The minutes of the meeting of Monday, June 29th 1953, were approved as read. Ordinance No. B -1470, heretofore introduced on Monday, June 29th 1953, and read in .full by the City Clerk,,, relative, to the payment ,of services for Homer M.- Hadley, consulting engineer for the Lenox Overpass project, in the sum of $9,,000.00, was passed to its second and final reading by the City Clerk, and it was moved by Huza, seended by Huey, that said ordinance be passed as read, carried: :Burns., Huza and Huey voting aye on roll call. ORDINANCE NO. B- 1470, AN ORDINANCE providing for the expenditure of funds not yet pro- vided for in the 19153 budget, for the payment for the services of Homer M. Hadley, consulting engineer„ with reference to the Lenox overpass; and declaring an emergency: Moved by Burns, seconded by Huey, that Ordinance No. B -1471, providing for the prevention and spread of rabies in the City_ of Yakima, be passed as read, carried: Burns, Huza; and Huey voting- aye• on i:^oll call. ORDINANCE NO. B -1471, AN ORDINANCE to prevent the spread of the disease of rabies or hydrophobia;: providing for the individual quarantine -of dogs suspected of being infected with said disease; providing for.the general quarantine of all dogs in the City of Yakima during any period when said disease is considered by the City Health Officer to be a hazard to the public health; providing for the impounding and destruction of any dog. running at large during the period of general quarantine; providing for the treatment or destruction of dumb animals bitten by a rabid dog; and providing a penalty for the viol- ation of the provisions hereof; and declaring an emergency. Moved by Huey, seconded by Huza, that Ordinance No. B -1472, relating to and regulating plumbing, drainage and gas fitting in the City of Yakima, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO.. B-14725 AN ORDINANCE amending the first paragraph of Section 2 and all of Section 64 of Ordinance No. B -99, entitled :° "AN ORDINANCE relating to and - regulating plumbing, ' drainage and gas fitting in the City of Yakima, providing for the enforcement thereof, providing :penalties for violation, and repealing Ordinances No. A�810, A -699, A -642, A -6419 A -387� A -3679 A:- -124, and all other ordinances and parts of ordinances in conflict therewrith: 1 , and declaring an emergency. Moved by Huey, seconded by Huza, that Ordinance No.- B1473, amending sub - division (a) of Section 71,•and Section 71 -A of Ordinance No. B -131, the same being the traffic ordinance of the City of Yakixna, be passed as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1473; AN ORDINANCE amending sub- division (a) of Section 71 and Section 71 -a of Ordinance No. B-131 entitled:° "AN ORDINANCE relating to and regulating traffic, travel and transportation and their incidents upon the streets and other ways open to the public; prescribing the powers and duties of officers and others in relating thereto; defining offenses, providing penalties and repealing certain ordinances concerned with or relating to the subject matter of this ordinance, and declaring an emergency;" as amended by Ordinances No. B -571, B -726, B -956, B -1068, B -1186, B- 1192,. B- 1233', B -1246, B -1247, B- 12615, B -1267, B -1339, and B -1351; and declaring an emergency. This being the time for the hearing on Resolution No. C -1053, providing for the-construct- ion of an irrigation system on Lots 21 and 22 Yakima Heights Residence Tracts, and there being no objection in writing or otherwise to said improvement, or any part thereof;: It was moved by Huey, seconded by Huza, that Ordinance No. B -1474, creating a local improve- ment district for said project, be passed as read, motion carried. ORDINANCE No.. B -1474, AN ORDINANCE providing for the imprvement of property in the City of Yakima, Washington, by constructing an irrigation system to serve various lots and tracts of land; establishing a Local Improvement District; providing for the method of payment therefor, and creating a special fund._ This being time for the hearing on Resolution No. C ®1064, providing for the construction of curbs and gutters on 35th Ave. South and there being objections by School District No 7, and the Hryduck property to said improvement; it was moved by Huey that said improve- ment be abandoned. As there was no second to said motion, same was lost. It was decided, however, to take the matter under advisement until a later date. Moved by Huey, seconded by Huza, that Resolution No. C -1065, providing for additional bus service of the Yakima Valley Transportation Co. on the 28th Avenue bus line, be adopted as read. RESOLUTION NO.- C -1065, WHEREAS, Section 3 of Ordinance No. B-731, passed by the City Commission of the City of Yakima on the 18th day of September, .1946, provides among other things that the City Commission may declare by Resolution that public convenience requires service on anz street or streets within the City of Yakima where the Yakima Valley Transportation ompany, a orporation, does not provide such service; and that the City Commission may order and direct the Yakima Valley Transportation Company, a corp- oration, to institute such new and additional service; and WHEREAS, it is the opinion of the City Commission that public convenience requires additional bus service on the 28th Avenue bus line as hereinafter provided; noq therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That public convenience requires the extension of bus service on the 28th Avenue: bus line from a point on Tieton Drive two hundred (200) feet west of South 28th Avenue to the intersection of Tieton Drive and Grandview Avenue, thence north on Grandview, Avenue to Chestnut Street and thence east on Chestnut Street to South 26th Avenue, con- tinuing on present route. RESOLUTION NO. 'C-1066.9 Whereas, Resolution No. L -1001 was adopted by the City Commission on February 4, 1952, prescribing rules, regulations, fees, and charges for the operation, government and control of Tahoma Cemetery, and WHEREAS, it is not deemed necessary and advisable to revise- said fees and charges as to include prices for-setting liners; now,therefore, BE IT RESOLVED BY THE-CITY COMMISSION OF THE CITY OF YAKIMA: That Section 9 of said Resolution No. C -1001 be and the same is hereby amended so as to read as follows: "Section 9. VALUT S AND LINERS. ALL interments must be made in cement liners, cement vaults., or steel vaults. The cement liners shall be made according to specifications designated by the City Commission. Moved by Huey, seconded by-Huza, that Reolution No.