HomeMy WebLinkAbout08/17/1960 Business MeetingCorrectio* 1 1 1I 1 5 AUGUST 1:7,. 1960 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson, Oliver and Robinson, City Manager Allison and City Attorney Arntson present-on roll call. The invocation was given by Councilman Oliver. The minutes of the regular meeting of August 10, 1960 were approved as read. In accordance with action taken by the City Council at the regular'meeting of August 10, 1960, the matter of regulating the operation of railroads.and providing for protection at grade cross- ings and prohibiting the blowing of whistles on ce n i i o �yw,a . ,FB ght before the Council. Manager Allison reported that he and Mayor Bostic/ a me wl r. is ing, Train Master for the Northern Pacific Railway Company and Mr. Bronson aid Mr. Parrish of the Boise Cascade Lumber Company and it was agreed that the City should go ahead with an ordinance to control the blowing of train whistles on the crossings on North lst Street and,until the matter of type and cost of signals was worked out between the Railroad Company and the Lumber Company, the Railroad Company would operate with flagmen on the crossings in question. Manager Allison further reported that the matter of noise'of :•switching cars was being studied and that the Lumber Company was planning considerable expension in the next year. Persons being present wishing to speak on this matter, Mayor Bostic called'on Mr. Hess, a resident and property owner, who protested the noise caused by switch.irg trains for the Lumber Company and the blowing of whistles on the trains. Mr. Wicking, Train Master for the Railroad, confirmed Mr. Allison's report and assured the City Counci that everything possible will be done to solve the problem. All persons having been heard and Manager Allison explaining that a new ordinance has been prepared to take care of specific cross- ings and recommending that no further action be taken on the ordinance presented and read at the regular meeting of August 3, 1960, it was MOVED by Burns, seconded by.Barber that Ordinance No. 151 regulating the operation of railroads and providing for protection at grade crossings located on North First 6treet at "I" and "H" Streets, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Mr,. Wicking calling to the atten- tion of the Council that the crossings in question are located at "G" and "H" Streets, it was MOVED by Burns, seconded by Barber that Ordinance No. 151 be corrected to read "cro- ssings located on North First Street at "G" and "H" Streets ": carried, Barber, Burns, 'Coombs, Larson, Oliver and Robinson voting aye by voice vote. ORDINANCE NO. 151,' AN ORDINANCE regulating the operation of railroads and providing for protec- tion at grade crossings located on North First Street at "G" and "H" Streets in tl-E City of Yakima, and providing a penalty for the violation thereof, and declaring an emergency. An ordira nce appropriating the sum of $3,000-00 for the Police Relief and Pension., Fund having been read at the regular meeting of the City Council on August 10, 1960 and laid on the table for one week and the Clerk of the Council having read said ordinance by title only, it was MOVED by Coombs, seconded by Larson that Ordinance No. 152 appropriating the sum of $3,000.00 for police benefits in the Police Relief and Pension Fund for the balance of 1960, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 152, AN ORDINANCE appropriating the sum of $3,000.00 from the unappropriated monies in the Police Relief and Pension Fund to Account 7 -18, Benefits, of the Maintenance and Operation classification of the 1960 appropriation for 62 - Police Relief and Pension Fund, and declaring an emergency. This being the time for the hearing on Resolution No. D -164, being a resolution of intention to improve the alley in Block 310 Ker's Second Addition as requested by Petition No. 55, duly filed by James P. Connell and Frederick Mercy, 'and -the City Manager reporting that only 5.54% protest has been filed to date, it was MOVED by Oliver, seconded by Robinson that Ordinance No. 153 pro- viding for said improvement and creating L.I.D. No. 890, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 153, AN ORDINANCE providing for the improvement of certain property by grading, ballasting, surfacing with asphaltic concrete; establishing a Local Improvement District, pro- viding for the method of payment thereof, and creating a special fund. A petition, being Petition No. 56, duly filed August 15, 1960 by Robert L. Gangle and others , requestiW the improvement of certain property on 29th Avenue-and Lincoln Avenue by the construc- tion of sanitary sewers, it was MOVED by Burns, seconded by Oliver that said petition be referred to the City Manager for action: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Moved by Oliver, seconded by Coombs that Ordinance No. 154 fixing the time of delinquency and providing for the issuance of warrants for the payment of the unpaid portion of L.I.D. No. 880 and repealing Ordinance No. 143, be passed as read:. carried, Barber, Bostic, Burns, Coombs, Larson Oliver and Robinson voting aye on roll call. ORDINANCE NO. 154, AN OR=PTANCE fixing the time of delinquency of installments of assessments levied for the payment of .the cost of the improvement in Local Improvement District No. 880, and providing for the issuance of warrants for the payment of the unpaid portion thereof, and repeal- ing Ordinance No. 143. Manager Allison reported that a meeting with John E. Slayton, the Field Consultant with American Municipal Association, Washington D.C. had been arranged for 2 o'clock P.M. on Thursday and asked'that'members of the City Council attend if possible. Manager Allison displayed a Scotch Lite "Don't be a Litter Bug" sticker and informed the Council that they _could be purchased for approximately $21.00 per 100 and indicated that he would like to purchase a few for use around the city. The City Council indicated, without formal motion, that Manager Allison should purchase 100 stickers. Manager Allison reported that the Development Committee is progressing nicely with the 10 year plan and that they will be making preliminary reports at a meeting to be held Monday evening at 7:30 P.M. at the City Hall ( corrected meeting 8/24/60) There tieing no further business to come before the Council, it was MOVED by Barber, seconded by Oliver that we do now adjourn at the hour of 3.40 P.M.: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
