The City Council met in regular session, Assistant Mayor Coombs, presiding. Councilmen Barber,
Burns, Larson and Oliver, City Manager Allison and Assistant Attorney Andrews present on roll
call. Mayor Bostic and Councilman Robinson absent, both being on vacation.
Councilman Burns gave the invocation.
Minutes of the.regular meeting of July 27, 1960 were approved as read.
In accordance with action taken by the City Council at their regular meeting of July 27, 1960,
it was MOVED by Burns, seconded by Barber that Ordinance No. 146 amending Section 800 of OrdinancE
No. B -2095, being the Comprehensive Zoning.Code, and.allowing Bowling Alleys in a B -2 Local
Business Zone, be passed as read: carried, Barber, Burns, Coombs, Larson, and Oliver voting aye
on roll call. Bostic and Robinson absent.
ORDINANCE NO. 1469 AN ORDINANCE amending Section 800 of Ordinance No. B -2095, as amended, tkE
same being an ordinance establishing zones in the City of Yakima; regulating and limiting the
use of buildings and land; establishing use, height, area'and off - street parking regulations;
providing for ,yards, courts and other open spaces, providing for the adoption of maps showing the
boundaries of said zones; providing for a Board of Adjustment; providing for the administration
and enforcement of this ordinance, and fixing penalties for the violation of its provisions,
and declaring, an emergency.
A proposed ordinance relatimmg to the licensing and regulating of for -hire vehicles in the City
of Yakima having been considered and discussed with Taxicab owners at the regular meeting of
the City Council on the 27th day of July, 19$0 and ordered laid on the table for one week in
order that recommendations of the Taxicab owners might be considered further, it was MOVED by
Barber, seconded by Oliver that Ordinance No. 147 relating to the licensing and regulations for
the operation of taxicabs, for -:hire vehicles and limousines, be passed as corrected: carried,
Barber, Burns, Coombs., Larson and Oliver voting aye on roll call. Bostic and Robinson absent.
ORDINANCE NO. 147, AN ORDINANCE relating to the licensing. for the purpose of regulation and
revenue, the carrying of passengers for.:hire by certain vehicles in the City of Yakima and to
the regulation of for -hire vehicles, providing for the inspection and control thereof and for the
licensing and control of drivers-thereof, providing for the establishing of taxicab stands, de-
fining offenses, prescribing penalties and repealing Ordinance Nos. B -297, B -605, B -712, B -2045,
Sections 131, 132, 133, 134 and 135 of Ordinance loo. B -1526, and all other ordinances or parts
of ordinances in conflict herewith, saving certain offenses and declaring an emergency.
In accordance with action taken by the City Council on July 27, 1960 with regard to Petition No.
38 duly filed by Wm. J. Allen requesting the installation of a railroad crossing traffic light
for the control of railroad cars and equipment using the spur crossing at First Street and "H"
and to stop the use of whistles and bells at this crossing, the Clerk of the Council-read an
ordinance regulating the operation of railroads in the City of Yakima and providing for protec-
tion at grade crossings. Manager Allison questioning the enforcement of such an ordinance, it
was MOVED by Barber, seconded by Oliver that said ordinance be laid on the table for one week
and be considered at the next regular meeting of the City Council on August 10, 1960: carried
Barber, Burns, Coombs, Larson and Oliver voting aye by voice vote. Bostic and Robinson absent.
This being the time fixed for the hearing on the Assessment Roll for L.I.D. No-877,- being Kern
Addition and others Domestic Water District and there being no protests in writing or otherwise,
it was MOVED by Larson, seconded by Oliver that Ordinance No. 148 confirming said assessment
roll and every part thereof, be passed as read: carried, Barber, Burns, Coombs, Larson and
Oliver voting aye on roll call.
ORDINANCE NO. 148, AN ORDINANCE confirming the assessment roll covering; Local Improvement Dis-
trict No. 877 as created and established by Ordinance No. 25 of the Ordinances of the City of
Yakima.
Fred Squire and Crystal Squire now holding a -lease on certain space occupied by a gift shop in
the Administration Building at the Yakima Municipal Airport, and Mr. x Mrs. Squire wishing to
assign said lease to Ray Horne, and the City Council deemeing it to the best interest of the
City of Yakima and the Municipal Airport to consent to said assignment, it was MOVED by Oliver,
seconded by Larson that Resolution No. D -166 authorizing and directing the assignment of said
lease, be passed as read: carried, Barber, Burns, Coombs, Larson and Oliver voting_ aye on roll
call. Bostic and Robinson absent.
RESOLUTION..NO. D -166, A RESOLUTION consenting to the assignment of Lesseets interest in Yakima
Airport Gift Shop from Fred Squire and Crystal Squire to Ray Horne.
WHEREAS, Fred Squire and Crystal Squire, husband and wife, are the Lessees
of that certain lease entered into between the City of Yakima as Lessor, and said Fred Squire
and Crystal Squire as Lessees, said lease covering a space of approximately 300 square feet in
the north westerly portion of the main floor of the Administration Building of the Yakima
Municipal Airport and dated May 21, 1956; and,
WHEREAS
WHEREAS, the said Fred Spire and Crystal Squire have assigned all of
theirlright title and interest in and to said lease and the said business conducted on said
premises, and the City Council deems it in the best interest of the people of the City of Yakima
to consent to such assignment, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City of Yakima.hereby consents to the assignment of said lease
hereinabove described from Fred Sauire_and Crystal Squire to Ray Horne, and the City Manager and
City Clerk of the City of Yakima are hereby authorized and directed to execute the consent of
the City of Yakima to such assignment, a copy of which is hereto attached and by this reference
made a part hereof.

