HomeMy WebLinkAbout08/10/1960 Business MeetingH 1 1 5 AUGUST 10, 1960 The City Council met in regular session, Mayor Bostic, Councilman Barber, Burns, Coombs, Larson Oliver and Robinson, City Manager Allison and City Attorney Arntson present on roll call. Invocation was given by Councilman Barber. The minutes of the - regular meeting of August 3 ", 1960 were approved as corrected. An ordinance regulating the'operation of railroads in the City of Yakima having been read by the Clerk of the Council at the regular meeting of the City Council on August 3, 1960 and laid on the table for one week for further study and consideration and Manager Allison now asking that action on this ordinance be delayed for one more week as he has a meeting arranged with Mr. Wm. J. Allen and a'-,Railroad Agent to try and work out the problem of the crossing at First Strere and "H", it was MOVED by Barber, seconded by Robinson that the ordinance regulating the- opera- tion of railroads in the City of Yakima be left on the table for one more week and be considered at the regular meeting .of the City Council on August 17, 1960: carried, Barber, Bostic, Burns, Coombs, Larson,�Oliver and Robinson voting aye by voice Vote. In accordance with action taken by the City Council at the regular meeting of August 3, 1960, an ordinance establishing a Group Life, Hospital and Medical Insurance Plan for City Employees and providing for the execution-of a contract with the Aetna Life Insurance Company and further providing that if at least 75% of the City Employees and their dependents enroll for said cover- age the City of Yakima will contribute monthly the sum of $.50 for each member of the Police Department and the sum of $5.00 for each other employee, was read by the Clerk of the Council. Mr. Ben Eberhart and Mr. Hugh Hamilton, both retired Firemen, and Mr. Gus Johnson the District Representative for the National Hospital Association,being pre "sent, were heard. The retired firemen inquired as to the statis of the retired employee now covered by the National Hospital Association. The Council was advised that some 70 employees, of which 15 are retired, are now covered by the National Hospital Association, having payroll deduction priviledge, but the City in no way participating in the cost of the coverage. The National Hospital Association Represen- tative informed the Council "that NHA would not cover the retired employees unless they could have the whole group. Upon request of the Council, Manager Allison contacted representatives-of the Aetna Life Insurance Company and was told that the retired employee would be blanketed in with the group and given the same conversion coverage that is to be offered to employees retiring in the future. Manager Allison informed the Council that this program based on 350 employees will cost the City of Yakima between. $15,000.00 to �18,000.00. All persons having been heard on this matter, it was MOVED by Burns, seconded by Larson that Ordinance No. 149 establishing a Group Life, Hospital and Medical Insurance plan for City Employees and providing for the execution of a contract with Aetna Life Insurance Company and further providing for cbntributions by the City of Yakima toward premium payments, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 149, AN ORDINANCE establishing a Group Life, Hospital and Medical Insurance plan for city employees and providing for the execution of a contract therefor and contributions by the City toward premium payments and declaring an emergency. An ordinance providing for the appropriation of $3,000.00 for benefits for policemen covered by the Police Relief and Pension Fund, for the balance of 1960, was read by the Clerk of the Council and ordered laid on the table for one week, to be read and considered at the next regular meeting of the City Council on; August 17, 1960. An ordinance transferring the sum of $950.00 in, the 1960 Budget for the City Council having been read by the Clerk of the Council, it was MOVED by Robinson, seconded by Coombs that Ordinance No. 150, providing for said transfer for the purpose of covering the expenses for the Yakima Development Committee, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 150, AN ORDINANCE transferring the sum of $950.00 within the 1960 appropriation for 01 - City Council and declaring an emergency. Moved by Larson, seconded by Barber that Resolution No. D -168 authorizing the purchase of two 165 HP'diesel engines from the U.S.Government Surplus Property Warehouse, without calling for bids, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. RESOLUTION NO. D -168, A RESOLUTION authorizing the purchase of two 165 HP diesel engines from the U.S. government without calling for bids. WHEREAS, the U. S. Government Surplus Property Warehouse has allotted two 165 HP diesel engines to the City of Yakima, which can be purchased for the sum of $410.00 plus $16.40 sales tax and $65.63 auto freight, each, and, WHEREAS, the retail value of each of said engines is approximately $4,000-00, . and said engines are needed in t'^e operation of the Water Department of the City of Yakima for standby power at city wells, and, ATTEST: J. No. 886 and 888, being the Edgewood -Sutor Sanitary Sewer, the Parview Terrace Sanitary Sewer & Trunk Line and the North 39th Avenue Sanitary Sewer: WHEREAS, the U. S. government will not submit bids to the city for such engines and the City Council finds that it is in the best interest of the people of the City of Yakima to purchase the same without calling for bids, now, therefore, BE IT RESOLVED',by the City Council of the City of Yakima: That the Purchasing Agent of the City of Yakima is hereby authorized and directed to purchase two 165 HP diesel engines from the U.S.Government Surplus Property Warehouse for the sum of $410.00, plus $16.40 sales tax and $65.63 auto freight, each without calling for bids.
