3. Housing Action Plan
Planning Manager Joseph Calhoun introduced the item. Radik8 Nair, Senior Associate and
Julia TesCh.Associate, with BERP( CODSu|Ung, reviewed the Housing Action Plan.
Council members discussed the need for updated information on housing availability, cost
and nn9diurn home vG|Ue3 since those in the plan are reflected from 2018. CoVOCi|rn8rnb8r
Funk shared her disappointment with the plan as there is no new information.
4. American Rescue Plan Act guiding principles
Bob Harrison, City Manager and Steve Gnoorn, Director of Finance and Budget, reviewed
the U8 Department of Treasury"Interim Final Rule" guidance on the initial rules on accessing
funding to address 8C0nOrniC harm resulting from the C[)V|D-19 9rn8rgeUCy. The pn}gr8rn
is to cover budgetary and financial stability needs through 2024. Mc Gnnonl noted Treasury is
conducting G 60-day review and requesting feedback; the[efore, there may be changes on
how Un utilize the funding.Additionally, the City received the first payment and has four years
to appropriate the funds. COundlDle0nber Funk stated she would like tz see our city engage
G rn8OCG| health worker.
5. Special Events and Insurance Requirements
With Assistant K4ayO[CnuSons @bS8DL it was Council consensus to table this item until 8
future study session.
