NOVEMBER 8, 1954
The City Commission met in regular. session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meetin of Monday,_11lovember lst, 1954, were approved as read.
The ordinance presented by the Yakima Automobile Association, for permission to remain
closed on Sundays in the City of Yakima, was taken under advisement by the City Commis-
sioners, and action delayed pending further investigation.
The Citv Engineer having reported the completion of the construction of concrete sidewalk
on the east side of 20th Avenue South in L.I.D. No. 790; the paving of the alleys in
Blocks 55 and 251, L.I.D. No. 787; the construction of curbs and gutters on Tah -kin Road,
L.I.D. No. 783, and the paving of the alleys in-Blocks 252 and 290, in L.I.D. 779 by the
contractors; it was Moved by Huey, seconded by Huza that said improvements be accepted,
and the City Engineer instructed to prepare assessment rolls for said district, and the
City Clerk authorized to give notice.of hearing on said rolls for Monday, the 29th day of
November 1954,`at,10"61 clock A.-.M.., by publication as required by law, carried: Burns,
Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Burns that the report of the Investment Committee, for invest-
ments made during the month of October 1954, were approved as follows:

Moved by Huey, seconded by Huza that the claim of Denzil Bohm and wife, for damages
alleged to have been sustained by reason of stepping into a hole at the intersection of
the sidewalk to Garfield school on Jerome Avenue, in the sum of $5,008.75, was placed on
file for further investigation, carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza that Resolution No. C -1173, being a resolution of inten-
tion to improve Gilbert Park in "The Uplands" by grading, setting out trees and shrubs,
installing an irrigation system and constructing a parking area, be adopted as read,
carried: Burns, Huza and Huey voting aye on roll call.
RESOLUTION TRIO. C -11731 BE IT RESOLVED BY THE CITY COMMISSION OF THE CI`T'Y OF YAKIMA:
That it is its intention to form an enlarged local improvement
district to improve Gilbert Park located in "The Uplands" by grading, seeding, setting
out trees and shrubs, installing an irrigation system, and constructing a parking area.
follows, to -wit:
The area to be included in the enlarged district is described as
Beginning at Summitview Avenue and Crescent Drive (40th Avenue
North); thence north on Crescent Drive to Richey Road; thence
west along Richey Road to 42nd Avenue North; thence north along
42nd Avenue North'to Douglas Drive; thence west along Douglas
Drive to 44th Avenue North; thence north along 44th Avenue North
to Englewood Avenue; thence west along Englewood Avenue to 49th
Avenue North; thence south along 49th Avenue North to Richey
Road; thence west along Richey Road to the west line of "The
Uplands "; thence south along said west line to Sunset Avenue;
thence east along Sunset Avenue to the west line of Block 5;
"The Uplands ", extended; thence south along said west line to
the Yakima Valley Canal; thence southeasterly along said canal
to Summitview Avenue; thence east along Surmmitview Avenue to
the point of beginning; excepting Blk. 6 of The Uplands ",
said improvement to be done in strict compliance with the plans and specifications

furnished by the nark superintendent and filed with the City Clerk.
All persons who may desire to object to said proposed improverien
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission, to be held�at its office in the City Hall in the City of Yakima, Yakima
County, vTashi n,rton, at the hour of 10:00 o' clock a.m. on Monday, the 6th day of December
1954, which time and place are hereby .fixed for the hearing of al. _l matters relating to
the said improvement, or objections thereto, and for determining the method of payment
therefor; and the City. Clerk is hereby directed to ,.dive due notice of said hearing and o
the intention to make the aforesaid improvement.
The cost of this project is to be paid for by special assess,nent:
to be levied against the property in the said district as provided by law, including the
engineering, inspection, advertising, publishing of notices, and all other expenses in-
cident thereto shall be included in the cost of the improvement, except th-.t one -half the
total cost of said improvement shall be assumed by the Metropolitan Park District, and
one -half assessed against the property in said enlarged district as provided by law.
The City Engineer is hereby directed to submit to the City
Commission at or prior to the date herein fixed for said hearing, all of the data and
other information required by law to be by him submitted.

That it is its intention to construct an irrigation system to
serve the following described property, situate in the City of Yakima, Yakima,County,
Washington, to -wit:
Lots 1 to 40 inclusive of the Shaver Addition to the City
of Yakima, according to the recorded plat thereof on file
in the office of the Auditor of Yakima County, orashington,
said improvement to consist of the construction of the necessary head - works, mains,
laterals, service connections, and other appurtenances for the purpose of delivering
water for irrigation purposes to each lot and tract within the proposed district; and to
be constructed in full accordance with the plans and specifications to be prepared by the
City Engineer and filed with the City Clerk.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objection, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, 14,,ashi.ngton, at the hour of 10: o'clock a.m., on Monday, the 29th day November,
1954; which time and place are hereby fixed for the hearing of all matters relating to
said proposed improvement or objections thereto, and for determining the method of pay-
ment for said improvement; and the City Clerk.is hereby directed to give due notice of
said hearing and of the intention to make the aforesaid improvement.

That the certain airport unit site lease dated October 3, 1947
between the City of Yakima and Union Oil "ompany of California upon the following de-
scribed property in Yakima County, Washington, to-wit:
Beginning at a point on the east line of the Southeast Quarter
of Section 35, T.- wnshi.p 13 North, Range 18 E.1,1.M. , 1055.6 feet
south of they Northeast corner thereof; thence West 174.9 feet;
thence North 36 °051 'Nest 382.6 feet to the true point of begin -
ing; thence at a right angle to the riU;ht a distance of 160 feet;
thence North 36005' West 40 feet; thence at a right angle to

Trade Bureau and Chamber of Commerce of Yakima to use the intersection of East Yakima
Avenue and Second Street in said city, for a public gathering on the evening of Saturday,
November 27th, 1954, for the Christmas window unveiling ceremony, be adopted as read,
carried: Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. C -1176, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That pursuant to the request of the Retail Trade Bureau and the
Yakima Chamber of Commerce, permission is hereby granted to use the intersection of East
Yakima Avenue and Second Street in said City for a public gathering on the evening of
Saturday, November 27th, 1954, for the Christmas window unveiling ceremony; and that no
vehiclesshall be 6perated, parked, or permitted to remain on East Yakima Avenue between
First Street and Third Street or on Second Street between "A" Street and Chestnut Street
on said evening between the hours of 6:30 p.m. and 8:30 p.m. unless expressly so directed
by the City Police Officers.