lease additional land for their operations at the Yakima Municipal Airport, it was MOVED by
Barber, seconded by Burns that Resolution No. D- 167,authorizing the execution of a.Supplemental
Lease Agreement, be passed as read: carried, Barber, Burns, Coombs, Larson and Oliver voting
aye on roll call. Bostic and Robinson absent.
RESOLUTION NO. D -167, _A RESOLUTION authorizing the City Manager and City Clerk to enter into
a Supplemental Lease Agreement between tree City of Yakima and Charles D. Mc Allister, d /b /a
Mc Allister Flying Service.
WHEREAS, on May 1, 1949 the City of Yakima entered into an Airport Base
Operator's Lease Agreement for certain premises on the Yakima Municipal Airport with Charles
D. Mc Allister, d /b /a Mc Allister Flying Service, and
WHEREAS, said Lessee desires to lease additional property from the City
of Yakima on the Yakima Municipal Airport, and
WHEREAS, it is deemed in the best interest of the people of the City
of Yakima to enter into a Supplemental Lease Agreement leasing additional property to said
Lessee now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and City Clerk of the City of Yakima are her
authorized and directed to enter into a Supplemental Lease Agreement modifying the terms and
conditions of said Airport Base Operator's Lease Agreement with Charles D. Mc Allister, d /b /a.
Mc Allister Flying Service a copy' of khidli Supplemental Lease Agreement is attached hereto and
-by this reference made a part hereof.

There being persons present wishing; to speak on matters already heard on this agenda, Assistant
Mayor Coombs called on Mr. Wm. J. Allen who protested the setting aside of the ordinance regulat-
ing, th.e operation of the railroads in the City and stated that he felt that the Council could
take care of'the whistle blowing in the middle'of the night on the Cascade Lumber Company's spur
track on First Street at "H" Street by amending Ordinance No. B -2097 which grants permission to
construct. operate and maintain said spur track, to restrict.their operations between the hours
of 10 P.M. and 7 A.M. No further action was taken by the Council on this matter.
Also Mr. Ledbetter local representative of Mutual of New York Insurance Company also being
present, protested as a tax payer, the paying of insurance dividends to employees stating that
this would raise the cost of this program to the City. No further action was taken by the
Council on this matter.

Councilman Burns asked that in the future, business people /wishing to consult with the Council
on matters on the agenda, be given the priviledge of being heard earlier in the meeting in order
that they do not have to stay through the entire meeting. No formal action was taken on this
matter.

AUGUST 3, 1960
Manager Allison reported that the Ten Year Development program is coming along nicely and extended
thanks and appreciation to employees that have given freely of their time and efforts in compiling
the paper work and helping in every way possible to meet the dead line in September. Moved by
Larson, seconded by Barber that the City Council also extend thanks and appreciation to all
employees participating in this work and notice of this action be placed on the bulletin board:
carried, Barber, Burns, Coombs, Larson and Oliver voting aye by voice vote. Bostic and Robinson
absent.
The Clerk of the Council having read the managers letter addressed to, the City Council concern-
ing Group Life Insurance and Group Medical Insurance for City Employees, Manager Allison and
members of the Council discussed said matter. Manager Allison reported that 27 insurance companie;
have submitted bids for Group Life Insurance and Group Medical Insurance for City Employees and
of these it has been determined that Aetna, Paul Revere and United Pacific have quoted the lowest
and best rates. Of these three, Manager Allison recommended the bid of Aetna Life Insurance
Company since their cost for the employee and family is the lowest bid and the majority of city
employees fall in this category. He further recommended this company because they have operated
at a profit with a low average retention ration: and they are a well established insurance co 0 a

maintainin g local representation. Manager Allison also recommended that the City pay X5:`00 -
ward the insurance coverage as a fringe benefit for each employee participating in the program
and that the dividends paid by the Insurance Company be paid to the employees. Councilman Burns
objected to the payment of dividens to the employees stating that it would entail too much book-
keeping and therefore raise the cost of the program to the city and further stated that any
dividend paid by the insurance company should be paid to the City to help defray the-cost of said
program. All Council members having been heard on this matter, it was MOVED by Burns, seconded
by Barber that all dividends paid by the insurance company be paid to the City of Yakima: carried
Barber, Burns, Coombs, Larson and Oliver voting aye by voice vote. Bostic and Robinson absent.
Moved by Barber, seconded by Larson that the City Council concur with the City Manager and the
bid for Group Insurance for City Edo Bhbe awarded to thetAgetna Life Insurance Company and
that the City of Yakima pay $5.00 owar he insurance coverage as a fringe benefit for each
employee participating in the program and the City Attorney be and is hereby instructed to prepare
the necessary ordinance covering this matter: carried, Barber, Burns, Coombs, Larson and Oliver
:voting aye by voice vote.
There being no further business to come before the Council, it was MOVED by Barber, seconded by
Oliver that we do now adjourn at the hour of 5:10 P.M: carried, Barber, Burns, Coombs, Larson
and Oliver voting aye by voice vote. Bostic and Robinson absent.
