The minutes of the regular meeting of Monday, October 4.th,, 1954, and the adjourned meet- ings thereof, were approved as read. Moved by Huey, seconded by Huza that this being the time for the hearing on Resolution No. C-1162,-,-providing for the construction of a sewer system on Lots 1 to 33, Westview Addition, and. there being no objections to said improvement, or any part thereof; it is ordered that Ordinance No. B -1607 creating L.I.D. No. 791, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1607, AN ORDINANCE providing for the improvement of certain property by strutting a pipe sewer with the necessary wye branches and manholes and flush tanks; establishing a Local Improvement District, providing for the method of payment therefor, and creating a special fund. This being the time for receiving bids for the Avenue from Bonnie Doon to Nob Hill Boulevard, ed: De Blasio Bros. G. G. Teskey constructing of a sidewalk on South 20th L.I.D. No. 790, the following were recei 1,314.60 1,252.00 The bid of G. G. Teskey being the lowest and best bid, said contract was awarded to him and the Mayor and City Clerk authorized to enter into a contract on behalf of the City of Yakima for doing said work upon receipt of the proper bond therefor, carried: Burns, Huza and Huey voting aye on roll call. This being the time for receiving bids for the construction of a sewer on 44th Avenue North, L.I.D. No. 789, the following were received. De Blasio Bros. N. L. Kimble being the lowest and best bid, said contract was awarded to him, and the Mayor and City Clerk authorized to enter into a contract on behalf of the city for doing said work upon the filing of the proper bond as required by law, carried: Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the City Engineer having reported the completion of the curb and gutter district on North 6th Street, L. I. D. No. 770, by the contractor said work is hereby accepted, and the City Engineer instructed to prepare the assessment roll for said district and the City Clerk authorized to give notice of hearing by publication as required by law, for Monday the lst day of November 1954, at 10 o'clock A. M., carried: Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the City Engineer having reported the completion of the domestic water system in Hillacre Addition, L.I.D. No. 772, by the contractor, said work is hereby accepted, and the City Engineer instructed to prepare an assessment roll for said district, and the City Clerk authorized to give notice of hearing on said roll, by publication, as provided by law, for Monday, the lst day of November 1954, at the hour of 10 o'clock A.M., carried: Burns, Huza and Huey voting aye on roll.call. Moved by Huey, seconded by Huza that the City Engineer having reported the completion of the Domestic Water systemlin the Rice Dibbert Addition, L.I.D. C -116$, being a resolution of in- tention to improve 17th Avenue South from Nob Hill Boulevard to West Prasch Avenue by gradinm, etc. be adopted as read, carried: Burns, Huza and Huey voting aye on roll gall, RESOLUTION 130. C' =116$, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve 17th Avenue South from Nob Hill Boulevard to West Prasch Avenue by grading, ballasting, surfacing, constructing concrete curbs and gutters together with the necessary drainage features. The district to be served by and assessed for the above describ- ed improvement is situate in Yakima County, Wash.n gton, and described as follows: Beginning at a point on the south line of Nob Hill Boulevard midway between 16th Avenue South and 17th Avenue South; thence Southerly and parallel with 17th Avenue South to -Vest Prasch Avenue; thence westerly along `'vest Prasch Avenue to a point 139 feet West of the West line of 17th Avenue South; thence norther and parallel with 17th Avenue South to the south line-of Nob Hi Boulevard; thence easterly al ong said South line to the point of beginning. All persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objections, if an , at a meeting of the City Commission to be held at its office in the City Hall in the ,ity of Yakima, Yakima Col.inty, Washington, at the hour of 10 o'clock a.m. on Monday the lst day of November, 1954; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. All costs'a.nd expenses in connection «ith the proposed construc- tion of said improvement, including the engineering, inspection, advertising, publica- OCTOBER 11 , 1954 tion of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improvements to b constructed in full accordance with the plans and specifications to be prepared by the Citv Engineer and filed with the City Clerk. BURNS Mayo r Moved. by Huey, seconded by Huza that Resolution No. C -116$, relating; to the parking of' taxi stands on the Streets in the City