Roll Call Meeting convened at 5:45 p.m. due to technical difficulties. Council: Mayor Patricia Byers, presiding,Assistant Mayor Holly Cousens and Councilmembers Kay Funk, Brad Hill, Soneya Lund and Eliana Macias Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee Absent: Councilmember Jason White 2. Open Discussion for the Good of the Order Mayor Byers asked Council if there were any objections to hearing an update on Miller Park funding. With no objections, Representative Jeremie Dufault provided an update on Miller Park renovations being funded in the Capitol Budget along with a few other items. A. Tentative Resolution approving extension of Mayoral Proclamation declaring emergency and order, if the Mayor issues a Proclamation extending the civil emergency proclamation and order to June 1, 2021 due to COVID-19 The City Clerk read the resolution by title only. MOTION: Cousens moved and Lund seconded to adopt the resolution. Councilmember Funk questioned the necessity of this action. Mayor Byers stated there is not clarity on whether emergency funding is tied to this action. City Manager Harrison stated this puts us in the best position possible to receive federal funding. The motion carried by unanimous vote, White absent. RESOLUTION NO. R-2021-053,A RESOLUTION extending the Mayor's Proclamation of Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the coronavirus disease 2019 ("COVID-19"). B. Proclamations Foster Care and Kinship Care Month proclamation Assistant Mayor Cousens proclaimed the month of May as "Foster Care and Kinship Care Month" and Mary Hernandez accepted the proclamation. Missing and Unidentified Persons Awareness Month proclamation Councilmember Lund proclaimed May 2021 as"Missing and Unidentified Persons Awareness Month." iv. Vaccine proclamation Councilmember Macias read a proclamation supporting Coronavirus Vaccinations and Rotary member Ryan Anderson accepted it. C. Presentations/ Recognitions/ Introductions i. Presentation by Northwest Harvest regarding new Yakima campus Thomas Reynolds, CEO of Northwest Harvest, updated Council on their proposed new Yakima Campus for their organization. Mayor Byers and Council shared their appreciation for everything Northwest Harvest isdoing. ii. Retirement recognition of Martha Jaquinn for 31 years ofservice Steve Groom, Budget and Finance Director, recognized Martha Jaquins for 31 years of service to the City ofYakima. 3. Council Reports None. 4. ConsentAgmndm Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. Resolution authorizing a settlement agreement by Cities Insurance Association of Washington ("CIAW") and Munich Reinsurance to resolve and settle the uninsured motorist claim brought byJack Curtninger RESOLUTION NO. R-2021-056, A RESOLUTION approving the conditional settlement agreement entered into by Cities Insurance Association of Washington ("CIAW")and Munich Reinsurance to resolve and settle the uninsured motorist claim brought by Jack Curtsinger (''deiOmant^). G. Resolution deferring and continuing the nlentunahip and internship program tn2O22 RESOLUTION NO. R-2021'057'A RESOLUTION deferring and continuing the menhonship and internship program bo2O22. H. Ordinance updating Classification and Compensation Plan for City Employees Se(tion2.20.10O ORDINANCE NO. 2D21-D89,AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective June 6, 2021; and repealing all preceding pay ordinances in the City of Yakima Municipal Code. 5. Public Comment The following City residents urged the Council to support the Carbon Fee and Dividend Act: JhoaDnaBaUi||o and CoOorLincoln. David Lynx, City resident and Arts Commission member, spoke in support of the painted crosswalk policy. PUBLIC HEARINGS 0. Mayor Byers opened the public hearing and, with no one calling inbzspeak, closed the hearing. DEPARTMENT U7[EKNS 7. Discussion of motion to approve plan for habitat seed from Pheasants Forever Public Works Director Scott Schafer and Wastewater Treatment Plant Manager Mika Prim* spoke in support of the request although cautioned there are specific plants that must be planted in the riparian zone. &NOlrUOh]: Coosens moved and Lund seconded to direct City staff tp work with Pheasants Forever to potentially distribute seeds in an area by the VVambovvatar Treatment Plant and place a placard in the area. The motion carried hy unanimous vote, White absent. D. Discussion regarding o request from the Yakima Citizens Climate Lobby on Energy Innovation Page 3of5 �� � �� � �� and Carbon Dividend Act Russell Maier and Robert Strader of Yakima Citizens Climate Lobby urged Council to take action on the Energy Innovation and Carbon Dividend Act. After Council discussion, MOTION: Hill moved and Cousens seconded to direct staff to prepare a resolution endorsing the Energy Innovation and Carbon Dividend Act. The motion carried by unanimous vote, White absent. 9. Discussion of a motion to direct staff to write arnendments to the draft Housing Action Plan, which will actualize affordable housing policy goals Community Development Director Joan Davenport reported this item is under public comment with SEPA and this will come back on May 25 at a study session and as a public hearing on June 1, 2021. Councilmember Funk requested the number of housing units for infill and Accessory Dwelling Units since 2O17.After Council discussion, MOTION: Funk moved to direct staff ho write amendments to the draft Housing Action Plan, which will actualize affordable housing policy goals. Resolution adopting the Community Crosswalks Policy Public Works Director Scott Schafer reported onCnunci|'s request to have the Arts Commission create m policy for a community crosswalk program. Other Business MOTION: Hill moved and Macias seconded to add to the next Council business meeting a discussion ofa resolution in support mf the Fossil Fuels Non Proliferation Treaty as well as a resolution committing the City of Yakima to a SAFE Cities climate change stand. The motion carried by unanimous vote, White absent. MOTION: Funk moved and Hill second b»add tothe next Council business meeting that staff bring back a copy mf the results of the ACLU lawsuit amitpertains to segregated housing. The motion carried by unanimous vote, White absent. After discussion and amendment, MOTION: Byers moved and Cousens seconded toadd to the next agenda, a discussion ofplanning a joint meeting with the Yakima City Council and Yakima County Commissioners. The motion carried by unanimous vote, White absent. 12. Adjournment MOTION: Couaens moved and Lund seconded to adjourn toa City Council study session on May 11. 2021, at 5:00 p.m. at City Hall.
