That the retirement date of Glenn G. Hogrefe, an employee of the City,of
the City of Yakima is extended for the period of six months, from April 1, 1961 to October 1,
1961.

The City Council met,in regular - session -, Assistant Mayor Larson- presiding. Councilman Barber,
Maxwell and Robinson; City Manager Smith and City Attorney Arntson present on roll call. Council -
Men Bostic and Keith absent and excused.
Councilman Barber gave the invocation.
This being the time fixed by"the Council - for "the hearing on the assessment roll for L.I.D. No.'
883, being the 39th Avenue - "Paving District; and there being no- protests in writing or otherwise;
it was MOVED by Robinson, seconded"by Maxwell- that'Ordihance'No:•216 confirming said assessment
roll and every part thereof,'be- passed as read: carried, Barber, Larson, Maxwell and Robinson'
voting aye on roll call. Bostic and Keith absent.
ORDINANCE NO. 216, AN.ORDINANCE confirming the assessment "roll covering Local Improvement
District No. 883,as created and established by Ordinance No. 109 of the Ordinances of the City
of Yakima.
This being the time fixed by the Council for''the' hearing on the assessment roll for L.I.D. No.
885, being the Edgewood Paving District whidh includes the alley paving between Lombard Lane and
Bonnie Doone Avenues and there-teing a written protest filed--by Clarence and Ruth Crawford, said
protest was read by the Clerk of the - Council. -' These -- property owners are protesting the fact that
the alley construction is not- continuous and 'regizested :that action be taken-as soon as possible
to complete it. The City Council having-aiithorized - the City Attorney to proceed with Quiet Title
Action at their regular meeting of-February 1, 1961) to obtain easement for said alley from the
owners of Lots 4 and '7 Lombard -- Quarter- Acre"Tracts, Unrecorded, and further recognizing the
problems for all property owners; in= thi_s�portion,-of the district, requested Manager Smith to
write a letter in answer to-this protest explain hg "the action -to be taken to complete this pro-
ject. There being no protests in writing or otherwise'to the assessment roll, it was MOVED"by
Barber, seconded by Robinson that Ordinance No. 217 - confirming the-assessment roll for L.I.D.
No. 885 and every part thereof, be.passed as read: carried, Barber, Larson, Maxwell and Robinson
voting aye on roll call. Bostic and Keith absent.
ORDINANCE NO.-217, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 885 as created and established by Ordinance No. 124 of the Ordinances of the City
of Yakima.
This being the time fixed by the City Council for.the hearing on the assessment roll for L..I.D..
No. 887, being the Parkview Terrace'Paving District, and there being no protests in writing or
otherwise, it was MOVED by Maxwell, seconded by Barber that Ordinance'No. 218 confirming said
assessment roll and every part thereof, be passed as read: carried, Barber, Larson, Maxwell
and Robinson voting aye on roll call. Bostic and Keith absent.
ORDINANCE NO. 2181 AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 887 as created and established by Ordinance No. 132 of the Ordinances of the City
of Yakima.
This•being the time fixed by the Council for the hearing on the assessment roll for L..I.D. No.
890, being Kerts Second Addition Alley Paving District,'and there being.no protests in writing
or otherwise, it was MOVED'by Robinson,'seconded -by Maxwell that Ordinance No. 219 confirming
said assessment roll and every part thereof,be passed -as read: carried, Barber, Larson,
Maxwell and Robinson voting aye on roll call. Bostic and Keith absent.
ORDINANCE NO. 219, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 890 as created and established by Ordinance No. 153 of the Ordinances of the City
of Yakima.

