RESOLUTION NO. D -1180 A RESOLUTION authorizing the City Manager and City Clerk to enter into a
Lease Agreement with Arthur A. Mitzlaff.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and City Clerk of the City of Yakima we hereby author-
ized and directed to enter into a lease agreement with Arthur A. Mitzlaff for the following de-
scribed property situated in Yakima County, Washington, to -wit:
That portion of the NW4 of the SW-1 of Section 28, Township 13 N.,
Range 19, E.W.M. lying W of the Yakima'River and S. of the Yakima
River Bridge Approach and that portion of the N2 of the SW4 of the
SW4 of the SW4 of Section 28, Township 13 N., Range 19, E.W.M. lying
W. of the Yakima River, and Tract 40, S2 Tract 33, E. 250.75 feet of
Tract 32, and the E. 250.75 feet of Tract 25 lying S. of Yakima
River Bridge Approach, of Goodwin's Five Acre Tracts, also the E2 of
the N2 of the SE4 of the SE! of Section 29, Township 13 N., Range 19,
E.W.M, and containing approximately 42.7 acres.

rental of pasture land at the Sewage Treatment Plant, it was MOVED by Larson, seconded by Barber
that Resolution No. D -119 authorizing the execution of a lease agreement with Andy Cowan, be
passed as read: carried, Barber, Bostic, Burns, Larson, Oliver and Robinson voting aye on roll

A petition, being petition No. 36, duly filed March 29, 1960 by Francis Sauve and others; request-
ing the organization of a local improvement district for the constructs -Qn .of water mains and other
appurtenances for the purpose of supplying water for domestic use and/,-purposes, and the City
Manager informing the City Council that the area to be improved is located on North 1st Street be-
yond the Holliday Motel and that some of the wells in use in the area have been condemned and that,
in view of this emergency, he had had the City Engineer check said petition and it was found that
68% of the people in the area have signed this petition, it was MOVED by Burns, seconded by Barber
that Resolution No. D -120 being*a'-.resolution of intention to improve Blocks 1, 2, 3, 4 and 6
Central Addition and the North 878 feet of the East 120 feet of the NW4 of the NE-1 of Section 13,
Township 13 North, Range 18, E.W.M. and fixing the date of hearing on said petition at the hour
of 3 o'clock P.M. on Wednesday the 20th day of April, 1960, be passed as read: carried, Barber,
Bostic, Burns; Larson, Oliver and Robinson voting aye on roll call. Coombs absent.
OLUTION NO. D -1201 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That it is its intention to improve the following described property by con-
structing the necessary mains, fi.re'hydrants, valves, and other appurtenances for the purpose of
supplying water for domestic use and fire protectio n; all of said improvement to be constructed in
full accordance with the plans and-specifications to be prepared by the office of the City Engineer
and filed with the City Clerk.
The district to be served by and specially benefited by and assessed for the
bove described improvements is situate in the City of Yakima, Yakima County, Washington, and de-
cribed as follows:
Blocks 1, 2, 3, 4 and 6 Central Addition and the North 878 feet of
the East 120 feet of the Northwest quarter of the Northeast quarter
of Section 13, Township 13 North, Range 18, E.W.M.
All persons who may desire to be heard with reference to said proposed
mprovements are hereby notified to appear at a meeting of the -ity Council to be held in its.

Moved by Robinson, seconded by Oliver that Ordinance No. 104 fixing the time of delinquency and
prescribing the form of bonds for L.I.D. No. 879, being the Kern Addition Paving District, be
passed as read: carried, Barber, Bostic, Burns, Larson, Oliver and Robinson voting aye on roll
call. Coombs absent.
ORDINANCE NO. 104, AN ORDINANCE fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No. 879, and
providing for the issuance of bonds with coupons attached for the payment of the unpaid portion
thereof.
Mayor Bostic having read a letter from Mr. 'Robert A. Cook, a representative of a ]Labor Union,
asking for the priviledge of placing a booth in front of Newberry' s' Store for the purpose of ob-
taining signatures on petitions, said petition covering the matter of Civil Service for State
Employees, it was MOVED by Barber, secor3d ed by Larson that said request be denied and the City
Manager be and is hereby instructed to write a letter to Mr. Cook informing him of this decision
and explaining that*if his organization wishes to locate on private property off the public
thoroughfare, there would be no objection to their activity: carried, Barber, Bostic, Burns,
Larson, Oliver and Robinson voting aye by voice vote. Coombs absent.
The Council having authorized the renewal of the Liability Insurance at the Yakima Municipal
Airport at a regular meeting of March 30, 1960 and having asked the City Manager for further in-
formation on higher limits on bodily injury and Manager Allison now reporting that to increase
the limits to $50011,000,000. would cost the City of Yakima $371.00 in addition to the $2,589.00,
now being paid on $100300,000. limits, it was MOVED by Larson, seconded by Barber that the City
Manager be and is hereby authorized to order the limits of bodily injury for Airport Liability
to $50011,000,000. and pay the additional $371.00 premium: carried, Barber, Bostic, Burns,
Larson, Oliver, and Robinson voting aye by voice vote.
Manager Allison reminded members of the Council of the pre convention meeting of delegates from
first class cities to be held at the Chinook Hotel at the hour of 9:30 on the 31st day of March
to develope plans and material to be presented at the Convention of the Association of Washington
Cities to be held in Wenatchee, May 11, 12, and 13.
A.petition being petition No. 34, having been duly filed March 15, 1960 by F. F. Harmon and others
requesting the formation of a local improvement district for the improvement of property on Plath
Avenue from 18th Avenue to 20th Avenue South by the construction of concrete curb and gutter and
the surfacing of said streets, and a petition prote - sting said improvements having been filed on
the same date, March 15, 1960, and petiton No. 34 together-,with-the protests having been referred
to the City Manager by the City Council at their regular meeting of March 16, 1960, and the City
Manager now reporting that,upon investigation, there is considerable protest to said improvement
and recommending that this petition be tabled for the time being, it was MOVED by Burns, seconded
by Larson that the Council concur with the City Manager in this matter and that Petiti -on No. 34
be tabled awaiting further developments: carried, Barber, Bostic, Burns, Larson, Oliver and
Robinson voting aye by voice vote. Coombs absent.
Manager Allison requesting authorization from the Council to purchase certain - property located on
Kenny Drive from Jake Leingang in the amount of $900.00, said property to be used for an irrigation
reservoir, it was MOVED by Robinson, seconded by Burns that the City Manager be and is hereby
authorized to purchase said property: carried, Barber, Bostic, Burns, Larson, Oliver and
Robinson voting aye by voice vote;;' Coombs absent.

and the City Manager recommending the bid of Inland Motor in the amount of $2961.72 and informing
the Council that this is the only bid meeting the specifications, it was MOVED by Burns, seconded
by Robinson that the City Council concur with ,the Manager and the purchase of two Rambler
American cars be allowed, said cars to be used by the City Manager, Purchasing Department, City
Clerk, City Treasurer and any department not having cars available and that said departments pay
$10.00 per month on the upkeep of the cars and contribute to.the purchase of the gasoline:
