Councilmen Barber, Burns, Larson, Oliver and Robinson and City Attorney Arntson present on roll call.- Mayor Bostic absent, Invocation was given by Councilman Larson. Moved by Barber, seconded by Oliver that Ordinance No..180 transferring specific sums in the 1960 Budget for the Fire Department, Cemetery and Irrigation Department, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 180:, AN ORDINANCE transferring the sum of $250.00 within the 1960 appropriation for 22 - Fire Department ; the sum of $2,415.00 within the 1960 appropriation for 41 - Cemetery; and the sum of $1,365.00 within the 1960 appropriation for -51 - Irrigation Department; and de- claring an emergency. Moved by Burns, seconded by Robinson that'Ordinance No. 181 transferring $7,075. within the 1960 Budget for the Police Department, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE N0. 181, AN ORDINANCE transferring,the, sum of $7,075.00 within the 1960 appropriation for 21 - Police Department, and declaring an emergency. Moved by Burns, seconded by Oliver that Resolution No: D -186 appointing Anthony Arntson as Acting City Manager because of the death of E. J. Allison on October 1S, 1960, be passed as read: carried, Barber,. Burns, Coombs, Larson, Oliver and Robinson voting aye bn roll call. Bostic- absent, RESOLUTION NO. D -186, A RESOLUTION appointing Anthony Arntson acting City Manager.. WHEREAS, because of the death of E. J. Allison it is necessary to appoint some person to act as City Manager of the City of Yakima in order to carry on the business of said City until such time as a regular City Manager can be appointed, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That Anthony Arntson, the City Attorney, is hereby designated and appoint - ed-as the acting City Manager of the City of Yakima and is hereby authorized and directed to perform the duties of the office of City Manager until such time as a regular City Manage r is appointed to fill such position. (S E A L) CICEAL COOMBS Mayor The City Engineer reporting the ammpletion of the Whitney School Domestic Water District, being L.I.D. No'. 882,. it was MOVED by Barber, seconded by Larson that said report be accepted and the City Clerk be and is hereby instructed to give notice of hearing for the hour of 3 o'clock P.M. on the 16th day of November, 1960, to each property owner and by publication as required by statute: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. All items scheduled on the agenda having been dispensed, Assistant Mayor Coombs and members of- the Council, eulogized, Manager Allison, commending the work accomplished during his 17 months as City Manager and recognizing the great loss suffered by the City of Yakima due to his death. Acting City Manager Arntson informing the Council that the Sample Ballots are now available for distribution, it was MOVED by Larson, seconded by Barber that a supply of sample ballots be given to the Yakima Development Committee: carried, Barber, Burhs, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Assistant Mayor Coombs reminded the Council that the Yakima Development Committee will meet at Noon at the Commercial Hotel on Monday the 24th day of October, 1960. It was also announced that Memorial Services were being planned for Mr. Allison and would be held at the First Methodist Church in Yakima simultaneous with the Funeral Services in Ogden, Utah. The exact hour to be announced later. There being no further business to come before the Council, it was MOVED by Robinson, seconded by Barber that we do now adjourn at the hour of 3:35 P.M.: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
