HomeMy WebLinkAbout10/12/1960 Business MeetingL7� 1 1 79 OCTOBER,12, 1960 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson and Oliver, City Manager Allison and City Attorney Arntson present .on roll call. Councilman Robinson excused at the regular meeting on October 5, 1960, Arid absent from this meeting. Invocation was given by Councilman Larson. The minutes of the regular meeting of October 5, 1960 were approved as read. An ordinance appropriating $3,000.00 to the Water -Sewer 1960 Budget, having been read in it's entirety at the regular meeting'of the City Council on October 5, 1960 and laid on the table for one week, and having been read by title only at this meeting,.it was MOVED by Coombs, seconded by Oliver that Ordinance No. 176 providing for said appropriation, be passed.as read: carried, Barber, Burns, Coombs, Larson and Oliver voting aye on roll call. Robinson absent. ORDINANCE NO. 1762 AN ORDINANCE appropriating the sum of $3,000.00 from the unappropriated money; in the Water - Sewer Fund to Account 5 -02, Water Rev, Bond 1956 Redemption, and declaring an emergency. In accordance with action taken by the City Council at their regular meeting on October 5, 1960, it was MOVED by Oliver, seconded by Larson that Resolution No. D -182 fixing the date of hearing on Petition No. 60 as filed by Francis E. Draper and others requesting the vacation of certain property located in the 700 block on 23rd Avenue, for the hour of 3 o'clock P.M., on the 9th day of November s 1960, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. Robinson absent. RESOLUTION NO. D -i82, BEFORE THE CITY COUNCIL OF THE CITY OF YAKIMA, STATE OF WASHINGTON IN THE MATTER OF-THE-VACATION OF an unnamed street, described as follows, to -wit: The North 347.5 feet of the RESOLUTION East 20 feet of the West Half of the NO. D -182 SW4, of-the NWT' of the NE4, of Section 26, Township 13 North, Range 18, E.W -M. A RESOLUTION fixing the time for hearing on a petition for the vacation of an unnamed street running between St. Helens Street and Maclaren Street in the City of Yakima, Yakima County, Washington, and more particularly described as follows, to -wit: now, therefore, The forth 31E7.5 feet of the East 20 feet of the West Half of the SW4, of the NWT, of the NE44 of Section 26, Township 13 North, Range 18, E.W.M.; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said petition shall be brought on-for hearing and determination on Wednesday, the 9th day of November, 1960,.at the hour of 3 :00 o'clock in the afternoon on said day, at the office of the City Council of the City of Yakima, at the City Hall in Yakima, Yakima County, Washington, or as soon thereafter as the same may be heard, and that notice-of such hear- ing be given as provided by law. BOSTIC Mayor In accordance with action taken 'by the City Council at their regular meeting of October 5, 1960, it was MOVED by Larson, seconded by Coombs, that Ordinance No. 177 accepting the recommendation of the Planning Commission for the rezone of certain property located in the vicinity of South 35th Avenue and Tieton Drive as requested by L.F. Sainsbury and wife by Petition No. 61, be passed as read:- carried, Barber, Bostic, Burns, Coombs, Larson, and:Oliver voting aye on roll call. Robinson absent. ORDINANCE NO. 177, AN ORDINANCE accepting the recommendation of the Planning Commission for the rezone of certain property located in the vicinity of South 35th Avenue and Tieton Drive. This being the time for the hearing on Petition No- 58, as filed by A. R. Kern and others praying for the annexation of certain property located in the vicinity of Crescent Drive between Lincoln and Englewood Avenue and there being no protests in writing or otherwise, it was MOVED by Larson, seconded by Barber that Ordinance No. 178 annexing said property to the City of Yakima, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. Robinson absent, ORDINANCE NO. 178, AN ORDINANCE providing for the annexation by the City of Yakima, Washington, of certain property contiguous to the City of Yakima, and located in the vicinity of Crescent Drive, between Lincoln and Englewood Avenues, and zoning the same as R -1, Single Family Residence Zone, and declaring an emergency. A petition,being Petition No. 62 havin been filed by United Builders of Washington, requesting the rezone of property at 1502 and 150. South 4th Avenue, it was MOVED by Barber, seconded by -Coombs 'that said petition -be referred to the Cit anager and the Planning Commission for action: carried, Barber, Bostic, Burns, Coombs, Larson,/glnyver voting'aye by voice vote. Robinson absent, Moved by Barber, seconded by Oliver that Ordinance No. 179 transferring $1650.00 within the 1960. Budget for the Fire Department, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larsoi