The City Council me't in regular session, Assistant Mayor Coombs presiding. Councilmen Barber,
Burns, Larson and Robinson,. City Manager Allison and City Attorney Arntson present on roll call.
Mayor Bostic absent and Councilman Oliver on vacation.
Councilman Barber gave the invocation.
The minutes -of the regular meeting of August 24, 1960 were approved as read;
An ordinance appropriating the 'sum of $7,678.00 to -the Firemen's Relief and Pension Fund having
been read in its entirety at the regular meeting of the City Council on August 24, 1960 and
laid on the table for one week and having' been read by title only at this meeting, it was MOVED
by Barber, seconded by Larson that Ordinance No. 155 providing for said appropriation be passed
as read: carried,-Barber, Burns, Coombs, Larson and Robinson voting aye on roll call. Bostic
and Oliver absent.
ORDINANCE'-NO. 155, AN ORDINANCE appropriating the sum of $7,678.00 from the unappropriated
monies in the Firemen's Relief and Pension Fund to Account' 7-14, Refunds, of the Maintenance
and Operation classification of the 1960 appropriation for 61 - Firemen's Relief and Pension F
and declaring an emergency.
A petition, being Petition No. 59, duly filed August -29, 1960 by Mr. George T. Corbett and other
requesting the rezone of property located at 302, 04, 06, 08,' 10, 12, and 14 South 11th Avenue
from B -1, Modified Business Zone to B -2, Local Business Zone, it was MOVED by Robinson, seconded
by Larson that said Petition be referred to the City Manager and City Planning Commission for
action: carried, Barber, Burns, Coombs, Larson and Robinson voting aye by voice vote. Bostic
and Oliver absent.
An ordinance appropriating the sum of $15,535.34 to the Water -Sewer 1960 Budget, said amount
having been paid by the Boise- Cascade Lumber Company for the construction of a 12" cast iron
water line to the premises of said company in accordance with the contract authorized by
Resolution-No. D -105, was read by the Clerk of the Council and ordered laid on the table for one
week to be read and considered at the next regular meeting of the City Council on September 7,
1960.
Moved by Larson, seconded by Robinson that Ordinance No. 156 transferring funds within the 1960
Budget for the purpose of making the payments to Aetna Life Insurance Company for life, health
and accident insurance for city employees as provided for by Ordinance No 149, be passed as read:
carried, Barber, Burns, Coombs, Larson and Robinson voting aye on roll call. - Bostic and Oliver
absent.
ORDINANCE NO. 156, AN ORDINANCE. transferring funds within the 1960 Appropriations for 02 -
Records; 03 - Municipal Court; 04- Planning; 08 - City Hall; 11 - City Manager; 12 - Finance;
13 - Personnel;.14 - Legal ; 21'- Police; 23 - Inspection; 24 - Engineering; 31 - Street ;, 32 -
Municipal Garbage; 33 - Airport; 34 - City Garage; 41 - Cemetery; 51 - Irrigation; 52 - Water;
53 - Sewer Maintenance; 54 _ Sewage Treatment; and declaring an emergency.
Petition No. 56 duly filed by Robert L. Gargle and others on August 15, 1960 requesting the
improvement of property on Lincoln Avenue and North 29th Avenue by the. construction of sanitary
sewer, it was MOVED by Burns, seconded by Barber that Resolution No. D -170 being a resolution
of intention to improve said property and fixing the date of hearing on said petition at the
hour of 3 o'clock P.M.-on Wednesday the 21st day of September, 1960,, be passed as read: carried,
Barber, Burns, Coombs, Larson and Robinson voting aye on roll call. Bostic and Oliver absent.
RESOLUTION NO. D -170, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That it is its intention to improve the property within the following
described district by constructing a pipe sewer with the necessary wye branches and manholes; all
of said improvement to be constructed in full accordance with the plans and specifications to be
prepared by the office of the City Engineer and. filed with the City Clerk.
The district to be served by and specially benefitted by and assessed for
the above- described improvement is situate in the City of Yakima, Yakima County, Washin&ton, and
described as follows:
Lots 13 - 15 "incl., Lincoln Heights Addition; Lots 1 - 9 Incl. Replat
North Terrace Addition; Lots 28 - 32 Incl. North Terrace Addition;
Lots 1 - 4 Incl., Conrad Addition; Proposed Webber Addition #1 Lots
1 - 8 Incl. Also, th. part of E2, NW- f NW4, Section 23, Township 13 Nort
Range 18, E.W.M. ly S'ly of P.P.& �, Canal and E'ly of an extension of
W. line of 29th Ave.,-No., Exc. the 'E 180 feet.
All persons -who may desire to be heard with reference to said proposed
improvement are hereby notified to appear at a meeting of the City Council to be held at its
office . in the City Hall in the City of Yal�ima, Yakima County, Washington, at the hour of 3
o'clock P.M. on Wednesday the 21st day of'September, 1960, which time and place are hereby fixed
for the hearing of all matters relating to said proposed improvement or objections thereto, and
for determining the method of payment for said improvement; and the City Clerk is hereby di-
rected to give due notice of said hearing and of the intention to make the aforesaid improvements'
All costs and expenses in connection with the construction of said im-
provers nt, including the engineering, inspection, advertisin.g,'publication of notices, and all
other expenses incident thereto, shall be levied and assessed against all of the property legall
and properly assessable therefor as provided by the laws and as above described.
The said assessment shall be made according to special benefits derived
from the improvement without regard to the zone and termini method.
The City Engineer is hereby directed to submit to the City Council at or
prior to the date\her.ei.n fixed for said hearing, all of the data and other information required
by law to be by him submitted.

The term of Dr. Mervyn D. Weinberg on the Planning Commission having expired on August 16, 1960,
it was MOVED by Robinson, secorded by Barber that Dr. Weinberg be reappointed to the Plann_;.ng
Commission for a six year term or until August 16, 1966: carried, Barber, Burns, Coombs, Larson
and Robinson voting aye by voice vote. Bostic and Oliver absent.
Manager Allison informed the Council that the Development 'Committee is having a meeting at the
Chinook Hotel at noon on Friday the 2nd day of September, 1960 and asked that members of the
Council attend if possible.
There being no further business to come before the 'Council, it was MOVED by Barber, seconded by
Robinsor. that we do now adjourn at the hour of 3:35 P.M.: carried, Barber, Burns, Coombs, Larson
and Robinson voting aye by voice vote.
