The City Council met in regular' session, Mayor Bostic, .Councilmen Barber, Larson, Maxwell, Oliver.
and Robinson, City Manager Smith and City Attorney Arnt'son present on roll call. Councilman Burns
absent .
The invocation was given by Councilman dliver.
The minutes of the regular meeting of December 28, 1960 were app ^oved as read..
This being the time fixed by the City Council for the hearing on the appeal from the decision of
the Planning Commission on Petition No. 66 as filed. by L. F. Sainsbury requesting the rezone of
certain property located at 801 -807 South 36th Avenue and nb.,,persona._,being present to be heard on
this matter, it was'agreed by members of the Council that said hearing be set aside until later
in this meeting since it had been determined that Mr. Sainsbury will be present.and does wish to
be heard.
This being the time fixed by the City Council for the hearing on the assessment roll for L.I.D.
No. 886, being the Edgewood & Sutor Addition Sanitary Sewer District, and there being no protests
in writing or otherwise, it was MOVED by Larson, seconded by Robinson that Ordinance No. 203
confirming said assessment roll and every part thereof, be passed as read: carried, Barber,
Bostic, Larson, Maxwell, Oliver and Robinson voting aye on roll call. Burns absent.
ORDINANCE NO. 2032 AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 886 as created and established by Ordinance No. 125 of the .Ordinances of the City of
Yakima .
This being the time fixed by the City Council for the hearing on the assessment roll for L.I.D.
No.-888, being the Parkview Terrace Sanitary Sewer District, and there being no protests in
writing or otherwise, it was MOVED by Barber, seconded by Oliver that Ordinance No.. 204 confirm-
ing said assessment roll and every part thereof, be passed as read: carried, Barber, Bostic,
Larson, Maxwell, Oliver and Robinson voting aye on roll call. Bi)rns absent.
ORDINANCE NO. 204, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 888 as created and established by Ordinance No. 133 of the Ordinances of the City of
Yakima.
Moved by Robinson, seconded by Barber that Resolution No. D -211 authorizing the purchase of a
'Sign Face Applicator" without calling for bids, be passed as read: carried, Barber, Bostic,
Larson, Maxwell, Oliver and Robinson voting aye on roll call. Burns absent.
RESOLUTION NO. D -2110 A RESOLUTION authorizing the purchase of a "Sign Face Applicator" without
calling for bids.
WHEREAS, provision was made in the 1961 Budget of the City of Yakima for
the purchase of a "Sign Face Applicator" from the Minnesota Mining & Mfg.,.Co. to replace outmoded
and worn -out equipment presently owned by the City, and
WHEREAS, the Minnesota Mining & Mfg. Co. is the only company that
manufactures and sells this type of equipment, which is necessary for the operation of the Sign
Shop, and
..WHEREAS, the City Council finds that it would serve no purpose to advertise
for bids for the purchase of the same, and that it is in the best interests of the people of the
City of Yakima to. make such purchase' without calling for bids, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the Purchasing Agent of the City of Yakima is hereby authorized and
directed to purchase a "Sign Face Applicator" from the Minnesota Mining & Mfg. Co. without call-
ing for bids, it being stipulated that the cost of the same shall not exceed the sum of $950.00,
exclusive of Washington State Sales Tax and freight charges from St. Paul, Minnesota.
ADOPTED BY THE CITY COUNCIL this 4th day of January, 1961.

it was MOVED by Larson, seconded by Oliver that said report be accepted and approval be and is
hereby given for the payment of said estimates: carried, Barber, Bostic, Larson, Maxwell,
Oliver and Robinson voting aye on roll call. Burns absent.
Clerk of the Council read a letter from the Yakima Valley Regional Library Board of Trustees
expressing regret that Mrs. C'ceal Coombs has resigned from the City Council,

There being persons present seeking permission to have a band parade on Saturday, January 7, 1960,',
Mayor Bostic called on Mr. Knoerr a member of the Band Parents of Eisenhower High School who in-
formed members-of the Council that said High School Band has been invited to represent the state
of Washington in Washington D.C, at the inauguration of the President on the 20th day of January
1961 and further explained how money is to be raised for this project and requested permission to
have a Band Parade on Yakima Avenue to go along with their sale of booster buttons. Manager
Smith explained that no action was needed by the Council on this matter and further explahed the
application for a parade as required by the Polic Department.

