The minutes of the regular meeting of Monday, September 27th, 1954, were approved as rea This being the time for receiving bids for the construction of the paving of alleys in Block 55 and 251, City of Yakima, L. I. D. 787, the following bid was received: Lone Pine Paving Co., $2,745.20 Moved by Huza, seconded by Huey that said bid being the only one received, that the same be accepted and the Mayor and City Clerk authorized to enter into a contract on behalf of the City of Yakima for doing side work, upon the filing.of the proper bond therefor as provided by law, carried: Burns, Huza and Huey voting aye on roll call. This being the time for receiving bids for the purchase of two cars for the Police Department, the following bid was received: Burrows Motor Co. $3,853.28 for 2 1954 Mainline Fords, with all equipment set forth in notice to bidders; less trade in on two 1953 Ford Sedans, numbers 4 and 9 in the sum of $1,235.00 and 1,275.00 re- spectively, leaving a balance of .1,343.28 for both cars; Moved by Huza, seconded by Burns that said bid be accepted: Burns, Huza and Huey voting aye on roll call. The City Engineer having reported the completion of the construction of the Clinton Way water district, L.I.D. N. 771, by the contractor, it was Moved by Huza, seconded by Huey that said improvement be accepted, and the City Engineer instructed to prepare an assess- ment roll for said district, and the City Clerk authorized to give notice of hearing on said roll as required by later for Monday, the 25th day of October, 1_954, at 10 o 1 clock A.M. carried: Burns, Huza and Huey voting aye on roll call. The City Engineer having reported the completion of the construction of the 37th Avenue N. Sewer system, in L.I.D. No. 775, by the contractor, it was Moved by Huey, seconded by Huza that said improvement be accepted, and the City Engineer instructed to prepare an assessment roll for said district, and the City Clerk authorized to give notice of hear- ing on said roll for Monday, the 25th day of October 19514, at the hour of 10 o'clock A.M. by publication as- required by law, carried: Burns, Huza and Huey voting aye on roll call, Moved by Huza, seconded by Burns that the report of then Investment Committee for invest- ments made during the month of September 1954, be approved as follows; carried: Burns Huza and Huey voting aye on roll call. Richter City Treasurer Moved by Huey, seconded by Huza that Resolution No. C -1166, being a resolution of inten- tion to construct an irrigation system, beginning; at the intersection of 21st Avenue South and Bonnie Doon, and other streets more particularly described in said resolution, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1166, BE IT RESOLVED BY THE CITY C01VWISSION OF THE CITY- OF Y KIMA: Treat it is its inten.nion to construct an irrigation system to serve the following described property, situate in the City of Yakima, Yakima County, t lashi-nmton, to -wit : Beginning at the intersection of 21st Avenue South and Bonnie Doon Avenue; thence northerly along the center line of 21st Avenue South to the Naches and Cowiche C": -nal right -of -way; thence northwesterly along said right- of -way to the center line of 21pth Avenue South; thence southerly to the intersection of the extended south line of Lot 3, Block 2 of Young's Plat, Unrecorded; thence easterly along said 1 IN OCTOBER 4, 1954 line to the intersection of the center line of 23rd Avenue South; thence southerly �o the extended south line of Lot 7 of Menjanker Subdivision; thence easterly to the center line of 22nd Avenue South; thence southerly to the center line of Bonnie Doon Avenue; thence easterly to the point of beginning;' said improvement to consist of the installation of necessary headworks, mains, laterals, service connections and other appurtenances for the purpose of delivering water for irrigation purposes to each lot and -tract within the proposed district; and to be con- structed in :full accordance with the plans and specifications to be prepared by the City Clerk. All persons who may desire to object to said proposed improvemen are hereby notified to appear and present such objection,if any, at a meeting of the Cit Commission to be held at its of"f"ice in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10:00 o'clock a.m., on Monday, the 25th day of Octobe 1954; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of pay- ment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The cost and expense of said improvement, including the engineer- ing, inspection, advertising, publication of notices, and all other expenses incident thereto, shall be levied and assessed against the above described property, except that the City of Yakima Irrigation Department is to pay for one - fourth (.) the cost of the headworks; vihich shall be borne and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date herein fixed for said hearing, all of the data and other information required by law to be by him submitted. BURNS Mayor Moved by Huey, seconded by Huza that Ordinance No. B -1605, rezoning certain property on Front Street between E and I Streets and E and H Streets, said property being on the east side of said North Front Street from Residence District "C" to commercial district, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1605, AN ORDINANCE rezoning certain property on Front Street between East "I" Street and East 11H11 Street, said property being on the East side of said North Front Street, from Residence District "C" to Commercial District. This being the time for the approval of the final budget for the year 1955 and the same having been completed and presented in full for the ratification or rejection by the taxpayers of the City of Yakima, and no tax payer having appeared for or against said budget, or any part thereof; it is ordered that we do now adjourn from day to day for a period of five days, in compliance with the laws of the State of Washington, or until Friday, the 8th of October 1954, at the hour of 10 o'clock A.M., carried: Burns and Huza voting aye_on roll call. ADJOURNED MEETING, FRIDAY, OCTOBER 8, 1954, 10 :00 o'clock A.M. The City Commission met pursuant to adjournment, Mayor Burns and Commissioners.Huza and Huey present on roll call. Moved by Huza, seconded by Burns that this being the time for final action on the 1955 budget, and no taxpayer having appeared during the time set for the final hearing for or against said budget, or any part thereof, it is ordered that Ordinance No. B- 1606 , fixing the amount of the tax levies necessary to raise the amount of the estimated ex= penditures of the City of Yaki°na for the ensuing year, be passed as read, carried: - Burns and Huza voting aye on roll call. Huey not voting. ORDINANCE NO. B -16061 AN ORDINANCE fixing the amount of the tax levies necessary to raise the amount of the estimated expenditures of the City of Yakima, Washington, for the ensuing year to be levied upon the real and personal property of said city.. Moved by Huey, seconded by Burns that Resolution No. C -1167 pretaining to a taxicab stand for the Black & White Company in front of 13 South Second Street be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1167, WHEREAS, Section 5 of Ordinance No. B -712, adopted on June 17, 1946, amends Ordinance No. B -297 by adding Section 5 -C thereto which provides that the City Commission may, by resolution, designate taxicab stands on the public streets of the City of Yakima; now therefore, BE IT RESOLVED BY THE CITY COMMIS`>ION OF THE CITY OF YAKIMA: That one parking space on the east side of South Second Street be and it is hereby designated and set aside as a taxicab stand for the Black and White Cab Company; and that the parking meter zone now existing in said space, namely, the fir; meter zone south of the theater zone in front of the Yakima Theater, is hereby eliminate as a meter zone. BE IT FURTHER RESOLVED that as a condition to the establishment of said taxi stand, that the Black and White Cab Company shall pay the City of Yakima the sum of $75.00 per annum for said space; said payment to be made on the lst day of July of each and every year. BE IT FURTHER RESOLVED that appropriate signs be installed at the space hereinabove set, aside as a taxi stand; and that the said space be used exclusively for the taxis of the Black and V -bite Cab Company. 3 , 3 PF 5 4 OCTOBER 4, 1954 BE IT FURTHER RESOLVED that the allocation of space herein made shall constitute a license only; which license may be revoked at any time by the City Commission, with or trithout cause.
