the opportunity to review his situation, but wanting action in order
that the fire, health and other hazzgrds are cleaned up, it was MOVED by Robinson, seconded by
Maxwell that this matter be continued for four weeks and that Mr. Moreau use the services of the
Building Inspector in determining whether to rebuild or demolish this building:--'carried;;:Barber,
Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting aye by voice vote.
In accordance with action taken by the Council at their regular meeting of March 8, 19612 it was
MOVED by Keith, seconded by Barber that Resolution No. D -243 authorizing burials at Tahoma
Cemetery on Saturdays and providing for additional rates for said services,'be passed as read:
carried, Barber, Bostic, K- eith-, Larson, Lemon, Maxwell and Robinson voting aye, on roll call.
RESOLUTION NO:. D -2432 A RESOLUTION authorizing burials at Tahoma Cemetery on Saturdays, and
providing for additional rates.—.
BE IT RESOLVED BY THE CITY
Section 1. That interments
on Saturdays, but shall not be allowed on Sundays
COUNCIL OF THE CITY OF YAKIMA:
at Tahoma Cemetery shall be hereafter allowed
or legal holidays.
Section 2. That effective from the date hereof, the following additional
charges are established upon all interments and funerals held on Saturdays, to -wit:
Saturday morning 10.00
Saturday afternoon 115-00

A petition, being Petition "No. 78, having been filed with the City Clerk 3/20/61 by Martha Dorsett
and May Hank requesting the rezone of certain property located in-the 200 block between North
3rd and 4th Avenues, it was MOVED by Larson, seconded by Robinson that said petition be referred
to the City Manager and the Planning Commission for study and recommendation: carried, Barber
Bostic, Keith,. Larson, Lemon, Maxwell and Robinson voting aye on roll call.
A Petition, being Petition No. 79, having -been filed with the City Clerk 3/20/61 by G. A. Drake
and others praying for the annexation of certain property located between West Chestnut and Walnut
and 44th and 45th Avenues, it was MOVED by Robinson, seconded by Barber that said petition be re-
ferred to the City Manager for study and recommendation: carried, Barber, Bostic, Keith, Larson,
Lemon, Maxwell and Robinson voting aye by voice vote.

B- 1526,*the Trafficc::.Code and deleting a fixed bail'on parking violations, be passed as read:

ORDINANCE NO. 22$1 AN ORDINANCE amending Paragraph (a) of Section $$ of Ordinance No. B- 15 -26,
entitled, "AN ORDINANCE relating to and regulating traffic, travel and transportation and their
incidents upon the streets and other ways open to the public; prescribing the powers and duties
of officers and others in relation thereto; defining offenses; providing penalties, and repealing
Ordinance No.-B -131 and all amendments thereof and all other ordinances in so far as they are in
conflict therewith, and declaring an emergency ", and declaring an emergency.
Mr. Stan Mc Cormick, representing the'Retail Trade Bureau, spoke on beautifying the business area
with planters, stating that 4 planters would be placed on the East Side and 2 on the West Side as
a test for this plan and that the project will be part of the emphasis on beautification for the
Century 21 exhibition to be held in 1962. Moved by Keith, seconded by Barber that Ordinance,No.
229 regulating street plantings in business areas, providing for approval of plans and issuance
of permits, be passed as read: carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and
Robinson voting aye on roll call.
ORDINANCE NO. 2299 AN ORDINANCE regulating street plantings in business areas; providing for the
submission and approval of'plans therefor; and providing penalties.
Moved by Larson, seconded by Robinson that Ordinance No. 230 placing two parcels of real property
in the City of Yakima on the Irrigation Maintenance Roll for Local Improvement District No. 842,
being the Chestnut Park Irrigation District, -be passed as read: carried, Barber, Bostic, Keith,
Larson, Lemon, Maxwell and Robinson voting aye on roll call.
ORDINANCE NO. 230, AN ORDINANCE placing two - parcels of real property in the City of Yakima on
the Irrigation Maintenance Roll of Local Improvement District No. 842.
Moved by Keith, seconded by Robinson that Resolution No. D -244 authorizing the continuation of the
professional services of the Law Firm of Preston Thorgrimson, Horowitz, Starin & Ellis for the
purpose of completing the issuance of $45,000.00 in General Obligation Bonds for the purpose of
covering and fencing ditches in the City of Yakima; be passed as read: carried, Barber, Bostic,
Keith, Larson, Lemon, Maxwell and Robinson voting aye on roll call.
RESOLUTION Jj0. D -2449 authorizing the City Manager to engage the Law Firm of Preston, Thorgrimson
Horowitz, Starin & Ellis, of Seattle, Washington, as special counsel for the ditch covering bond
issue.

MARCH 22, 1961
�EREASv in the election held on November 8, 1960, the people of the City
of Yakima approved the issuance of $45,000.00 in General Obligation Bonds for the purpose of
covering and fencing certain irrigation ditches, and
WHEREAS, the Law Firm-of Preston, Thorgrimson, Horowitz, Starin & Ellis
was engaged by the City of'Yakima as bond counsel prior to said election for the purpose of
preparing all of the-necessary legislation and ballot titles for a total of nine separate bond
issues, including said ditch covering -bond issue, and-
WHEREAS, it is deemed-necessary and advisable by the City Council to con-
tinue the professional services of said law firm for the purpose of completing said ditch
covering bond issue-and all documents and legislation appurtenant thereto, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager of the City of Yakima is hereby authorized and
directed to continue the legal services of the Law Firm of Preston, Thorgrimson; Horowitz,
Starin & Ellis for the purpose of preparing all of the necessary legislation and documents for
the completion of the $45,000:00 ditch covering and fencing bond issue approved by the people of
the City of Yakima in the election held November 8, 1960.

Mrs. Bette Galloway, 504 North 3rd Street, being present at this meeting questioned members of
the Council on theDog Leash Ordinance and challenged the right of the City of Yakima to license
dogs when they must be kept on a leash or on private property. Members of the Council explained
that the license allows persons to have dogs in the City of Yakima.

Moved by Robinson, seconded by Lemon t hat letter be written to the Planning Commission calling
their. attention to the attendance requirements for members on said Commission as set forth in
Ordinance No. 159 and also the provisions for members being.excused from meetings of the
Planning Commission:. carried, Barber, Bostic, Keith, Larson, Lemon, Maxwell and Robinson voting
aye by voice vote. Mayor Bostic volunteered to write said letter..
Manager Smith reported on the survey made by the Engineering Staff to ascertain public interest
L.I.D.Street construction for this year stating that the greatest interest for improvement is
shown on Lincoln Avenue. He also reported on the Nob Hill Water negotiations for a cross con-
nection, stating that rates to be charged are being studied at this time.
There being no further business to come before the-Council, it was MOVED by Barber, seconded by
Lemon that we do now adjourn at the hour of 5:30 P.M; carried, Barber, Bostic, Keith, Larson
Lemon, Maxwell and Robinson voting aye by voice vote.
