Councilmen Barber, Burns, Larson, Oliver and Robinson, City Manager Allison and City Attorney Arntson present on roll call. Mayor Bostic absent. The invocation was given by Councilman Larson. Minutes of the previous meeting of June 8, 1960 were approved as corrected. This being the time for the hearing on Assessment roll for L.I.D. No. 880, being the North lst Street Domestic Water & Sewer District and there being no protests in writing or otherwise, it was MOVED by Robinson, seconded by Burns that Ordinance No. 127 confirming said assessment roll and every part thereof, be passed as read: carried, Barber, Burns, Coombs, Larson and Robinson voting aye on'roll call. Oliver not voting. Bostic absent. ORDINANCE NO. 127, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 880 as created and established by Ordinance loo. 32 of the Ordinances of the City of Yakima. A Petition, being Petition No. 53, having been duly filed by J. C. Swayze and Lillian M. Swayze, requesting the vacation of a public utility easement, said property located South of Engle,,wood and West of 43rd Avenue, it was MOVED by Larson, seconded by Barber'that said petition be re- ferred to the City Manager for action: carried, Barber, Burrs, Coombs, Larson and Robinson voti aye by voice vote. Oliver not voting. Bostic absent. Moved by Burns, seconded by Barber that Ordinance No. 128 amending Section 39 of the Traffic Code or Ordinance No. B -1526, said ordinance raising and lowering speed limits on certain Streets and Avenues and making speed limits on certain streets and avenues coincide with speed limits fixed by the County, be passed as Lead: carried, Barber, Burns, Coombs, Larson,.Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 128, AN ORDINANCE relating to traffic speed limits and amending Section 39 of Ordinance No. B -1526 entitled "AN ORDINANCE relating to and regulating traffic, travel and transportation and their incidents upon the streets and other ways open to the public; pre- scribing the powers and duties of officers and others in relation thereto; defining offenses; providing penalties and repealing Ordinance No. B -131 and all amendments thereof and all other ordinances in so far as they are in conflice therewith, and declaring an emergency ", as amended by Ordinance Nos. B -1546, B -1712, and B -2094, and declaring an emergency. A lease with the Federal Government, covering specific spaces at the Yakima:Municipal Airport, expires on June 30, 1960, and the Government advising that it wishes to continue occupancy and submitting a new lease agreement for approval to be automatically renewed each year through June 30, 1975, it was MOVED by Barber, seconded by Larson that Resolution No. D -146 authorizing the execution of a Lease Agreement with the United States Government for the Flight Service Station, Airport Traffic Control Tower, Airways Technical Field Office and General Safety Distric- Office, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. RESOLUTION NO. D -146, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute a ]Lease Agreement with the United States of America for space in the Administration Building at the Yakima Municipal Airport. I BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and City Clerk of-the City of Yakima are hereby authorized and directed to enter into a Lease Agreement with the United States of America for certain space in the Administration Building at the Yakima Municipal Airport for the Flight Service Station, Airport Traffic Control Tower, Airways Technical Field Office and General Safety District Office all of the Federal Aviation Agency, a copy of said Lease being hereto attached and by this reference made a part hereof. (S E A L) CICEAL COOMBS Mayor pro tem recommending that,a street located between Lincoln Avenue and Mavis of North 40th Avenue, be named Cook Avenue, it was MOVED by Oliver, the City Attorney be and is hereby directed to prepare the necessary the naming of said street in accordance with said recommendation: Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic Since the City of Yakima is celebrating it's 75th Anniversary between June 19th and June 26th, 1960 and the City Council wishing to cooperate with the Greater Yakima Diamond Jubilee Committee and help promote said celebration, it was MOVED by Larson, seconded by Barber that Resolution No. D -147 suspending the operation of Section 