Moved by Burns, seconded by Huza, that the minutes of the regular meeting of Monday, June 8th 1953, and adjourned meeting thereof be approved as.read, carried: Burns, Huza. and Huey voting aye on roll call. Moved by Huey, seconded by Huza, that this being the time for the hearing on Resolution No. C -1060 providing for the construction of curbs and gutters on 26th Avenue South. and there being protests in writing and in person to said improvement, it was ordered that said hearing be postponed for 30 days or until Wednesday, July 15th 1953, at 10:00 o'clo-cl k.M.,.carried:: Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Huey, that Ordinance No. B -1463, providing for annexation to the City of Yakima of property in the southwest part of the City of Yakima, be passed as read, carried. Burns, Huza and Huey voting aye on roll call. ORDINANCE NO.. B-1463,,-AN ORDINANCE providing for the annexation by the City of Yakima, Washington, of certain property contiguous to the present boundaries of said City: Moved by Huey, seconded by Huza, that Ordinance No. B- 1464, providing for the issuance of bonds in L.:I.D. No. 743, be passed. as read, carried: Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -14641 AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 743, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Huey, seconded by Huza, that Ordinance No..B -1465 providing for the issuance -: of bonds in L.I.D. No. 745, be passed as read, carried: Burns,.Huza and Huey voting aye on roll call. ORDINANCE NO. B -14651 AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement-in Lo.cal Improvement District No. 745, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. RESOLUTION NO. C -1063; BE IT RESOLVED.B Y THE CITY COMMISSION OF THE CITY OF YAKIMA, 'MASH. That it is its intention to construct an irrigation system to serve the following described property, situate in the City of Yakima, Yakima County Washington, to -wit: Lots 21 and 22-' of Yakima Heights. Residence T.racts. Said improvement to consist of the installation of necessary headworks, main, service ccmections and other appurtenances for the purpose of delivering water for irrigation purposes to each lot and tract within the proposed district described above; and to be constructed in full accordance with the plan& and specifications to be prepared by the City Engineer and filed wit-h the City Clerk. TO: THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON: Gentlemen: The following is a summary of my recommendation as to the awards of contracts. In making these recommendations I have kept in mind the fact that the lowest price does not alwa:ys.represent the best proposition. Other things being equal., the low price. should prevail, but when the cost of materials offered vary as much as they do in this bidding, all elements entering into their use and into the maintenance of the pipe line must be considered.
