APRIL 1 , 1960
The City Council met in regular session, Mayor Bostic, Councilmen Burns, Coombs, Larson, Oliver
and Robinson, City Manager Allison and City Attorney Arntson present on roll call. Councilman
Barber absent.
Invocation was given by Councilman Coombs.
The minutes of the-regular meeting of April 6; 1960 were approved as read.
A petition, being Petition #39, having been duly filed by Stanley May and others on the 7th day
of April, 1960, petitioning for the organization of a local improvement district for the con-
struction of sewers to serve lots in Block 3 and 4 of Sutor Addition, it was MOVED by Robinson,
seconded by Oliver that said petition be referred to the City Manager for action: carried,
Bostic,, Burns, Coombs, Larson, Oliver, and Robinson voting aye by voice vote. Barber absent.
City Attorney Arntson having explained to the Council the matter of penalties as set forth in
the State Law and as set forth in our Traffic Code in connection with Driving While Drunk, it was
MOVED by Burns, seconded by Larson that Ordinance No. 106 amending Section 34 and repealing
Sections-161 and 162 of the Traffic Code, being ordinance No: B -1526, be passed as read: carried
Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Barber absent.
ORDINANCE NO. 106, AN ORDINANCE amending Section 34 and repealing Sections 161 and 162 of
Ordinance No. B -1526 entitled "AN ORDINANCE relating to and regulating traffic.- , travel and trans-
portation and their incidents upon the streets and other ways open to the public; prescribing the
powers and duties of officers and others in relation thereto; defining offenses; providing
penalties, and repealing Ordinance No. B -131 and all other amendments therefor and all other
ordinances in so far as they are in conflict therewith, and declaring an emergency ", as amended,
and declaring an emergency.
Petition No. 31, praying for the annexation of certain property west of Minnesota Avenue and
South of Englewood, having been duly filed by Lester 0. Beaver and others on February 20, 1960,
and referred by the City Council on February 24, 1960 to the Planning Commission for recommenda-
tion, and the Clerk of the Council having read a letter from-the Planning Commission recommending
that said property be annexed to the City of Yakima, it was MOVED by Coombs, seconded by Oliver
that the order fixing the date of hearing on said petition for the hour of 3 o'clock P.M. on the
27th day of April, 1960, be accepted as read and the City Clerk be and is hereby instructed to
give notice of said hearing as required by State Law: carried, Bostic, Burns, Coombs, Larson
Oliver'and Robinson voting aye on roll call. Barber absent.
(Moved by Oliver, seconded by Robinson that Resolution No. D -123 authorizing the purchase of Tract
B of Leingang's Addition from Jake P. Leingang-for. the sum of $900.00, said property to be used
in connection -with additions to the Irrigation System and the installation of an equalizing
,reservoir for the City of Yakima, be passed as read: carried, Bostic, Burns, Coombs, Larson,
,Oliver and Robinson voting aye on roll call. Barber absent.
RESOLUTION NO. D -123, A RESOLUTION authorizing the City Manager to purchase property for the
Irrigation System.
WHEREAS, it is necessary in connection with the construction of additions
to the Irrigation System of the City of Yakima and the installation of an equalizing reservoir to
obtain additional right of way, and
WHEREAS, the property required has been duly appraised and the price de-
manded by the owner, to -wit: Jake P. Leingang, is not out of line with such appraisal, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the City Manager is hereby authorized and directed for
and on behalf of the City of Yakima to purchase the following described real property situated in
Yakima, Yakima County, Washington, to -wit:
Tract B of Leingang's Addition to the City of Yal,fima,
according to plat thereof recorded in the Yakima County Auditor's
office.
from Jake P. Leingang for the sum of $900.00.

policies by the personnel under the employ of the Airport Gift Shop, be passed as read: carried,

RESOLUTION NO. D -124, A RESOLUTION authorizing the City Manager and City Clerk of the City of
Yakima to enter into an agreement with Tele -Trip Company, Inc.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and City Clerk of the City of Yakima are hereby authorized
and directed to enter into an agreement with Tele -Trip Company, Inc. for the sale of insurance at
the Yakima Municipal Airport, a copy of which agreement is hereto attached and by this reference
made a part hereof.

