AUGUST 31st, 1953, 10 otclock a.m.
The City Commission met in regular session,-Commissioners Huza and Huey present on roll
call, Mayor Burns absent.
The:mnutes of the regular meeting of Monday-, August 24th 1953, were approved as read.
Moved by Huey, seconded by Huza, that this being the time for the postponed hearing__on
Resolution No. C -1075, providing for the construction of curbs and gutters on 44th Avenue
from Summitview Avenue to Snowmountain Road and Snowmountain Road west from 44th Avenue
North, and there being no further protest from the property owners in said district
relating to said improvement, or any part thereof; It is ordered that Ordinance No. 5=148
creating a Local Improvment for said district be passed as read,.carried: Huza and Huey
voting aye.on roll call, Mayor Burns absent.
ORDINANCE NO. B -14881 AN ORDINANCE providing for the improvement of certain property by
surfacing and constructing concrete curbs and.gutters; establishing a Local Improvement
District, providing for the method of payment therefor, and creating a special fund.
Moved by Huey, seconded by.Huza, that the City Clerk is hereby instructed to give notice
to Contractors, for the surfacing and construction of concrete curbs and gutters on 44th
Avenue North from Summitview Avenue to Snowmountain Road, and Snowmountain Road west
from 44th Avenue North in L.I.D. No. 762, said bids to be received on Monday, the 21st
day of September 1953, at the hour of 10 o'clock A.M., carried: Huza and Huey voting aye
on roll call, Mayor Burns absent.
Moved by Huey, seconded by Huza, that the petition of R. J. Brown, asking that the south
127 feet of Lots 1 and 2, Homer Boggess Acre Tracts No. 1, be changed from "B!' Residence
district to Limited Business District, and a hearing on said petition is hereby set for
Friday, September 4th 1953, at 10 otclock a.m., carried: Huza and Huey voting aye on
roll call, Mayor Burns absent,.
RESOLUTION NO. C -10792 BE IT RESOLVED BY THE CITY COMMISSION OF -THE CITY OF YAKIMA:
That-it is its intention to improve the lots and tracts of land included within the
following described district, by constructing pipe sewers with the necessary Wye branches,
Manholes, flush tanks and water connections therefor; all of said improvements to be
constructed in full accordance with the plans and specifications to be prepared by the
City Engineer and filed with the City Clerk.
The district to be served by and specially benefited by and assessed for the above -
described improvement is situate within the City of Yakima, Yakima County, Washington,
and is bounded as follows:
That part of the Northeast Quarter of the Northwest Quarter and the east
120 feet of the Northwest Quarter of the Northwest Quarter of Section 23,
Township 13 North, Range 18 E.W.M. lying between the Old Power House Road
and the Pacific Power and Light Companyts Canal; also, the east 275 feet
of the Northwest Quarter of the Northwest Quarter of Section 23, Township
13 North, Range 18 E.W.M. lying south of the Pacific Power and Light
Companyts Canal and north of Lincoln Avenue. Also, Lots 1 to 5 of Conrad
Addition; Lots 27 to 32 inclusive of North Terrace Addition; Lots 1 to 9
inclusive, of the Replat of Lots 1 to 18 of North Terrace Addition;' and
Lots 22 to 29 of Wyman -Hill Addition.
All persons who may desire to object to said proposed improvement'are hereby notified
to appear and present such objection, if any, at a meeting of the City*Commission to be
held at its office in the City Hall in=.the City of Yakima, Yakima County, Washington, at
the hour of 10 o'clock a.m., on Monday, the 28th day of.Se.ptember,'1953_, which time and
place are hereby fixed for the hearing of all matters relating to said - proposed improve-
ment or objections thereto, and'for determining the method of payment for said improve-
ment; and the City Clerk is hereby directed to give due notice of said hearing and of the
intention to'make the aforesaid improvement.
The cost and expense of said improvement, including the engineering, inspection,
advertising, publication of notices, cost of acquiring right -of -way easements and all
other expenses incident thereto, shall be levied and assessed against the above described
property leagally and properly assessable therefor as provided.by law and as above
described; and the City Engineer is hereby directed to submit to the City Commission at
or prior to the date fixed herein for said hearing, all of the data and other information
required by law to be by him submitted.

of certain property more particularly described in said resolution, by the construction
of a sewer system,"be adopted as read, carried: Huza and Huey voting aye on roll call,

ADJOURNED MEETING, TUESDAY, SEPTEMBER 11 1953s 10 ltclock A.M.
The City Commission met pursuant to adjournment,. Commissioners Huza and Huey present on
roll call, Mayor Burns absent.
Moved by Huza, seconded by Huey, that this being the time for adopting the preliminary
budget for the ensuing fiscal year; It is ordered that Resolution No. C -1080 adopting
the preliminary budget for the year 1954, be adopted as read, carried: Huza and Huey
voting aye on roll call, Mayor Burns absent.
RESOLUTION NO. C -10$01 WHEREAS, there has been submitted to the City Commission of the
City of Yakima, Washington; a budget covering the detailed estimates of all expenditures
proposed to be made by the City of Yakima for the ensuing fiscal year, and a statement
of the probablerevenue from sources other than taxation for the ensuing fiscal year, in
the manner and form prescribed by law;

WHEREAS, the same has been considered by the City Commission in detail and such
revisions and additions made as has been deemed necessary;
NOT THEREFORE, BE IT RESOLVED BY THE CITY OF YAKIMA:
That the aforesaid budget be and the same is hereby adopted and approved as the
budget for the City of Yakima for the ensuing fiscal year, and the City Clerk is hereby
directed to give notice that said budget has been completed and placed on file, and a
copy thereof will be furnished any taxpayer who will call at the office of the City Clerk,
therefor, and that the City Commission of the City of Yakima will meet on the first
Monday of October 1953, at the offices of the'City Commission in the City Hall, at the
hour of 10 o'clock A.M., for the purpose of fixing the final budget and making the tax
levies and notifying; any taxpayer that he may appear at said meeting and be heard for or
against any part of said budget and said notice shall be published once each week for two
consecutive weeks immediately following the adoption of said preliminary budget.
Adopted by the City Commission, signed and approved this 1st day of September 1953•

ADJOURNED MEETING, FRIDAY, SEPTEMBER 4th, 19539 10 o'clock A.M.
The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Huey, seconded by Huza, that this being the time for the hearing on the rezoning
of the South 1271 of Lots 1 and 2, of Homer Boggess Acre Tracts No. 1, from "B" residence
district to Limited Business district, and there being no objections to said rezoning of
said property, or any part thereof; It is ordered that said change be granted, and the
City Attorney instructed to prepare an ordinance relative to said change, carried:
Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey, that the report of the Investment Committee for invest-
ments purchased during the month of August 1953, be approved as follows:
