ADJOURNED MEETING /STUDY SESSION
OF THE CITY COUNCIL

1. ROLL CALL

2. REPORT ON WATER COST -OF- SERVICE STUDY (CONTINUED FROM
APRIL 24, 2001)
• Staff submits report
Dueane Calvin, Water and Irrigation Manager, said the report was created to
answer questions that had been raised at the April 24, 2001 public hearing. He
requested direction at the end of this meeting to prepare legislation to implement
a rate increase by June 1, 2001.
In response to the question regarding the status of the fluoride project, Dave
Brown, Water /Irrigation Engineer, said he has applied for SEPA, zoning
modification, shoreline, building and flood hazard permits. He expects them to
be . ready within two weeks. If there are any design changes, they can be done
then. The project will then go out for bid, with award in July and construction
beginning in August.
Council Member Barnett concluded that the information provided answered all of
his questions and he noted that it is now identified as the "Modified 20%
Proposal ". He felt that the low- income people would receive a smaller increase
under this modified proposal than they would have under Option 2. Council
Member Puccinelli objected to the Modified 20% Proposal calling it a
redistribution of wealth. It was his opinion that business people should not have
to carry the cost for the other people and he felt the projected $0.80 a month
increase was not unreasonable. A discussion ensued on the impacts of the
original Option 2 versus the Modified 20% Proposal. Council Member
Puccinelli's final comment was that the revised proposal is not a big savings for
the people and it sends the wrong message to businesses. Council Member
Barnett responded that the savings are significant to those people who don't
have the money.

• Council gives direction to staff
Upon query of their preference for the original Option 2 or the modified 20%
Proposal, four council members responded in favor of the original Option 2, with
Council Member Barnett preferring the modified proposal.
Staff was directed to prepare legislation on the original Option 2 alternative.
Mr. Calvin reported that the Pacific Northwest Section of the American Water
Association is holding their conference in Yakima this week. There are 560
registrants and it is estimated that, with their guests and families, they have
brought approximately 900 people to town. The Council members were invited to
attend a policy maker session scheduled for Thursday morning, 8:30 a.m. to
11:15 a.m. They were also invited to attend a pancake breakfast on Friday
morning that the Water Department staff will be serving at the Convention
Center.
3. ADJOURNMENT
The meeting adjourned at 8:00 a.m. to May 1, 2001 at 2:00 p.m. in the Council
Chambers for a Business Meeting.
