Councilman Barber and Robinson absnet. Invocation was given by Councilman Burns. The minutes of the..regular meeting of May 11 and 18, 1960 were approved as read. An Ordinance appropriating -the ,sum of $100,000.00 to the Street Department was read in its en- tirety at the regular meeting of May 18, 1960 and laid on the table for one week and having been read by caption only at this meeting, it was MOVED by Coombs, seconded by Larson that Ordinance No. 117 providing for said appropriation, be passed as read: carried, Bostic, Burns, Coombs, Larson, and Gliver- voting aye on roll call. Barber and Robinson absent. ORDINANCE NO. 117, AN ORDINANCE appropriating the sum of 100;000 to Accourt 7 -34, Materials - Heavy, of the Maintenance and Operation Classification for 31 - Street Department, and declaring an emergency. An Ordinance appropriating $3,901.35 in the Airport Fund for the purpose of repairing the roof of the Administration Building at the Yakima Municipal Airport was read in its entirety at the regular meeting of the City Council on May 18, 1960 and laid on the table for one week and having been read b,y caption only at this meeting, it was MOVED by Burns, seconded by Larson that Ordin- ance No. 118 providing.for said appropriation be passed as read: carried, Bostic, Burns, Coombs, Larson, and Oliver voting aye on roll call. Barber and Robinson absent. ORDINANCE NO. 118, AN ORDINANCE appropriating money in the Airport Fund to Account 7 -43, Structures &.Bldg. Repair, Supplies, Etc. and Account 7 -67, Insurance - Fire, Theft and Liability; and declaring an emergency. Pursuant to action taken by the Council on May 18, 1960 with reference to Petition No. 47 duly filed by Leland R. Campbell and others praying for the annexation of certain property located between 36th and 38th Avenues south of Tieton Drive, it was MOVED by Larson, seconded by Coombs, that the order fixing the date of hearing on said petition. for the hour of 3 o â–ºclock P.M. on Wednesday the 8th day of June, 1960, be accepted and the City Clerk be and is hereby instructed to give notice of said hearing by publication and posting on the property as required by law: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice vote. Barber and Robinson absent. Petition No. 46 having been duly filed by Gerald G. Shore and others, requesting the vacation of the East 8 feet of Lots 1, 2 and 3 of Arlington Park, and referred to the City Manager for action at the regular meeting of the City Council on the 18th day of May, 1960, it was MOVED by Oliver seconded by Coombs, that Resolution-No. D -138 fix-ing:'the date of hearing'on= said.. - petition for "the 22nd - -day of June, 1960 at, the' hour` of -3 oaclock, P`0M",; be passed as read: carried, Bostic, Burns Coombs, Larson and Oliver voting aye on roll call. D -138, BEFORE THE CITY COUNCIL OF THE CITY OF YAKINA, STATE OF WASHINGTON IN THE MATTER OF THE VACATION OF certain public utility easement across the follow- ing described property, to -wit: The East 8 feet of Lots 1, 2 and 3 of Arlington Park, according to the official plat there- of recorded in Volume "0" of Plats, Page 40, records of Yakima County, Washington. RESOLUTION NO. D -138 A RESOLUTION fixing the time for hearing on petition for the vacation of certain public utility easement across the following_ described property situated in Yakima, Yakima County, WashirL7ton, to -wit: The East 8 feet of Lots 1, 2 and 3 of Arlington Park. now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said petition shall be brought on for hearing and determination on Wednesday, the 22nd day of June, 1960, at the hour of 3 :00 o'clock in the afternoon on said day at the office of the City Council of the City -of Yakima, at the City Hall in Yakima, Yakima County, Washington, or as soon thereafter as the same may be heard, and that notice of such hear- ing be given as provided by law. ORDINANCE NO. 1192 AN' ORDINANCE amending Sections 408, 508, 606, 704, 801, 804, 901, 903, 1300, 1407, 1409 and 1611 of Ordinance No. B -2095, the same being an ordinance establishing zones in the City of Yakima; regulating and limiting the use of buildings and land; establishing use, he height, area and off- street parking regulations; providing for yards, courts and other open space: providing for the adoption of maps showing the boundaries of said zones; providing for a Board of Adjustment; providing for the administration and enforcement of this ordinance, and fixing penal- ties for the violation of its provisions, and declaring an emergency. Barber and Robinson absent. 