The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs, Larson,
Oliver and Robinson, City Manager Allison and City Attorney Arntson present on roll call.
The invocation was given by Councilman Coombs.
The minutes of the regular meeting of July 6, 1960 were approved as read.
This being the time for the hearing on Petition No. 53, being a petition duly filed by J. C.
Swayze and Lillian N. Swayze requesting the vacation of a Public Easement at 4502 Englewood Ave.,
and there being no protests in writing or otherwise to said action, it was MOVED by Larson,
seconded by Coombs that Ordinance No. 140 providing for said vacation, be passed as read: carrie<
Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson.voting aye on roll call.
ORDINANCE NO. 140, AN ORDINANCE providing for the vacation of a certain public utility easement
across the following described property, to -wit: The North 8, feet of the South 10 feet of the
West 127.3 feet of the NW4, NE4, NW4, NW4f of Section 22, Township 13 N, Range 18, E.W.M.
In accordance with action taken by the City Council at a regular meeting held July 6, 1960, it
was MOVED by Burns, seconded by Barber that Ordinance No. 141 rezoning certain property located
in the vicinity of Nob Hill Boulevard and Thornton Avenue from R -1, single Family Residential to
B -2, Local Bus=iness as requested by Petition No. 51, duly filed by John Minaglia for Lincoln Lanes
Inc., be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson
voting aye on roll call.
ORDINANCE N0.141, AN ORDINANCE accepting the recommendation of the Planning Commission for the
rezone of certain property located in the vicinity of Nob Hill and Thornton Avenue.
A petition, being Petition No. 55, requesting the formation of a local improvement district to
pave the alleys in Block 310, Ker's Addition, said petition having been duly filed by James P.
Connell, Frederick Mercy and others, it was MOVED by Barber, seconded by Robinson that said
petition be referred to the City Manager for study and recommendation: carried, Barber, Bostic,
Burns, Coombs, Larson, Oliver and Robinson votingaye by voice vote.
Moved by Burns, seconded by Coombs that Ordinance No. 142 amending Section 3 of Ordinance No.
138 and crediting $3,960.00 among the assessments made in L.I•.D. No. 880 against the property own•
.ed by Holiday Motels, Inc., be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson,
Oliver and Robinson voting aye on roll call.
ORDINANCE NO. 142, AN ORDINANCE amending Section 3 of Ordinance No. 138, entitled "AN ORDINANCE
appropriating the sum of $3,960.00 from the unappropriated monies in the Water -Sewer Fund to the
payment to Local Improvement District No. 880 account of the Capital or Betterment Accounts'
classification of the 1960 appropriation for 52 - Water and declaring an emergency. ", and declar-
ing an emergency.
Moved by Coo mbs, seconded by Oliver that Resolution No. D -158 transferring the sum of $100.00
within the 1960 Budget appropriation for the Legal Department, be passed as read: carried,
Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.
RESOLUTION N0. D -158, A RESOLUTION transferring the sum of $100.00 within the 1960 appropriation
for 14 - Legal.
WHEREAS, a surplus exists in Account. 7-90, Court Expense, of the Mainten-
antce & Operation classification of the 1960 appropriation for 14 Legal, and
WHEREAS, additional money is required in Account 7 -30, Clerical & Office
of the Maintenance & Operation classification because of the change -over to Ditto for the .
preparation and reproduction of ordinances, resolutions and other matters, which could not have
been anticipated at the time of the adoption of the 1960 appropriation for 14 - Legal, and
WHEREAS, the City Council finds it in the best interests of the people
of the City of Yakima to make the aforesaid transfer, and the action contemplated herein is
authorized by R.C.W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the sum of $100.00 is hereby transferred from Account
7 -90 Court Expense to Account 7 -30 Clerical & Office, all within the Maintenance & Operation
classification of the 1.960 appropriation for 14 - Legal.
Section 2. The Director of Finance is hereby authorized and directed to
make the aforesaid transfer.

Mayor Bostic advised members of the City Council that a District Legislative meeting is to be
held September 19, 1960 in Selah Washington and urged members to plan to attend said meeting.
Mayor Bostic also read a notice of hearing which informed the City Council of a hearing -to,be
held in Tacoma, Washington on July 26, 1960 at 10 o'clock a.m., said hearing to be a public
presentation of the financial feasibility of the proposed Naches Tunnel as reported by Associated
Consultants for the Naches Tunnel Study and report the progress and findings of the study and
feasibility of this project.
A proposed taxi cab ordinance having been handed to the City Council, Taxi Cab Companys and the
Limousine operator at the Airport for study, some time ago and Manager Allison reporting that no
objections have been filed to date, it was MOVED by Robinson, seconded by Coombs that the new
taxi cab ordinance b'e brought before the Council for consideration at the regular meeting of
July 27, 1960: carried, Barber,, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by
voice vote.
Other matters discussed by Manager Allison were the satisfactory results of the 28th Avenue and
Lincoln Avenue pumping station, reporting that said pump is putting oub 1600 gallons of water per
minute and the trouble caused by infiltration of the sewer located near 25th Avenue and

Powerhouse Road due to the high water table in that area. No formal action was taken on these
matters.
There being no further business to come before the Council, it was MOVED by Barber, seconded by
Oliver that we do now adjourn at the hour of 4 o'clock p.m.: carried, Barber, Bostic, Burns,
Coombs, Larson, Oliver and Robinson voting aye by voice vote.