of Yakima, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -11691 WHEREAS, Section 5, of Ordinance No. B -712, adopted on J,zne 17, 1946, amends Ordinance No. B -297 by adding Section 5 -C thereto which provides that the City Commission may, by resolution, designate taxicab stands on the public streets of t City of Yakima; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That one parking space on the east side of South Second :street in front of 13 South Second_ Street be and it is hereby designated and set aside as a taxicab stand for the Black and ^Jhite Cab Company and /or Royal Cab Company; and that the parkin, meter zone now existing in said space, namely, the first meter zone south of the theater zone in front of the Yakima Theater,-is hereby eliminated as a meter zone. BE IT FURTHER RESOLVED that one of the parkin, spaces previously designated as a taxicab stand for said Black and Write Cab ompany and /or Royal Cab C Comp�3ny now existing in front of 222 South Second Street be -,_.nd the same is hereby vacat- ed as such and restored to and reestablished as a parking meter zone. BE IT FURTHER RESOLVED that as a condition to the establishment of said taxi stand, that the Black and White Cab Company, and /or Royal Cab Company shall pay the City of Yakima the sum of ��75.00 per annum for said space; said payment to be made on the 1st day of July of each and every year. BE IT FURTHER RESOLVED that as a condition to the change in loca- tion of said taxi stand, said Black and 1hite Cab Company and /or Royal Cab Company shall pay the City of Yakima the sum of $35.00 for the change in location of said parkin; space for taxi stand. BE IT FURTHER RESOLVED that appropriate signs be installed at the space hereinabove set aside as a taxi stand; and. that the said space be used exclu- sively for the taxis of the Black and %Vhite Cab Company and /or Royal Cab Company. BE IT FURTHER RESOLVED that the allocation of space herein made shall constitute a license only; which license may be revoked at any time by the City Commission, with or without cause. BURNS Mayor Moved by Huey, seconded by Burns that Resolution No C -1170 pertaining to the 10th anniversary of KIMA Radio Station, be adopted as read, carried: Burns, -Huza and Huey voting aye on roll' call.. RESOLUTION IN3O- C -1170, 'WfihR&,AS' October 15, 1954, is the 10th anniversary of radio - station K.I.M.A. in the City of Yakima and said radio station has requested that arrang- ments be made as hereinafter provided, and the same is deemed satisfactory to the City Commission; now, therefore, BE IT RESOLVED BY THE CITY COI ,8?ISSIO OF THE CITY OF YAKIMA: That on October 15, 1954, radio station K.I.M.A. is hereby grant- ed permission at its expense to.place specially printed paper hoods or covers over all parkin,- meters in the City of Yakima and to remove the same on the evening of said clay, upon payment by said radio station to the City of Yakima of such sum as the Mayor may deem .fair and equitable as representing the normal daily revenue therefrom and from fire: for over parking thereat; and that on said date said parking meters shall not be in use and it shall not be necessary for operators of automobiles to make any payment into said parking meters or otherwise for parking privileges on said date; provided that this shall apply to all parking meters in said city but shall not apply to taxi stands, loading and unloading zonesrmr to parking places in said city where parking meters are not now in- stalled, nor to National Dank of Commerce snorkel parking zone. BURNS Mayor Moved by Huza, seconded by Burns that Resolution No. C -1171, authorized the Mayor and City Clerk to execute a contract on behalf of the City of Yakima, with the firm of Stevens and Thompson, Engineers, of Portland, Oregon, for the services of said engineers in connection with proposed construction of a new sewage pumping station and certain sewage treatment plant improvements therein referred to, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. 1 1 1 1 J, D OCTOBER 11, 1954 RESOLUTION NO. C -1171, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the Mayor and City Clerk are hereby authorized on behalf of said City to execute that certain agreement dated October 11, 1954, between the City of Yakima and Stevens & Thompson Tngineers of Portland, Oregon, employing said engineers to make a survey of proposed construction of a new sewage pumping station and certain sew- age treatment plant improvements therein referred to, for the agreed compensation in the amount and payable in the manner therein provided, namely 6-1 of the actual cost of the construction of the work for which detailed plans may be prepared; a copy of said agree- ment being attached hereto and incorporated by reference herein.
