Moved by Huey, seconded by Huza, that this being the time for receiving bids for the con- struction of Curbs and Gutters on Snowmountain Road, the following were received: DeBlasio Bros. G. G. Teskey Joe Brandt 7,560.28 10,378.10 8,482.73, The bid of DeBlasio Bros. being the lowest and best bid said contract is hereby awarded to them and the Mayor and City Clerk authorized to execute a contract on behalf of the City of Yakima for doing said work upon receipt of the proper bond as required by law, carried: Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Burns, that this being the time for receiving bids on the $76,000.00 bond issue for the Municipal Airport, the following were received: Seattle First National Bank of Seattle, Par Value. Int. rate 3.0552% National Bank of Commerce of Seattle, Par value. Int. rate 3.07.6 % State Finance Committee, Olympia, Par value. Int. rate 3.25 % Wm. P. Moved by Huza, seconded by Huey, that the City Clerk is hereby instructed to advertise for bids for the purchase of a Four -door sedan for the Police Department; said bids to be received on Monday, October 5th, 1953, at 10 otclock a.m., carried: Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that Harvey Bradley be appointed to serve on the Board of Adjustment for a term of four years, from September 17th, 1953 to September 17, 19572 and Wesley Britt for a term of six years, from September 17th, 1953 to September 17th, 1959, carried: Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza, that this being the time for the hearing on Resolution No. C -1077, providing for the paving of the alley from E. Yakima Avenue to East Chestnut Street between South 6th and 7th streets, and there being no objections in writing or otherwise to said improvement; It is ordered.that Ordinance No. B-1492, providing for a Local Improvement District, No. 763, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B' -14922 AN ORDINANCE providing for the improvement of the alley from East Yakima Avenue to East Chestnut Street, between South 6th Street and South 7th Street; by grading and paving with asphaltic concrete placed on a gravel base; establishing a Local Improvement District, providing for the method of payment therefor, and creating a special fund. Moved by Huey, seconded by Huza, that this being the time for the hearing on the assess- ment roll.in L.I.D. No. 744, and there being no objections in writing or otherwise to said assessment roll or any part thereof; It is ordered that Ordinance No. 8 -1493, confirming said roll and every part thereof, be passed as read,-carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO, B- 1493,'AN ORDINANCE confirming the assessment roll covering Local Improve- ment District No. 744 as created and established by Ordinance No. B -1394 of the Ordinances of the City of Yakima. Moved by Huey, seconded by Burns, that this being the time for the hearing on the assess- ment roll in L.I.D. No. 751, and there being no objections in writing, or otherwise, to said assessment roll or any part thereof; It is ordered that Ordinance No. 3-1494, con- firming said assessment roll and every part thereof be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1494, AN ORDINANCE confirming the assessment roll covering Local Improve- ment District No. 751 as created and established by Ordinance No. B -1444 of the Ordinances of the City of Yakima. Moved by Huey, seconded by Burns, that this being the time for the hearing on the assess- ment roll in L.I.D. No. 754, and there being no objections in writing or otherwise to said assessment roll, or any part thereof; It is ordered that Ordinance No. B -1495, confirming said assessment roll and every part thereof be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1495, AN ORDINANCE confirming the assessment roll covering Local Improve- ment District No. 754 as created and established by Ordinance No. B -1457 of the Ordinances of the City of Yakima. Moved by Huey, seconded by Huza, that this being the time for the hearing on the assessment roll in L.I.D. No. ?55, and there being no objections in writing, or otherwise, to said assessment roll or any part thereof; It is ordered that Ordinance No. B' -1496, confirming said assessment roll and every part thereof, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. B =14962 AN ORDINANCE confirming the assessment roll covering-Local Improve- ment District No. 755 as created and established by Ordinance No. B- 1458,of the Ordinance: of the City of Yakima. Moved by Huey, seconded .by Huza, that Resolution No. C -10$4, eliminating certain taxicab stands be adopted'as