The City Commission met in regular session, Mayor Burns and Commissioners Carpenter and
Huey present on roll call.
The minutes of the regular meeting of Monday April 20th 1953, were approved as read.
The bid of Burrows Motor Company heretofore received on April 20th 1953: for the
purchase
of two Ford Sedans, with trade -in of two Ford sedans, leaving & . b alarc e of $2, 594.63,
be awarded to said Burrows Motor Company, carried: Burns, ,Carpenter and. Huey voting aye
on roll call.
Moved by Huey, seconded by Burns, that this being the time for receiving bids for the
construction of curbs and gutters on 4th Avenue South L.I.D. No. 749, the following were
received

Moved by Huey, seconded by Burns, that this being the time for the hearing on the assess-
ment roll in L.I.D. No. 747, providing far the construction of a sewer system. on Richey
Road, and there being no objections in writing or otherwise to said assessment roll, or
any part thereof: It is ordered that Ordinance No. B -1449 confirming said assessment
roll and every part thereof, be passed as read, carried: Burns, Carpenter and Huey voting
aye on roll call.
ORDINANCE NO. B -1449, AN ORDINANCE confirming the assessment roll covering Local Improve-
ment District No. 747 as created and established by Ordinance No. B -1417 of the Ordinances
of the City of Yakima.
Moved by Carpenter, seconded by Burns, that Ordinance No.- B -1450, p" oviding for the
expenditure of not to exceed $5,000.00 for repairs and constructing drain and syphon for
the trunk line to Union Gap, heretofore introduced on April 13th 1953, read by title and
passed to its second reading on April 20th 19 53', be read in full and passed on its final
reading, carried: Burns., Carpenter and Huey voting aye on roll call.
ORDINANCE NO. B -1450, AN ORDINANCE providing for the expenditure of funds for the purpose
of repairing sewer main, constructing drain and constructing syphon, which funds were not
provided for in the 1953 budget, and declaring an emergency.
Moved by Huey, seconded by Carpenter, that this being the time for the hearing on
Resolution No: C -1052, for the construction: of a sewer on Swan Avenue and other streets -
and there being written and oral protests;: It is ordered that said decision be postponed
until the-City Engineer could report the percentage of objections, carried: Burns, Huey
and Carpenter voting aye on roll call.
Moved by Huey, seconded by Burns, that this being the time for the hearing on Resolution
No. C- 1053, providing for curbs and gutters on the north side of Bonnie Doon Avenue from
22nd Avenue to 23rd Avenue, etc. and there being no objections in writing or otherwise
to said improvement or any part thereof; it is ordered that Ordinance No. B -1451, creating
a local improvement district be passed as read, carried: Burns, Carpenter and Huey voting
aye on roll call.
ORDINANCE NO. B -1451, AN ORDINANCE providing for the improvement, of certain property by
grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing
a Local Improvement District, providing for the method of payment therefor and creating a
special fund.
Moved by Burns, seconded by Huey, that Ordinance No. B -1452, creating a special fund to
be known as the "'Municipal Airport Fund'' be passed as read, carried :. Burns, Carpenter
and Huey voting aye on roll call.
ORDINANCE N0. B -1452, AN ORDINANCE creating a special fund to be known as the 'Municipal
Airport Fund"', providing for the payment of moneys into said fund and for disbursemtnts�
to be made therefrom and declaring an emergency.

RESOLUTION NO. C -1055, WHEREAS, the City of Yakima is the owner of real property : described
as
The South one -half of the South one -.calf of the Northeast quarter of
the Northeast quarter of Section 35, Township 13, North, Range 18,E.W.M.,
Yakima County, Washington,
upon which is situate a fruit orchard', and
WHEREAS, said premises is not being used for City purposes and it is for the
best interest of the people of the City of Yakima that said fruit orchard be taken care
of and the premises maintained, and,:
WHEREAS, the City has received an offer from Joe R. Holthaus; to leas.e said
premises above d'es cribed for a. period commencing April 27, 1953y and ending January l,,
1954) on a crop -share basis, 95 per cent Hof. -the net returns of said crop to Joe R.
Holthaus, and 5 per cent of thenet returns -thereof to the City, vtich offer is the best
that can be obtained for the lease of s aid premises and the care of said T emises. Now,,
therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON:
That the City of Yakima enter into a lease agreement with J. R. Holthaus;
for the above described premises upon the terms hereinabove stated and that the Mayor,