1 1 1 1 1 1 1 27 MAY 25; 1960 ORDINANCE NO. 120, AN ORDINANCE accepting the recommendation of the Planning Commission for the rezone of certain property located on East Lenox Avenue between South lst Street and the Northern Pacific Railroad right of way. Pursuant to action taken by the Council at a regular meeting held May 18, 1960 with regard to the installation of a traffic light at the intersection of Crescent Drive and Summitview,'it was MOVED by Coombs, seconded by Oliver that Resolution No. D -139 directing the installation of a four -way stop traffic control signal at said intersection, be passed as read: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. Barber and Robinson absent. RESOLUTION NO. D -1393 A RESOLUTION directing the installation of a four -way stop traffic control signal at the intersection of Crescent Drive and Summitview Avenue. (see page 28 for this Resoluti This being the time fixed for the hearing on Petition No. 45 duly filed by Starliter Inc. re- questing the vacation. of property west of Custer Avenue between Brown Avenue and Folsom Avenue and there being no protests in writing or otherwise and it again being established that the ex- isting sewer is not in use and that a new manhole will have to be built at the point where the sewer pipe is accessable at the east end of the proposed vacation the cost of which should be borne by the property owner receiving clear title to said easement, it was MOVED by Coombs, seconded by Larson that Ordinance No. 121 providing for the vacation of said property, be passed as read: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. ORDINANCE NO. 121, AN ORDINANCE providing for the vacation'of a perpetual easement in favor of the City of Yakima, Washington, for the purpose of laying, operating and maintaining a sewer pipe line upon the following described property, to -wit:: The East 5 feet of the West 80 feet of the North 150 feet of Lot 10, Cottage Hill Addition; and the North 10 feet, of the South 155 feet of the East189 feet of Lot 10, Cottage Hill Addition; and the West 50 feet of the North 10 feet of the South 155 feet of Lot 55,in Ker's Villa Lots, all within the City of Yakima, Washington. A petition, being Petition No. 52 having been duly filed May 25, 1960 by Val Roller and others requesting the formation of a local improvement district to pave the alley in Block 374, Capitol Addition to North Yakima, it was MOVED by Larson, seconded by Coombs that said Petition be re- ferred to the City Manager for action: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice vote. Moved by Coombs, seconed by Oliver that Ordinance No. 122 transferring $150.00 in the Current Expense - Finance Department Budget for 1960, be passed as read.: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye on roll call. Barber and Robinson absent. ORDINANCE NO. 122, AN ORDINANCE transferring the sum of $150.00 within the 1960 appropriation for 12 - Finance Department, and declaring an emergency. The City of Yakima now having a farm lease with Congdon Orchards, Inc for the usage of certain property located at the Yakima Municipal Airport and said lease having expired on the 14th day of May,,1960, and Congdon Orchards, Inc., having - requested extension of said lease by written communication and payment by check of $150.00, it was MOVED by Oliver, seconded by Burns that said check be accepted in lieu of futher negotiations and said lease be extended for one year or until May 14, 1961: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice vote. The City Manager reporting the following estimates for payment on the construction of Domestic Wells No..4 and 5: Midland Drilling Company Well No. 4, Estimate No. 11 $4,356.98 Midland Drilling Company Well No. 5, Estimate No. 8 $14 813.21 Gray & Osborne, Engineering Services Wells 4 & 5 6656.80 it was MOVED by Burns, seconded by Oliver that said claims be paid in accordance with the recom- mendation of the City Manager: carried, Bostic, Burns, Coombs, Larson, and Oliver voting aye by voice vote. Barber and Robinson absent. Councilman Burns asked the Council to consider policy for the purchase of equipment and supplies, using cars outside the City of Yakima and trip expense. No formal action was taken at this time. Pursuant to a request by the City Council, Manager Allison submitted in whiting, a plan for parkin city owned cars and privately owned cars used in the operation of city business, around City Hall and after discussion of said'plan, it was MOVED by Coombs, seconded by Burns that the City'Counci adopt the City Man agerts report for the installation of parking meters and the parking of city owned cars around City Hall: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice vote. Manager Allison informed the City Council that the City needs an ordinance regulating the moving of houses and their rebuilding so that old houses cannot be moved into restricted areas and left indefinetly. No formal action was taken on this matter. Manager Allison also discussed the matter bf purchasing more trash containers for the down town area. No formal action was taken on this matter. There being no further business to come before the Council, it was MOVED by Oliver, seconded by Larson that we do now adjourn at the hour of 4 :35 P.M.: carried, Bostic, Burns, Coombs, Larson and Oliver voting aye by voice "vote. ATTEST: The following resolution inadvertently omitted on page 27. RESOLUTION NO. D -T39,' A RESOLUTION =directing the installation of a four -way stop traffic control signal at the intersection of Crescent Drive and Summitview Avenue. . WHEREAS, there are many school children that are required to cross Summitview Avenue at Crescent Drive in going to and from school, and WHEREAS, trffic at said intersection is considered dangerous to said school children, and said intersection should be controlled by a traffic control signal, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager of the City of Yakima is hereby authorized and directed to install a four , -way stop traffic signal at the intersection of Summitview Avenue and Crescent Drive in t he City of Yakima, Washington.