A petition, being Petition No. 76-, having been filed with the City Clerk /on February 24, 1961,
requesting the rezone-of certain property located -on the Northeast corner of Nob Hill Boulevard
and South 38th Avenue,from•R -1 Family Dwellings to B -2 Local Business Zone for the purpose of :
building a service station, it was MOVED by Maxwell; seconded -by Robinson that said Petition be
referred to the City Manager and the Planning - 'Commission for study and recommendation: carried,
Barber, Larson, Maxwell and Robinson voting aye by voice vote. Bostic and,Keith absent.
Moved by Robinson, seconded by Barber that Ordinance No. 220 regulating the taking of bids.for
contracts or purchase of materials or supplies, and creating a bid board, be passed as read:
carried, Barber, Larson, Maxwell and Robinson voting aye on roll call. Bostic and Keith absent.
ORDINANCE NO. 2209 AN ORDINANCE regulating the taking of bids for contracts or purchase of
materials or supplies, and establishing a Bid Board.
The Statewide City Employees Retirement System having notified the City Clerk that Glenn G.
Hogrefe, a Street Department Employee, will attain extended retirement age by April 1, 1961 and
should retire on that date unless his retirement is extended, it-was MOVED by Barber, seconded
by Robinson that Resolution No. D =237 extending the retirement age for"said employee,be passed
as read: carried, Barber,'Larson, Maxwell and Robinson voting aye by voice vote. Bostic and
Keith absent.
RESOLUTION NO. D 237, A RESOLUTION extending the retirement age of Glenn G. Hogrefe.
WHEREAS, Glenn G. Hogrefe is an employee of the City of Yakima and is
under the Statewide City Employees Retirement System, and
WHEREAS, the said Glenn G. Hogrefe will reach the extended retirement age
of 66 by April 1, 1961, and
WHEREAS, the said Glenn G. Hogrefe is satisfactorily performing his duties
as a City Employee and is in good physical condition and health, and it is deemed in the best
interests of the City of Yakima to extend the retirement date of the said Glen G. Hogrefe for
six months, now, therefore,
�BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the retirement date of Glenn G. Hogrefe, an employee of the City,of
the City of Yakima is extended for the period of six months, from April 1, 1961 to October 1,
1961.

A resolution.increasing• the rate of Saturday morning.funerals at Tahoma Cemetery being a part of
the agenda on this date, it was MOVED by Robinson, seconded by Maxwell that this - matter be con-
tinued and brought before the Council two weeks from this date:' carried, Barber, Larson, Maxwell
and Robinson voting aye by voice vote. Bostic and Keith absent.
A letter from Robert F. Tormaschy• requesting release from that certain lease on, property located
contiguous to the Tahoma Cemetery, having been read by the Clerk of the Council, it was MOVED by
Maxwell, seconded by'Robinson that action on this matter be tabled for one week -in, order that
Manager Smith may study this matter and make a recommendation: carried, Barber, Larson, Maxwell
and Robinson voting aye by voice vote. Bostic and Keith absent.
Statewide city Employees Retirement System having billed the City of Yakima in the amount of
$110.32, being the proportionate share of cost of death in line of duty benefit for the accidenta]
death of-a Bellingham employee, all being in, accordance with section 41.44.210 of the Revised
Code of Washington, it was MOVED by-Robinson, seconded b Barber the Statewide City Employees
Retirement System be and is hereby authorized to deduct-110.32 from Yakima's surplus on deposit
with"said'system carried, Barber, Larsen, Maxwell and Robinson voting aye.by voice vote.

Manager Smith informed the`Council that the Animal Control Officer will be a member of the
Records'bepartment under the City Clerk and will receive technical guidance under the Chief of
Police.
The City Council, at a regular meeting held August 24, 19619, having authorized the purchase of
100 Keys to the City to be given to guests of the City, and the matter of a slogan for said key
having been referred to the Chamber of Commerce, Manager Smith reported that the Chamber of
Commerce wishes to purchase some of these keys also and that perhaps the total purchase will be
cheaper for the City of Yakima. Councilman Maxwell suggested that a lapel pin be given -to a
guest in addition to the key. No -formal action was.taken by the Council on this matter.
