DECEMBER 7, 1960
The City Council met in regular session, Assistant Mayor Coombs presiding. Councilmen Barber,
Burns,,Coombs, Larson, Oliver and Ro binson,'City Manager Smith and City Attorney Arntson present
on roll call. Mayor Bostic absent and excused.
The invocation was given by Councilman Oliver.
The minutes of the regular meeting of November 30, 1960 were approved as read.
Moved by Larson, seconded by Oliver. that Ordinance No. 191 transferring specific funds in the
1960 Budgets for Civil Defense, Statutory & General and the.Engineering Department, be passed as
read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.
Bostic absent.
ORDINANCE NO. 1919 AN ORDINANCE transferring funds within the 1960 appropriations for 07 - Civil
Defense; 15 - Statutory & General; and 24 - Engineering Department; and declaring an emergency.
It having been determined that all of Block 370, Capitol Addition to North Yakima.is 'at the end
of the irrigation line constructed in accordance with L.I.D. No. 363 and because of change of
land use, is not receiving any benefits from the irrigation system, it was MOVED by Robinson,
seconded by Barber that Ordinance N'o. 192 eliminating all of Block 370, Capitol Addition to North
Yakima from the irrigation Maintenance Assessment Rolls for L:I O, No. 363, be passed as read:
carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic
absent.
ORDINANCE N0. 192 eliminating all of Block 370, Capitol Addition to North Yakima, now Yakima,
Washington, from irrigation maintenance charges of Local Improvement District No, 363.
It having been determined that a portion of Lots 6 and 7, Block 1, Hathaway's Subdivision lying
South of the Old Union Ditch, is owned by the City of Yakima and that said property is only suit-
able for street purposes and that said property is not receiving any benefits from the,irrigation
system constructed in accordance with L.I.D. No. 661, it was MOVED by Barber, seconded by Oliver
that Ordinance „No. 193 eliminating said property from the irrigation maintenance assessment roll
for L.I.D. No. 661, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and
Robinson votirg aye on roll call. Bostic absent.
ORDINANCE NO. 193, AN ORDINANCE eliminating that portion of Lots 6 and 7, Block 1, Hathaway's
Subdivision, lying South of Old Union Ditch, from irrigation maintenance charges of Local
Improvement District No, 661.
A resolution transferring the sum of $1,925.00 within the 1960 appropriation for Statutory &
General, was read by the Clerk of the Council. Manager Smith explained to the Council that the
Pacific Power & Light Company have increased the rate for furnishing electric power for the
operation of the traffic control devices of the city due to an inadvertent error in their opera -
tions thus causing a shortage in the 1960 Budget for Street Lights. MOVED by Oliver, seconded
by Barber that said resolution be amended to read "WHEREAS, Pacific Power & Light Company has
increased their rate for furnishing electric power for the operation of the traffic control
devices” instead of "operation of street lights" as read:, carried, Barber, Burns, Coombs, Larson
Oliver and Robinson voting aye,by voice vote. Moved by Robinson,.seconded by Oliver that
Resolution No. D -200 transferring the sum of $1,925.00 within the 1960 Budget for Statutory,&
General, be passed as amended: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson votinE
aye on roll call. Bostic absent.
RESOLUTION NO. D -2000 A RESOLUTION transferring the sum of $1,925.00 within the 1960 appropria-
tion for 15 - Statutory & General.
WHEREAS, there is a surplus of money in Account 7 -11, Statewide Pension,
of the Maintenance & Operation classification of the 1960 appropriation for 15 - Statutory &
General, and `
WHEREAS, Pacific Power & Light Company has increased their rate for
furnishing electric power for the operation of the traffic control devices of the City of Yakima
and additional moneys are required in Account 7 -59, Street Lights of the Maintenance & Operation
classification of the 1960 appropriation for 15 - Statutory & General, and such increase could
not have been reasonably anticipated at the time of the adoption of the 1960 Budget, and
WHEREAS, the City Council finds it is in the best interests of the people
of the City of Yakima to make the aforesaid transfers, and the action contemplated herein is
authorized by R. "C.W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUTTCIL OF THE CITY OF YAKIMA:
Section 1. That the sum of $1,925.00 is hereby transferred from Account
7 -11, Statewide Pension, to Account 7 -59, Street Lights, all within the Maintenance & Operation
classification of the 1960 appropriation for-15 - Statutory & General.
Section'2, The Director of Finance is hereby authorized and directed to
make the aforesaid transfers.