and Oliver voting aye on roll call. ORDINANCE NO. 179, AN ORDINANCE transferring funds within the 1960 appropriation for 22 - Fire Department, and de- claring an emergency. Moved by Larson, seconded by Oliver that Resolution No. D -183 authorizing the City Manager and City Clerk to execute an agreement with the Military Department of the State of Washington for the installation of a water main along Fairview Avenue to the, National Guard Vehicle Storage and Shop Area; be passed as read:. carried, Barber; Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. Robinson absent. r M OCTOBER,12, 1960 RESOLUTION NO.. D -1832 A. RESOLUTION,authorizing the City Manager and the City Clerk to execute.an Agreement with the Military Department of the State of Washington for the installation of a water main. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: - That the City Manager and the City Clerk are hereby authorized and direct- ed to execute on the behalf of the City of Yakima an Agreement with the Military Department of the State of Washington for the installation of a water main along Fairview Avenue to the National Guard Vehicle Storage and Shop Area, the cost of such installation to be borne by the State of Washington, and connection charges over a fifteen -year period to be paid to the State, all as in said Agreement provided, a copy of which is hereto attached and by this reference made a part hereof. Robinson absent. RESOLUTION NO. D -1844 A RESOLUTION authorizing the City Manager and the City Clerk to execute an agreement for the lease of space at the Yakima Municipal Airport with the United' States of America Government, Department of Commerce, Weather Bureau. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the City Clerk are hereby authorized and directe to execute on the behalf of the City of Yakima a Lease Agreement with the United States of Americ Department of Commerce, Weather Bureau, a copy of which is hereto attached and by this reference made a part hereof, for the lease to said Weather Bureau of certain space at the Yakima Municipal Airport for such term and upon the terms and conditions and rentals as set forth in said Lease Agreement. Robinson absent. RESOLUTION NO. D -185, A RESOLUTION authorizing the City Manager and the City Clerk to enter into a Lease Agreement with Robert Glover, ddb /a Industrial Instrument Laboratory, for certain premis es on the Yakima Municipal Airport. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and the City Clerk of the City of Yakima are hereby authorized and directed to enter into a Lease Agreement with Robert Glover, d /b /a Industrial Instrument Laboratory, leasing to the said Robert Glover the "Old Administration Building" locate on the Yakima Municipal Airport for ,a term of three years, all as in said Lease Agreement set forth, a copy of which is hereto attached and by this reference made a part hereof. No. 873, being the Douglas Drive and Weber Square Domestic Water and Sewer District and having filed the Assessment Roll-for said district with the City Clerk, it was MOVED by Coombs, seconded by Larson that the City Clerk be and is hereby instructed to give notice of•hearirg on said assessment roll for the hour of 3 o'clock P.M. on Wednesday the 9th day of November, 1960 to each property owner and by publication as provided for by statute: carried, Barber, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice vote. Robinson absent. A letter from the Planning Commission to the City Council regarding Ordinance No. 159 and it's effect on the expiration dates for the Planning Commission members and requesting the City Counci to establish expiration dates for each of the Planning Commission members in accordance with said ordinance, was read by the Clerk of the Council. After discussion, it was MOVED by Larson, seconded by Coombs that this matter be taken under advisement and the City Manager be and is here by instructed to advise the Planning Commission of this action by letter: carried, Barber, Bosti Burns, Coombs, - Larson and Oliver voting aye by voicevote. Robinson absent. The Clerk of the Council read a letter from the Chamber of Commerce addressed to the City Council commending the City Manager on the preparation of the 1961 Budget. Manager Allison reported that the Kiwanis well is completed and pumping 2500 gallons of water per minute. Mayor Bostic reminded the Council that the Yakima Development Committee will meet at noon on Monday, October 17, 1960 at the Commercial Hotel and at the Yakima Valley Regional Library in the evening of the same day. There being no further business to come before the Council, it Barber that we do now adjourn at the hour of 4 o'clock P.M.: Coombs, Larson and Oliver voting aye by voice vote.