8 of Ordinance No. B -810, being the sign and bill- board ordinance, and waiving that portion of the ordinance setting forth fees for sign permits,for the period of said celebration, be passed as read: carried,,Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye,on roll call. Bostic absent. RESOLUTION NO. D -147, A RESOLUTION suspending the operation of Section 8 of Ordinance No. B -810, as amended by Ordinance Nos. B -1216 and B -2244 for signs erected under the auspices of the Greater Yakima Diamond Jubilee, Inc. between the date hereof and June 26, 1960. WHEREAS, the City of Yakima is celebrating its seventy -fifth anniversary between June 19 and June 26, 1960, and. the celebration of said event is being promoted and carried on under the direction of the Greater Yakima Diamond Jubilee, Inc., and WHEREAS, it is deemed in the best interests of the people of the City of Yakima to waive and suspend the operation of that portion of ordinance setting fees for sign permits for the period of such celebration, now, therefore, BE IT RESOLVED BY THE-CITY COUNCIL OF THE CITY OF YAKIMA : That the operation of Section 8 of Ordinance No. B -810, as amended by Ordinance Nos. B -1216 and B. -2244, is suspended from the date hereof until June 26, 1960, for all fl 1 n 1 1 1 JUNE 15, 1960 signs erected as a part of the celebration of the seventy -fifth anniversary of the founding of the City of Yakima and under the auspices of the Greater Yakima Diamond Jubilee, Inc., ATTEST: J. (S E A L) CICEAL COOMBS Mayor pro tem 35 The City Council wishing to further support and promote the 75th Anniversary, celebration and the Diamond Jubilee Committee requesting the suspension of certain licenses ordered by Ordinance No. A -152, and the admission tax as provided for in Ordinance No. B -585, it was MOVED by Robinson, seconded by Larson that Resolution No. D -148 suspending said licenses and admission tax from June 19 to June 26, 1960, be passed as read: carried,. D -118, A RESOLUTION suspending the licensing provisions of Ordinance No. A -152, as amended, and the admissions tax provisions of Ordinance No. B -585, as amended, for those "rides ", amusement devices, amusement games and concessions conducted under the auspices of the Greater Yakima Diamond Jubilee, Inc. between June 19 and June 26, 1960. WHEREAS, the City of Yakima is celebrating its seventy -fifth anniversary between June 19.and June 26, 1960, and the celebration of said event is being .promoted and carried on under the direction of the Greater Yakima Diamond Jubilee, Inc., and .WHEREAS, during said celebration, there will be certain "rides', amuse- ment devices, amusement games and concessions conducted under the auspices of the Greater Yakima Diamond Jubilee, Inc. on 2nd Street between Yakima Avenue and B Street and on A Street between lst Street and the alley .between 2nd and 3rd Streets and WHEREAS,, it is deemed in the best interests_ of the people of the City of Yakima that the license fees upon all such "rides ", devices, games and concessions provided for in Ordinance No. A -152, as amended, and tax on admissions provided for in Ordinance No. B -585, as amended, should be suspended during the period of said celebration, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That the licensing provisions of Ordinance No. A -152, as amended, are hereby suspended between June 19 and June 26, 1960, for all "rides ", amusement devices, amusement games and concessions conducted under the auspices of the Greater Yakima Diamond Jubilee, Inc. in the above described area. Section 2. That .the admission tax provisions of Ordinance No. B -585, as amended, are hereby suspended between June 19 and June 26, 1960, as to all admissions to "rides ",' amusement devices, amusement games and. concessions conducted in the above described area under the auspices of the Greater' Yakiraa Diamond Jubilee, Inc. (S E A L) C'CEAL COOMBS Mayor pro tem -Other matters discussed by the City Council and City Manager were the Institute of Government to be held in July of 1960, meters in,front of the liquor store, and irrigation problems. No formal action was taken on these matters. There being no further business to come befor the City Council, it was MOVED by Larson, seconded by Oliver that we do now adjourn at the hour of 4:30 P.M.: carried, Barber, Burns, Coombs., Larson, Oliver and Robinson voting aye by voice vote.