Moved by Burns, seconded by Barber that Resolution No. D -201 authorizing the release of .matching
funds on deposit with the Statewide City Employees Retirement System as necessary to pay yearly
administration costs of the Retirement System and make payment of monthly matching funds in any
area where the budget appropriation is deficient, be passed as read: carried, Barber, Burns,
Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent.
RESOLUTION NO. D -201, A RESOLUTION authorizing the release of certain "matching funds" on
deposit with the Statewide City Employees Retirement System as necessary to pay the yearly admin-
istration costs thereof and to make payment of monthly "matching funds" where necessary.
WHEREAS, the City of Yakima operates under the Statewide City Employees
Retirement System Law as set forth in Chapter 41.44 of the Revised Code of Washington, and

'WHEREAS, under such operation, the City of Yakima makes contributions by
way of 'matching funds" to the Statewide City Employees Retirement System for the operation of
said system, and
WHEREAS, during the course of operation cf the fund, former employees of
the' City of Yakima have resigned from their positions of employment with the City and have,
under the law, withdrawn contributions made by-them to the said system, and
WHEREAS, there is on deposit with the Statewide City Employees Retirement
Fund operated in connection with said system certain moneys paid by the City of Yakima as
"matching funds" for said resigned employees, which "matching funds" are no longer necessary for
the operation of:said system, and
WHEREAS, the City of Yakima from time to time is required to'pay certain
moneys to the Statewide City Employees Retirement System for the administration of said system,
and
WHEREAS, it is deemed in the best interests of the City of Yakima that
said City be authorized to credit such "released matbhing'funds" as may be necessary to•pay the
hearly administration costs of said system and to make payment of monthly "matching funds" in
any area where the budget appropriation may be deficient, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and the Director of Finance of the City of Yakima
are hereby authorized and directed to use and credit as much of the "released matching funds"
on deposit with the Statewide City Employees Retirement Fund as may be necessary to pay the
yearly administration costs of the Statewide City Employees Retirement System and to make payment
of monthly "matching funds" in any area where the budget appropriation for such payment is de-
ficient.

of Oren D. Ray, Custodian for City Hall, for one year or to February 1, 1962, be passed as read:

RESOLUTION NO. D -2020 WHEREAS, Oren D. Ray is an employee of the City of Yakima and is under
the Statewide City Employees Retirement System, and
WHEREAS, the said Oren D. Ray will reach the extended retirement age of
67 on February 1,.1961, and
WHEREAS,.the date of retirement may be extended one year beyond said date,
and
WHEREAS, the said Oren D. Ray is satisfactorily performing his duties as
a city employee and is in good physical condition and health, and it is deemed in the best inter-
ests of the City of Yakima to- extend the retirement date of the said Oren D. Ray for one year,
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the retirement date of Oren D. Ray, an employee of the City of
Yakima, is extended for the period of one year from February 1, 1961.

it was MOVED by Barber, seconded by Larson that said report be accepted and the payment be made
to De Blasio Bros. in accordance with said report: carried, Barber, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote. Bostic.absent.
In accordance with action taken by the City Council at the regular meeting of November 30, 1960
and the City Manager having submitted to members of the Council; prior to this meeting, a report
from Fire Chief Moore, under File No. MC -1, recommending that the. City Council adopt .a resolution
endorsing the proposed State Legislation limiting the sale and use of fireworks in the State of
Washington, and Manager Smith concurring with said recommendation, it was agreed by the Council
that said resolution be prepared for their next regular meeting on December 14, 1960.
In accordance with action taken by the City Council at the regular meeting of November 30, 1960,
and Manager Smith having submitted to members of the Council,a report regarding the recent cut-
back in services to the City of Yakima by Northwest Airlines, it was MOVED by Robinson, seconded
by Barber that the City Manager write a letter to said Company expressing hope and encouragement
that their service will be restored in the near future: carried,,Barber, Burns, Coombs, Larson
Oliver and Robinson voting aye by voice vote.
Members of the Council, having discussed proposed State Legislation for cities with Manager Smith,
requested that he make.recommendatio ns as to those bills which should be sponsored by first
class cities, and are being sponsored by the Association of Washington Cities. The City Clerk
was requested to write a letter to the Associat.ibn of Washington Cities for copies of the
proposed legislation on the Gas Tax and the allocation of the 5/ sales tax.
Manager Smith's report covered the handling of Planning Commission data for future Council meet-
ings. He also announced that the ordinance establishing classification and compensation plan
for all employees of the City except Police and Fire will be on the agenda for December 14,,1960.
There being no further business to come before the Council, it was MOVED by Larson, seconded by
Barber that we do now adjourn at the hour of 4:20 P.M.: carried, Barber, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote. Bostic absent.