-C -1067, designating a taxicab stand for the' Royal Cab Company in front of the office of the Northwest Airlines in the Chinook Hotel, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. 'C-1067., WHEREAS, Section 5 of Ordinance No. B -712, adopted on June 17, 194E amends Ordinance No. B -297 by adding Section 5-C thereto which provides that the City Commission may, by Resolution, designate taxicab stands on the public streets of the City of Yakima;-and WHEREAS, the Royal Cab Company has made application for the establishment of a taxi - cab•stand as hereinafter provided, and the same is agreeable to the City Commission; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE :CITY OF YAKIMA: That one parking space in front of the office of Northwest Airlines in the Chinook Hotel on the east side of South 4th Street (being a portion of the first half block south of Yakima A venue).be and the same is hereby designated and set aside as-a taxi -cab stand for the Royal Cab Company. BE IT FURTHER RESOLVED that as a condition to the establishment of said taxi stand, that the Royal Cab Company shall pay to the City the sum of $75.00 per annum therefori said payment to be made on the first ddy of July of each and every year. BE IT FURTHER RESOLVED that an appropriate sign be instal led at the space hereinabo set aside as a taxi stand;. and that the said space � be used exclusively for the taxis of the Royal Cab Company. BE IT FURTHER RESOLVED that the allocation of a space herein made-sha-11 constitute a license only; which license may-be revoked at any time by the City Commission, with or without cause. C -1068, WHEREAS, Section 5 of Ordinance No. B -712, adopted on June 17, 19 amends Ordinance No, B -297 by adding Section 5 -C thereto which provides that the City Commission may, by resolution, designate taxi -cab stands on the public streets of the City of Yakima. and WHEREAS, pursuant thereto Resolution No. C-981, adopted by the City Commission on May 28, 1951 designated and set aside as taxi -cab stands for the City Cab Company one parking space in front of 218 East Chestnut Street and one parking spa-aein front of 5 South Second Street;; and WHEREAS,'the City Cab Company has made application to change the said taxi cab stands as hereinafter provided, and said changes are agreeable to the City Commissin-, now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the space heretofore set.aside at 218 East Chestnut Street as a`taxi cab stand be and the same is hereby vacated as such and restored to a standard meter zone; a BE IT FURTHER RESOLVED that one parking space on the west side of North Third Street at the first paring space north of Yakima Avenue,as well as one parking space in front of 5 South Second Street as provided in said hesolution No. C -981, be and they are hereby designated and set aside as taxi cab stands for the City Cab Company. BE IT FURTHER RESOLVED that as a condition to the establishment of said taxi stands, that the City Cab Company shall pay to the City the sum of $75.00 per annum for each of said spaces ;; said payment to be made on the lst day of July of each and every year. BURNS City Clerk Mayor Moved by Huey, seconded by Huza, that Resolution No. C -1069, providing for portion of 12th Avenue South between Lenox Avenue and Hamm Avenue as a one -way street for north bound traffic only, be adopted as read, carried: Burns, Huza and Huey voting aye on roll call. RESOLUTION NO..0 -1069, WHEREAS, Article 8 of Ordinance No. B -131, passed by the City Commission of the City of Yakima on the 2-6th day of February, 1936, and amendments there- to; provides, among other things, that no operator shall drive a vehicle in a one -way street or alley, contrary to the direction indicated by signs or markers; and that signs indicating the direction of traffic shall be erected and maintained where movement in the opposite direction is prohibited; and WHEREAS, it is necessary for the preservation of public safety to designate the following portion of South 12th Avenue as a one -way street; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That South 12th Avenue between Lenox Avenue and Hamm Avenue, is hereby desig- nated a one -way street for northbound traffic only,and no entry shall be made thereto from Lenox Avenue; and the Commissioner of Public Works is hereby diracted to install adequate signs indicating the direction of traffic on said street. RESOLUTION N0, C -1070, WHEREAS, Article 8 of Ordinance No. B -131, passed by the City Commission of the City of Yakima on the 26th day of February, 1936, _ and amendments there- to, provides, among other things, that the City Commission shall, by Resolution, set aside non - parking zones as they in their discretion may deem necessary; and shall cause the same to be marked with appropriate signs or markers; and WHEREAS, it is necessary for the preservation of public safety to set aside additional non parking zones in the City of Yakima; now therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the following are hereby set aside as non - parking zones at all times: Both sides of East Walnut Street from First Street East to the alley between South First Street and South 2nd Street. Both sides of South 7th Avenue between Chestnut Street and Walnut Street; South side of Folsom Avenue between 11th Avenue and Hall Ave. South Side of Brown Avenue between 11th Avenue and Hall Avenuep The East side of Naches Avenue from the curb line of "A" Street South a distance of 114 feet. Burrill, for work performed on the* alley in Block 190, Huston's Addition, after the Columbia Asphalt 'Company had paved said alley in Local Improvement District No. 740. No action was taken on said bill. A letter from the Yakima Valley lines asking'permission to make certain stops for passeng ers on-its lines outside of central business section of the City of Yakima, accompanied by a list of such stops was filed and read by the City Clerk. The matter was taken under advisement.
