Call to Order
Chair Liddicoat called the meeting to order at 3:00 p.m.

The Letter of Final Determination for the Cowiche FEMA maps was received in April. The
maps will be finalized in October. Staff is working on FEMA-required updates to YMC Ch.
15.27 (Critical Areas Ordinance)

Commissioner McCormick to approve the meeting minutes of April 28, 2021 as presented. The
motion carried unanimously.
Docketinq of the 2021 Comprehensive Plan ArnendmenVIRezone Agplications — Calhoun
introduced the seven (7) CPA/RZ applications received for docketing, in accordance with YMC
16.10.060(4). Processing will include a review for completeness, public notice, YPC study
session(s), YPC public hearing(s), and final consideration by Council. Applications include:

Stud Session can the Shoreline aster Pros gar date — Calhoun introduced our consultant
for the SMP update, Amy Summe from Shannon & Wilson. This update is part of our state -
required periodic update to the SIVIP, The City received a grant from the Department of Ecology
to complete this effort. We are currently in a joint comment period with DOE until June 7, 202 1
Comments received will be responded to and forwarded to DOE for consideration. After DOE
review the SMP will be brought back to City Council for adoption.
Summe shared her PowerPoint presentation which Outlined the update process and timeline;
state law guidelines for the SMP and update; map shorelines within the City limits and
jurisdictional area; past update and amendment cycles; Purpose of review — to, stay Current with
state law and updated science, utilizing DOE checklist to show what has changed since the last
update, and to stay current with CAO regulations changes made in 2017; there are no changes
to environment designations, buffers or setbacks for shorelines, or permitted Uses/modifications;
list of changes and compliance updates; critical areas regulations — updated in YMC 17.09 for
consistency with YMC 15.27; removed flood hazard regulations from SMP — all flood hazards will
be regulated under YMC 15.27; updated wetland/stream buffers and critical areas reports
requirements; and next steps in the process.
Liddicoat asked about the buffer increase to Type 2 streams, Sumrne responded that the buffer
is consistent with the 2017 changes and is only applicable where the tributary comes into the
shoreline environment. Calhoun showed the shoreline jurisdiction map and noted that the change
is for consistency with YMC 15.27. Place asked about the smaller lakes — Calhoun stated that the
shoreline jurisdiction limit is 20-acres. The majority of lake frontage on Aspen and Willow lakes is
built out. Rose asked about stream flow. Summe stated that the threshold is 20cf's mean annual
flow. Rose asked about west valley streams such as Wide Hollow and Bachelor — Calhoun stated
those are regulated under YIVIC '15.27 not the SMP, including the FEMA floodplain and floodway.
Liddicoat asked about the emphasis on preservation — Summe stated that preservation used to
be a last effort. That has since been promoted to a more desirable process.

Aqjourn — A motion to adjourn to May 26, 2021 was passed with unanimous vote. This meeting
adjourned at approximately 3:48 p.m.
