MONDAY, NOVEMBER 2nd, 1953, 10 o'clock a.m.
The City Commission :met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, October 28th 1953, were passed as read.
This being the time for receiving bids for Laundry Equipment for the Police Department;
only one bid was submitted, that of the American Laundry Machinery Company on a 30 x 15"
American Junior Cascade end loading washer in the sum of $683.00, and on a 17" American
Motex Extractor, with timer and automatic brake in the sum of $365.00. It was moved by
Huza, seconded by Burns, that said bid be taken under advisement, carried: Burns, Huza
and Huey voting aye on roll call.
Moved by Huza, seconded by Burns, that the report of the Investment Committee, for invest-
ments purchased during the month of October 1953, be approved as follows:

Moved by Huey, seconded by Burns, that the City Clerk is hereby instructed to give notice
to contractors by publication as required by law for the construction of a pipe sewer on
Power House Road project, L.I.D. No. 765; said bids to be received on Monday, November
16th, 1953, at 10 o'clock A.M., carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Burns, that the City Clerk is hereby instructed to give notice
to bidders, by publication, as required by law, for the construction of a pipe sewer on
North lst Street, Extension Lateral-11G11; said bids to be received on Monday, November 16,
1953, at 10 o'clock A.M., Carried: Burns, Huza and Huey voting aye on roll call.
Moved by Huey, seconded by Huza, that Resolution No. C -1091, authorizing the Mayor and
City Clerk, to execute a lease on behalf of the City of Yakima, with A. J. Lenz for that
small triangular piece of land situate within the intersection of West "All Street and
bounded on the west by Pierce Avenue and on the East by North 7th Avenue, for a period of
10 years, commencing the lst of.January, 1954, be adopted as read, carried: Burns, Huza
and Huey voting aye on roll call.
RESOLUTION NO. C -1091, BE IT RESOLVED BY'THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the Mayor and City Clerk be, and they are hereby authorized, empowered and
directed to execute for and on behalf of the City of Yakima, a lease of that certain
small.:_ triangular piece of land situate in the City of Yakima, Yakima County, Washington,
which lies within the intersection of West "Ail Street as officially dedicated and is
bounded on the West by Pierce Avenue and on the East by North 7th Avenue, to A. J. Lenz
as Lessee for a period of ten (10) years from January 1st, 1954, with an option-to renew
for an additional term of ten (10)'

Moved by Burns, seconded by Huza, that Ordinance No. B: -1511, relating to public health
and sanitation; providing for the regulation of garbage collection and disposal; regulat-
ing the operation of the City Dump, etc. be passed as read., carried: Burns, Huza and
Huey voting aye on roll call.
ORDINANCE NO. B-= 1511, AN ORDINANCE relating to public health and sanitation; providing
for and regulating the collection and disposal of garbage, refuse and dead animals in the
City of Yakima; regulating the operation of the City Dump and collection service; creat-
ing a special fund and providing for the payment of monies into said fund; providing
penalties for the violation hereof; and repealing all ordinances and aprts of ordinances
in conflict herewith.

Moved by Huza, seconded by Burns, that Ordinance No. 9 -1506, fixing the time of delinquen
cy and prescribing the .form of bonds in L.I.D. No. 749, be passed as read, carried:
Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1506, AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Local Improvement
District No. 749, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
Moved by Huey, seconded by Huza, that Ordinance No. B =1507, fixing the time of delinquen
and prescribing the form of bonds in L.I.D. No. 752, be passed as read, carried: Burns,
Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1507, AN ORDINANCE fixing the time of delinquency of installments of .
assessments levied for the.payment of the cost of the improvement in Local Improvement
District No. 752, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
Moved, by Huey, seconded by Huza, that this being the time for the hearing on Resolution
No. C -loM , providing for the construction of a pipe sewer in Philips Suburban Tracts,
and there being no objections in writing or otherwise to said improvement, or any part
thereof; It is ordered that Ordinance No. B-150$ creating a Local Improvement District
be passed as read, carried: Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO.•B -150$2 AN ORDINANCE providing for the improvement of Lots 4, 5, and 6 of
Philips Suburban Tracts, by the construction of a pipe sewer with the necessary Wye
branches, manhole, flush tank and water connection therefor, - establishing a local improve•
ment district, providing for the method of payment therefor, and creating a special fund.

ified positions in the Fire Department, and repealing all ordinances in conflict! therewi
be passed as read, carried: Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO.3-1509, AN ORDINANCE reestablishing in the City Fire Department, the class-
ified positions of "Mechanic" and "Electrician ", and establishing the classified position
of "Secretary ", "Assistant Electrician," and "Alarm Operator "'; and repealing Ordinance
No. B' -$33, passed December 1, 1947 and repealing Resolution No. C -32$, adopted May 11,
193 8.
Moved by Huza, seconded by Huey, that Ordinance No. B -1510, providing for closing the Cit
offices in the City Hall, with the exception of the Police, Fire and Health Offices., be
passed as read, carried, Huza and Huey voting aye on roll call, Burns not voting.
ORDINANCE NO.B -1510, AN ORDINANCE providing for the closing of City offices, except the
Police, Fire and Health Departments, on Saturdays.
Moved by Huza, seconded by Huey, there being no further business to come before the
board that we do now adjourn, carried: Burns, Huza and Huey voting aye on roll call.