Capps, a Water Department Employee, for a period of 7 months, or until December 31, 1960 in
accordance with.the Statewide City Employees Retirement System laws, be passed as read: carried,
Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Barber absent.
RESOLUTION NO. D -125, ,WHEREAS, George Capps is an employee of the City of Yakima and under the
Statewide City Employees Retirement S�*stem, and
WHEREAS, the said George Capps will reach the extended retirement age of
66 by June 1, 1960, and
and WHEREAS, the date of retirement may be extended on year beyond said date,
WHEREAS, the said George Capps is satisfactorily performing his duties as
a City employee and is in good physical condition and health, and it is deemed in the best in -
terests of the City of Yakima to extend the retirement date of the said George Capps for seven
months, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the retirement date of George Capps, an employee of the City of
Yakima, is extended for the period of seven months from June 1, 1960, to -wit: December 31, 1960.

RESOLUTION NO. D -126,- WHEREAS, Oscar E. Soderling is an employee of the City of Yakima and under
the Statewide City Employees Retirement System, and
WHEREAS, the said Oscar E. Soderling will re'ach the extended retirement

WHEREAS, the said Oscar E. Soderling is satisfactorily performing his

WHEREAS, the said Leon B. Sheeley, Sr. will reach the extended retirement
age of 66 by July 1, 1960, and
WHEREAS, the said Leon B. Sheeley, Sr. is satisfactorily performing his
duties as a city employee and is in good physical condition and health, and it is deemed in the
best interests of the City of Yakima to extend the retirement date of the said Leon B. Sheeley,
Sr. for one year, now, therefore,

RESOLUTION NO. D -128, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and City Clerk are hereby authorized and directed to
execute a written farm lease between said City as Lessor, and Herman Hook, as Lessee, on that
certain real property situate in Yakima County, Washington, described as follows:
Tract 5: That portion of the Yakima Municipal Airport in Section
34, Township 13 N, Range 18, E.W.M., lying east of Sorrensen Road
as depicted.upon the attached map as Tract No. 5, and containing
approximately 17.1 acres.
for a period of three years, commencing April 15, 1960, and terminating April 14, 1963, upon the
terms and conditions in said lease, a copy of which is hereto attached and by this reference made
a part hereof.

RESOLUTION NO. D -129, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and City Clerk of the City of Yakima are hereby
authorized and directed to execute a written farm lease between said City as Lessor, and Robert
C. Dunbar, as Lessee, on that certain real property situate in Yakima County, Washington, de-
scribed as follows:
Tract 6: Being that portion of the Yakima Municipal Airport

The Clerk of the Council advising the City Council that the Statewide City Employees Retirement
System has submitted a statement in the amount of $1,989-40 covering operating expenses for our
retirement system and further informing the Council that this amount may, by their permission,
be deducted from Yakima's surplus on deposit with said Retirement System, it was MOVED by Oliver,
seconded by Coombs that this amount be deducted from the accumulated surplus credited to the City
of Yakima and the City Clerk be and is hereby authorized to advise Statewide City Employees
Retirement System of this action: carried, Bostic, Burns, Coombs, Larson, Oliver and Robinson
voting aye by voice vote. Barber absent.

Diamond Jubilee, explained to the Council some of the events that he and his committee are
contemplating for said celebration. The Council reassured Mr. Bounds that they would give as much
cooperation as they could in granting his requests keeping in mind the public peace, health,
Isafety and welfare of the public.
Manager Allison reporting that he has had an offer to rent the Old Administration Building at the
Yakima Municipal Airport for $75.00 per month, said building now being leased indefinitely with,
provisions to terminate on 60 day notice, to the Civil Air -Patrol, as authorized by Resolution
No. D-�27, it was MOVED by Oliver, seconded by Coombs that the City Manager continue to negotiate
this matter: carried, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voibe,:vbt

Other matters reported on by the City Manager were: problems in getting the irrigation water
started for the season due to the changing of lines at Nelson's Bridge and repairs to the system,
that water flowing'at the rate of 100 to 200 gallons per minute had been reached in the construc-
tion of the Airport well; that the streets are being repaired, the worst ones having,priority
over others; that the job of sealing the sewers by Sealtite Inc. has cut down the infiltration of
ground waters into sewer lines much more that hoped for; and the matter of safety at railroad
crossings and sidewalk repairs. No formal action taken on any of these matters.
There being no further business to come before the Council, it was MOVED by Oliver, seconded by
Robinson that we do now adjourn at the hour of 5:15 P -M: carried, Bostic, Burns, Coombs, Larson,
Oliver and Robinson voting aye by voice vote. Barber absent.
