HomeMy WebLinkAbout11/30/1960 Business Meeting1 1 l� 95 NOVEMBER 30, 1960 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson, Oliver and Robinson, City Manager Smith and City Attorney Arntson present on roll call. Invocation was given by Councilman Larson. A vacancy having been created in the position of City Manager by`the death of Mr. E. J. Allison, and the City Council having duly appointed Mr. George D. Smith of Tacoma, Washington to fill said 'position, and Mr. Smith having taken his oath of office on the 28th day of November, 1 Mayor Bostic introduced and welcomed Mr. Smith to his first Council meeting in the City of Yakim The minutes of the regular meeting of November 23, 1960 were approved as read. Moved by Robinson, seconded by Oliver that Ordinance No. 190 transferring specific funds witin the ,1960 Budget for the Water Department, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll _call. ORDINANCE NO 190, AN ORDINANCE transferring funds within the 1960 appropriation for 52 - Water Department, and declaring an emergency. In accordance with the request made by Acting City Manager Arntson at the regular meeting of the City Councilmon November 23, 1960 with regard to a written report on the City Irrigation system and it's problems, a resolution-re-establishing the annual irrigation maintenance rates and charges for 1961 was read by the Clerk of the Council. City Manager Smith recommending the passage of said resolution since there is not enough time to explore the possibility of changing from the local improvement district procedure to a utility basis, and Finance Director McGraw explaining that said resolution will eliminate certain Capital Betterments planned for the Irrigation System in the 1961 Budget, it was MOVED by Oliver, seconded by Burns that Resolution No. D -197 fixing the annual irrigation maintenance rates and charges for 1961, be passed as read; carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. . RESOLUTION NO. D -197, A RESOLUTION re- establishing the annual irrigation maintenance rates and charges in the City of Yakima. WHEREAS, because of increased costs in the maintenance of the irrigation system of the City of Yakima, it is necessary to increase the annual irrigation maintenance rates and charges, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That from and after January 1, 1961, the annual irrigation maintenance rates and charges to be assessed by the Irrigation Department of the City of Yakima shall be as follows: Area served by Gravity System $.00080 per sq ft of land Area served by Lenox Pump System .00100 per sq ft of land Area served by other pump systems .00110 per sq ft of land Section 2. That Section 2 of Resolution No. D -65, as amended by Resolution No. D -71, is hereby continued in 'full force and effect. ADOPTED BY THE CITY COUNCIL this 30th day of November, 1960. ATTEST: J. A. Smith to become a member of the Statewide City Employees Retirement System commencing as of December 1, 1960, be passed -as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. RESOLUTION NO. D -1981 WHEREAS, GEORGE D. SMITH was appointed City Manager of the City of Yakima on December 1, 1960, and earning more than $50.00 per month as a full time employee of the City of Yakima, and WHEREAS,.the said George'D. Smith has elected in writing to become a member of the Statewide City Employees Retirement System commencing as of the date of his employ - ment,.and the City Council finds that it is in the best interests of the. City of Yakima to ap- prove the same, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City of Yakima hereby consents and agrees that George D. Smith, City Manager of said city, shall be covered under the Statewide City Employees Retirement System commencing as of December 1, 1960, the date of his employment by said city, pursuant to the ex- isting agreement between said City and the Statewide City Employees Retirement System. D -1990 A RESOLUTION relieving the County of Yakima from any liability because of an extension of water main from vicinity of Yakima County shops to the new National Guard Vehicle Storage and Shop Area. WHEREAS, in Resolution No. C- 1469,. adopted by the City Commission of the City of Yakima on May 6, 1957, an agreement between the City of Yakima and Yakima County for the extension of a water main outside the city limits of the City of Yakima, on Fairview Avenue north to the County Shops, was approved, and I_� r 96 NOVEMBER 30, 1960 '�H REAS, said agreement provided that Yakima County would not allow any other services to be connected to said line until said area was annexed to the City of Yakima and the line included within a local improvement district, and WHEREAS, in Resolution No. D -183 the City of Yakima wa-s authorized to ex- ecute an agreement with the Military Department of the State of Washington for the extension of said water main constructed under the hereinbefore- mentioned agreement with Yakima County, and WHEREAS, Yakima County desires to be relieved of any liability under the agreement dated May 6, 1957 because of said extension, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That Yakima. County, Washington,,is hereby relieved of any liability under that certain agreement between the City of Yakima and Yakima County, dated May 6, 1957, approved by Resolution No. C -1469, that might be occasioned because of the extension of the water main therein authorized to serve the National Guard Vehicle Storage and Shop Area of the Military Department of the State of Washington. BOSTIC City Clerk Mayor The Chairman of the Yakima County Civil Defense Council having advised Mayor Bostic by letter that there is an opportunity to obtain federal matching funds for the operation of the Yakima County Civil Defense and requesting the submission of any objections to the participation in this federal matching fund program, it was agreed by all members of the City Council that the local Civil Defence organization should go along with the program. No formal action was taken on this matter. Other matters discussed by the Council were the Fireworks program'for the State Legislature in 1961 and the operations of the Northwest Airlines at the Yakima Municipal Airport. Council members requested that these matters be referred to the City Manager and further requested that he report on said matters. Manager Smith discussed with the City Council the manner in which he intends to handle the agenda for future Council meetings. There being no further 'business to come before the Council, it-was MOVED by Oliver, seconded by Barber that we do now adjourn at the hour of 4 :10 P.M.: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
