The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on -roll call.
The minutes of the regular meeting of Monday, July 6th, 1954 were approved. as read,
carried- Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that this being the time for the hearing on Resolution
No. C -1134, providing for the construction of a sewer system for Lots 1 to 16 inclusive,
Biggins Addition, and there being no objections in writing, or otherwise to said improve-
ment, or any part thereof; it is ordered that Ordinance No. B -1573, creating a local
improvement district, be passed as read, carried: Burns, Huza. and Huey voting aye on
roll call.

constructing a pipe sewer with the necessary wye branches, manholes, flush tank and
water connections therefor; establishing a Local Improvement District, providing for the
method of payment therefor, and. creating a special fund.
Moved by Huey, seconded by Huza, that this being the time for the }-rearing on Resolution
No. C -1133, providing for. the construction of a sewer system of Lots 1 to 16 inclusive
of the Rice- Dibbert Addition, and there being no objections in writing, or otherwise, to
said improvement or any part thereof; it is ordered that Ordinance No. B- 1574, creating
a local improvement district, be passed as read, carried: Burns, Huza and Huey voting
ave on roll call.
OR.TK',iANCJ NO. B -15741 AN ORDINANCE providing for the improvement of certain property by
constructing a pipe sewer with the necessary tare branches extensions, manholes, flush
tank and ~water connection therefor; establishing a Local Improvement District, providing
for the method. of payment therefor, and creating a special fund.
Moved by Burns, seconded by Huza that the ordinance providing for an emergency in the
sum of ,1,750 for purchasing material to be used for an underground conduit for carry -
ing fire alarm signal cable on North First Street, be read by title only by the City
Clerk and laid on the table for further consideration, carried: Burns, Huza and Huey
voting aye on roll call.
Moved by Huey, seconded by Huza that Resolution No. C -1141, being a resolution of inten-
tion to improve 44th, Avenue North and other property more particularly described. in said
resolution, be adopted as read, carried: Burns, Huza and Huey.
RESOLUTION NO. C -1141, BE IT RESOLVED EY THE CITY COMMISSION OF THE CITY OF YAKITVDUt :
That it is its intention to impro-Terthe following streets by
grading, ballasting, surfacing and constructing concrete curbs and gutters:
44th Avenue North from Sunset avenue to Englewood Avenue;
46th Avenue North from Sunset Avenue to Douglas Drive;
Richey Road from 46th Avenue North t,o 49th Avenue North;
Douglas Drive from 4 ;_th Avenue North to l9th Avenue North;
Upland Drive and the Cul de Sac on north side of Douglas Drive;
49th Avenue North from Sunset avenue to Englewood Avenue (durb
and gutter on east side only) .
The boundaries of the -proposed district are as follows:
Beginning at the intersection of Sunset Avenue and 49th Avenue
North; thence northerly along 19th Avenue North to Englewood
Avenue; thence eaterly alonti Englewood Avenue to a point 300 .
feet east of the east line of 44th Avenue North; thence south-
erly and parallel with 44th Avenue North to Sunset Avenue;
th'ence westerly along Sunset Avenue to the point of beginning,
and situate in Yakima County, Washington.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting of
the City Commission to be held at is office in the City Hall in the City of Yakima,
Yakima County, ,kshington, at the hour of 10 o'clock a.m. on Monday, the 9th day of
August, 1954; which time and place are hereby fixed for the hearing of all matters re-
lating; to said proposed improvement or objections thereto, and for determining the method
of payment nor said improvement; and the City Clerk is hereby directed to five due notice
of said hl eeiring and of the intention to make the aforesaid improvement.
All costs and expenses in connection with the construction of
said. improvement, including the engineering, inspection, advertising;, publication of
notices and all other expenses incident thereto; shall be borne by and assessed against
all of the property legally and properly assessable therefor as provided by law and as
above described; and the City Engineer is hereby directed to submit to the City Commis-
sion at or prior to the date fixed herein for said hearing,'all of the data and other
information required by law to be by him submitted.
This improvement is to be constructed in full accordance with
the plans and specifications to be prepared by the City Engineer and filed with the

That it is its intention to improve Cleman Avenue from Summitview
Avenue to the Naches and Cowiche Canal by grading, ballasting, surfacing, and construct -
ing concrete curbs and gutters; all of said improvements to be constructed in full ac-
cordance with the plans and specifications to be prepared by the City Engineer and filed
with the City Clerk.
The district to be served by and assessed for the above-described
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Lots 1 to 16 inclusive, of Hillacre Addition to the City(of
Yakima, according to the plat thereof on file and of record
in the office of the Auditor of Yakima County, Washington;
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock a.m. on Monday the 9th day of August, 195
which time and. place are hereby fixed x'or the hearing of all matters relating to said
proposed improvement or objections thereto, and for determining the method of payment
for said improvement; and the City Clerk is hereby directed to give due notice of said
hearing and of the intention to make the aforesaid improvement.

Moved by Burns, seconded by Huza, that Resolution No. C- 1143, granting permission to
Boy Scout Troop No. 6, sporisered by the Yakima Fire Department to construct a building
at the rear of Fire Station No. 2, located on South 7th Avenue in the City of Yakima,
be adopted as read, carried: Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. C-1143, WHEREAS, Boy Scout Troop No. 6, sponsored by the Yakima Fire
Department, now has on hand the sum of approximately $1,200.00 for the purchase of
materials, and the members of the Yakima Fire Department have stated they are willing
to perform the necessary labor during the hours when they are of f duty as firemen, for
the construction of the building hereinafter mentioned; and it is believed that the
contemplated use thereof will not interfere in any manner with the operation of the fi
station;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF YAKIMA:
That the City of Yakima does hereby consent that the said Boy
Scout Troop No.. 6 and the members of the Yakima Fire Department may construct a suitabl
building approximately 36 feet long and 24 feet wide at the rear of Fire Station No. 2
located on South Seventh Avenue, the said building to be constructed without any cost
or expense whatever to the City of Yakima, but the said building shall be owned by said
city as part of said real estate and shall not be removable therefrom, and that said
building so constructed may be used by said Boy Scout Troop for an indefinite .future
period until terminated by resolution of the City Commission, and may also be used for
other appropriate public purposes.

Moved by Huey, seconded by Huza that the Mayor and City Clerk are hereby authorized and
instructed to execute a contract on behalf.of the City of Yakima, with I. S. Vaughn,
for the sum of 11100.00 per month for the privilege of sorting and removing all material,
desired by said. Vaughn from the garbage dump grounds, situated on the E2 of the SWI of
the NE' -k., and the NIAT of the SW� of the NEB, of Sec. 20, Township 13 North, Range 19,
E.W.M., carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Burns that the City Clerk is hereby instructed to advertise
for bids for the construction of a sewer system, in the Rice- Dibbert Addition, L.I.D.
No. 775; said bids to be received on Monday, July 26th 1954, at 10 o'clock A.M., carri

Moved by Huza, seconded. by Burns, that the City Clerk is hereby instructed to advertise
for bids for the construction of a sewer system in the Biggins Addition, L.I.D. No. 774 -
said bids to be received on Monday, July 26th, 1954., at 10 o'clock A.M., carried:
Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza..that the claim by the Town of Union Gap, in the sum of
$212.76, .for the City of Yakima's share of operation and maintenance of the sewage
disposal plant located at Union Gap, be allowed and the City Grater Department authorizes
to issue a warrant in payment of said amount, carried: Burns, Huza and Huey voting aye
on roll call.
Moved by Burns, seconded by Huza that we do now adjourn, carried: Burns, Huza and Huey
voting aye on roll_ call.