RESOLUTION NO. C -1056, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASH.:
That it is its intention to improve the north side of Summitview Avenue from the
east line of 44th Avenue North to a point 885 feet east thereof, by constructing a 5 foot
s= idewalk consisting of asphaltic concrete placed on a gravel b ase; by constructing a.
Portland cement concrete curb and gutter; and by constructing a concrete pipe storm sewer
with necessary= appurtenances, according to plans and specifications to be prepared by
the City Engineer and filed with the City Clerk.

place are hereby fixed for the hearing of all matters relating to said proposed improve-::
ments or objection thereto, and for.determining the method of payments for said improve-
ments;; and the City Clerk is hereby directed to give due notice of said hearing and of
the intention to make the aforesaid improvements.
The cost and expense of said improvements, including the cost of acquiring right
of way easements, engineering, surveying, advertising, publication of notices, and all
other expenses incident thereto, shall be borne by and assessed against all of the
property legally and properly assessable therefor as provided by law and as above
described;; and the City Engineer is hereby directed to submit to the Caty Commission at
or prior to the date fixed herein for said hearing, all of the data and other information

RESOLUTION NO. C -1057, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASH.:
That it is its intention to improve 28th Avenue ".South and 29th Avenue South from
Bonnie Doon Avenue to Nob Hill Boulevard; by grading, ballasting, surfacing and construct-
ing concrete curbs and gutters all of said improvements to be constructed in full accord-
ance with the plans and specifications to be prepared by the (City Engineer and filed with
the City Clerk.
The district to :be served by and assessed for the above - described improvement is-
situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the northeast corner of Lot 40, Shaver Addition thence southerly
and parallel with 28th Avenue South to Nob Hill Boulevard, thence westerly
along Nob Hill Boulevard to the southwest corner of Lot 42, Block 1, Shannon
Homes, thence northerly and parallel with 29th Avenue South to Bonnie Doon
Avenue, thence easterly along Bonnie Doon Avenue to the point of beginning.

Moved by Carpenter, seconded by Burns, that upon recommendation of the City Engineer,
the bid of -DeBlasio Brothers in the sin of $3.,679.90 for constructing curbs-and gutters ox
4th Avenue South L,-.1 ,D.. 749 be accepted and the Mayor and City Clerk authorized to enter
into a contract on behalf of the City of Yakima for doing said work, carried: Burns and
Carpenter voting aye on roll call, HUEY NOT VOTING.
Moved by Burns, seconded byiCarpenter, that the City of Yakima contact a Real Estate
Appraiser for an option on property to be used for clearance purposes att he Municipal
Airport, carried, Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns:, that pursuant to a letter received f `rom the Water
Department relative to charges involved in establishing domestic water at Washington Ave.
and Fisk Road at a point near the center of 24th Avenue South; the cost for the 2 inch
service to Deboto Brothers is to be $514.75, and the cost for an 8 inch cast iron main
on Washington Avenue from 133 feet east of the center line of 24th Avenue South etc.
will be the sum of $2",000,00 to Desoto Brothers,-:,$2,000.00 to Airport and $2.,000.00 to
Water Department if total amounts to 6,000.00, carried: Burns, Carpenter and Huey votin
aye on roll call.

Moved by Huey, seconded by Burns, that this being the time, for the hearing on the
petition of Margaret Haged,orn, et al, for permission to change Lot 8, Block 2, Lenox
Homesites, 1016 South 6th. Avenue, from "B' Residence") to "Business District" classificatioi
and therebeing no one at said hearing objecting to said change; It is ordered that said
petition b e- granted and said property be classified as "Business District "', carried:
Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns, that the City Engineer having reported- the percentage
of protest on the hearing on Resolution No. C- 1052 -, as follows: Against the district as
a whole, 18.791; on the line on 9th Avenue 74.2%;: on the line on 10th Avenue 27.26%.
If c he line on 9th Avenue were to be eliminated the amount of percentage would be
10.5 %. Inasmuch as the existing line on 9th and 10th ave. is a 4.inch wooden main and
has been in existence for may year; It is ordered that in the best interest of the
people living in said district as a whole, Ordinance B -1453 creating a local improvement
district, be passed as-read.. carried, Burns, Carpenter and Huey voting aye on roll call.
ORDINANCE NO. B -1453, AN ORDINANCE providing for the .improvement of property in the City
of Yakima, Washington, by the construction of a dorm stic water system, establishing a.,
local Improvement District, providing for the method of payment therefor, and creating
a special fund.