The matter of a hearing on the appeal from the decision of the Planning Commission on Petition
No. 66 as-filed by John G. Swanson and L. F. Sainsbury having been set aside.earlier in this
meeting and Mr. Sainsbury now being in attendance, explained his plans for building multiple.
housing units on the property located at 801 -807 South 36th Avenue. After discussion, Mayor
Bostic requested Mr. Sainsbury to stake out the location of the new buildings on the property in
order that members of the Council could see the relationship of the buildings now located on the
property to the new buildings being planned since the Planning Commission feels that these two
lots would be overcrowded if a duplex.is constructed beside an existing residence on Lot 15 and
a residence constructed in the back yard of an existing duplex on-Lot 19. The Council wishing
to consider this matter further, it was MOVED by Oliver, seconded by Larson that this hearing be
continued to the regular meeting of January 11, 1961: carried, Barber, Bostic, Larson, Maxwell,
Oliver and Robinson voting aye by voice vote. Burns absent.
Liability Insurance on the Yakima Municipal Airport expiring on the 12th day of January, 1961
and the Purchasing Department having received the following quotation for consideration, said
quotations having been received through the Public Business Committee:

$250,000/2,000,000 Bodily injury limits and $1,000,000 property damage
limits for a term ,of one year for a premium of $2750.00 plus 7/ Tax -
Total $2942.50,

limits for a term of one year for a premium of $1850.00 plus 7% Tax
or, a total of $1979.50
members of the Council and Manager Smith discussed the feasibility and need for raising the
limits of liability in this insurance. City Manager Smith recommending that our coverage be
raised to the higher limits due to the high single accident claim potential involved at the
Airport, it was MOVED by Oliver,.seconded by Larson that the limits of liability insurance on the
Yakima Municipal Airport be renewed.,on the basis of $250,000120000,000 Bodily injury limits and
$1,000,000 property damage limits with a total premium of $2,942.50: carried, Barber, Bostic.,
Larson, Maxwell, Oliver and Robinson voting aye by voice vote. Burns absent.
Mayor Bostic read a letter from Councilman Burns confirming his telephone call to Assistant Mayor
Larson on Friday, December 30, 1960 and requesting that his resignation from the City Council
be effective immediately. Expressing regret that Councilman Burns felt it necessary to resign,
it was MOVED by Robinson, seconded by Barber that his resignation be accepted and the City
Attorney be and is hereby irs tructed to prepare a resolution expressing regrets and appreciation
for his service, be prepared for the next regular meeting of the Council/ carried, Barber,
Bostic, Larson, Maxwell, Oliver and Robinson voting aye by voice vote. Mayor Bostic stated that
the Council is not ready at this time to take action to fill this vacancy.
Mayor Bostic suggested, for a future project, that the City Manager check on the names of the
streets in the city and try to make them more consistant.
Councilman Barber informed the Council that he has had a complaint from a citizen on the lighting
of the underpass on Walnut when the weather is foggy.
Mayor Bostic also suggested that the traffic signals on Walnut be checked for synchronization.
Manager Smith reported that the matter of the sublease as requested by Northwest Airlines is be-
ing considered together with the renewal of the Baxter Airport Lease and that he will.have a
complete report on these matters at a later date.
Other matters discussed by the City Manager were the Garbage Utility and the implementing of the
parking meter program in the Finance Department. Manager Smith also rem_iided the City Council
that the State Legislature convenes on Monday, January 9, 1961.
There being no further busiass to come before the-Council, it was MOVED by Barber, seconded by
Oliver that we do now adjourn at the-hour of 4 :20 P.M:: carried, Barber', Bostic,_ Larson,
Maxwell, Oliver and Robinson.