read, carried.: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -10$4, WHEREAS, Section 5, of Ordinance No..B -712, adopted on June 17, 1946, amends Ordinance No. B -297 by adding Section 5 -C thereto which provides that the City Commission may, by resolution, designate taxicab stands on the public streets of the City of Yakima; and WHEREAS, pursuant thereto Resolution No. C -106$, adopted by the City Commission on July 6, 1953, designated and set aside as.a taxicab stand for the City Cab stand one parking space on the west side of North Third Street at the first parking space north of Yakima Avenue; and it is now desired to eliminate said taxicab stand and to eliminate one of the two taxicab stands now located.at 107 South First Street; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That Resolution No. C -106$, approved by the City Commission on July 6, 1953, is hereby repealed and that the taxicab stand thereby established on the west side of North third Street at the .first parking space north of Yakima Avenue be and the same is hereby vacated as such and restored to and reestablished as a thirty - minute parking meter zone; and the space therein mentioned.at 218 East Chestnut Street shall be and remain a thirty - minute parking meter zone. BE IT FURTHER RESOLVED that one of the two taxicab zones now situated at 107 South First Street is hereby vacated as such and restored to and reestablished as a one -hour parking meter zone. BURNS Mayor Moved by Huey, seconded by Huza, that Resolution No. C- 10$5, relative to parking zones, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -10$5, WHEREAS, Article $,of Ordinance No. B -131, passed by the City Commission of the City of Yakima on the 26th day of February, 1936, and amendments there- to, provides among other things, that the City Commission shall, by Resolution; set aside non - parking Zones as they in their discretion may deem necessary; and shall cause the same to be marked with appropriate signs or markers; and WHEREAS, it is necessary for the preservation of public safety to set aside addition- al non - parking zones in the City of Yakima; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the following are hereby set aside as non- parking zones at all times: Both sides of East Walnut Street from First Street east to the alley between South First Street and South 2nd Street. The east. side of South 7th Avenue between Chestnut and Walnut Street. South side of Folsom Avenue between 11th Avenue and Hall Avenue. South side of Brown Avenue between.11th Avenue and Hall Avenue. The East side of Naches Avenue from the curb line on "All Street south a distance of 114 feet. The south side of West 11BX11 Street between_ First. Avenue and west to' the Union Pacific right -of -way. BE IT FURTHER RESOLVED that the west side of South 7th Avenue between Chestnut Street and Walnut Street shall be and is hereby established as a two -hour parking zone between the hours of 8 o'clock a.m. and 6 o'clock p.m. BE IT FURTHER RESOLVED that.Resolution No. C -1070, adopted on July 6, 1953, is hereby repealed. ADJOURNED MEETING, WEDNESDAY, SEPTEMBER 23, 1953, 2 :30 p.m. The City Commission met pursuant.to adjournment, Mayor Burns and Commissioners Huza and Huey present on roll call. Moved by Huza, seconded by Burns, that Resolution No. C -10$6, accepting the bid of the Seattle First National:Bahk of",Seatt.le for the sale of the $76,000.00 Municipal Airport Bond issue at par value and Interest rate at 3.0552% be adopted as read, carried: Burns Huza and Huey voting aye on roll call. RESOLUTION NO. C -10$6, WHEREAS, pursuant to Ordinance No. B -14$2, passed and approved by the City Commission on August 10, 1953, the City officials of said City has duly made and published a call for bids for the purchase of the $76,000.00 airport improvement bond issue therein mentioned, and six bids have been submitted therefor; and (Continued on page 440) 1.p 439 L_ SEPTEMBER 21st, 1953 (Continued from page 439) WHEREAS, the bid of the Seattle First National Bank is the best bid submitted; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the bid of Seattle First National Bank for said $76,000.00 airport improve- ment bond issue on -the basis of an interest return of 3.0552 per cent interest rate, at par without premium, be and the same.is hereby accepted; and the Mayor and City Clerk of said City are hereby fully authorized in'all respects, empowered and directed to execute and issue said bonds and to do any and all things necessary, advisable, or proper for the issuance and delivery of said bonds to said Seattle First National Bank in accordance with its said bid.
