The minutes of the regular meeting of Monday, March 30th 1953, were..Lapproved as read. Moved by Huey, seconded by Burns, that this being the time for the hearing on. Resolution No. C -1048 providing for` the construction of Curbs; and Gutters on 42nd Avenue and Uplands Way;; it is ordered that said hearing be continued to Wednesday April 8th 1953 at 10:00 6' clock A',.M. for further information„ carried: Burns, Carpenter and Huey voting aye on roll call. ° Moved by. Huey, seconded by Burns, that this being the time for the hearing on Resolution No. C -1049 providing, for the construction of a sewer system -on the South line of vacated East "B" Street and other property in said vicinity; It is ordered that said hearing be continued to Tuesday, A -Pril 14, 1953 at 10:00 o'clock A.M. for further information, carried: Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that the City Engineer having reported the completion of the Richey Road Sewer and Domestic Water District L.I.D. No. 747, by the contractor, said work is hereby accepted, and the City Engineer authorized to prepare an assessment roll for said district, and the City Clerk instructed to give notice of hearing by publication on said roll for Monday, April 27, 1953 at 10:00 o'clock A.M., carried: Burns, Carpenter -and Huey voting aye on roll. call. Moved by Burns, seconded by Huey' that_ the City Clerk be instructed to "Advertise for bides by publication, for the purchiise of one four -door automobiles; said bid to include a trade -in of one 1941 Ford'f our -door sedan and one 19 -50 Ford four -door sedan ;:,said bids to be received on Monday April 20th 1953:, at 10.00 o'clock A.M., carried: Burns, Huey and Carpenter voting aye on roll call. RESOLUTION.NO. C -1051, WHEREAS, it is often advisable for the best interest of the City of Yakima and for the future development of areas to be annexed to the City, to install larger mains, laterals and grid linen than necessary for the delivery of domestic water- to local improvement districts, and WHEREAS it is advisable for the City Commission tb establish a policy for the aportionment of the cost of the larger mains, laterals and extra: grid lines, now, there- fore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That organized domestic water local improvem'en't districts shall b ear all of the cost and expense of acquiring right of way easements; engineer•_r_g, surveying, adver- tising, inspection, publication of notices, and all other expenses of installing the domestic water system, including fire hydrants and valves, and the cost of installing a 6 inch pipe line to the area included in said district; BE IT FURTHER RESOLVED that the City- of Yakima shall bear the cost of all mains and Iaterals serving domestic water local improvements districts in excess of 6 inches in size together with the cost of installing all Grid lines which are deemed advisable for the benefit of the city domestic water system. RESOLUTION NO. C- 1052'•, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA', WASHINGTON:. That it is its intention to construct a. domestic water system to'serve all of the lots and tracts of land included within the following described district situated in Yakima County, Washington: Beginning at the intersection of the east line of 16th Avenue North and the south. line of Fruitvale Boulevard; thence easterly along the south line of Fruitvale Boulevard. to the east line of 15th Avenue North; thence southerly along said easterly line to the southwest corner of Lot 10, Block 1, Fruitvale Addition No. 2;_ thence easterly and parallel with Fruitvale Boulevard to the west line of 11th Avenue North; thence northerly along said west line to the south line of Fruitvale Boulevard; 'thence easterly along said.south line to the east line of Fruitvale'Addition; thence south- erly along said east line to the south line of said addition;, thence westerly along said south line to the east line.of the We "st -one -half of the Southwest quarter, of Section 13, Township ]3 North, Range 18, E.W.M.,', thence southei-ll", along said east line to the Northwest corner of Lot 20,, Block 4,., Highland Park Addition; thence east to the Northeast corner of said lot; thence south to the north line of Swan Avenue; thence westerly along said north line a. distance of 20 'feet; thence south to a point 71 feet south of the south line of Swan Avenue; thence westerly and parallel with Swan Avenue to the north- westerly right of. way line of the Pacific Power and Light Company's Was;teway;, thence southewesterly along said right of way line to a point 139.7 feet south of the south line of Swan Avenue; thence westerly and parallel with Swan Avenue to the east line of 16th Avenue North; thence northerly along said east line to the point of b eginning. Said improvement to consist of the installation of the necessary mains, fire hydrants, valves and other appurtenances for the purpose of supplying water for donB stic use, and to be cons- tructed in fullaccordance with the plans and sp ecifications to be prepared by the City Engineer and filed with.the City Clerk. APRIL 6, 1.953 (Continued from page 393) All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Com- mission to be held at its office in the 'City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 :00 o'clock A.M., on Monday, the 27th day of April, 1953, which time and place are hereby fixed for the hearing on all matters relating to the said proposed improvements, or objections' thereto, and for determining the method of ° payment therefor;, and the City Clerk is hereby directed to give due notice of said hear- ing and of the intention to make the af. oresai d improvement. The cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, inspection, publication of notice and all other expenses incident thereto shall be borne by and assessed against al_ 1 of the property legally and Ir operly assessable therefor, as provided by law--.arid as above described; and the City Engineer is hereby directed to submit to the City Commission at or i for to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted. C- 1053., BE IT RESOL�TED BY THE CITY COMMTSSIOAT OF THE CITY OF YAKIMA, WASHINGTON: 1 . That it is its intention to improve the north side of Bonnie Doon Avenue from 22nd-Avenue South to 23 -rd Avenue South and the west side of 22nd Avenue South from Bonnie Doon Avenue to the north line of Menjanker Subdivision; by grading, ballasting, surfacing and constructing concrete curbs and gutters; all of s6Lid improvements to be constructed in full accordance vrith the plans and sp ecificet ions, to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above- described improvement is situate in Yakima County, Washington, and described as follows, to -wit Lots 1 to 10, inclusive, of Menjanker Subdivision, according to the official plat thereof on file and of record in the office of the County Auditor, of Yakima County, Washington. All persons who may desire tb object to said proposed improvement are hereby notified to appear and. present such objections, if any, at a meeting of the City Comm- ission to be held at; its office in' the City Hall in the City of Yakima, . Moved by Huey, seconded by Carnenter, that Ordinance No. B -1443, providing for the, vacation of a portion. of Bitterroot Way be passed as read.. carried: Burns, Carpenter and Huey voting aye-,on roll call. Moved by Burns, 'seconded by Carpenter that we do now adjourn to meet Wednesday, April 8th, 1953 at 10 :00 of clock A,.M., carried, Burns, Carpenter and Huey voting aye on roll call. Yeaman be authorized to do the repair work on the Old City Hal]_, on account of fire damages, carried: Burns and Huey voting aye on roll call, Carpenter absent. Moved by Huey, seconded by Burns, that the City Attorney be instructed to prepare an emergency ordinance in the sign of $5,000.00 to pay for uncovering the sewer at Union Gap and 40;� of the cost of installing additional syphons over and across Spring Creek, carried: Burns and Huey voting aye on roll call, Carpenter absent. Moved by Huey, seconded by Burns, that this being the .time for the continued hearing on Resolution No. C- 1049 and there being insufficient protest against said improvem nt, or any part thereof; It is ordered that Ordinance No, B -1444 creating a Local Improvement District, be passed as read,; carried; Burns and Huey voting aye on roll call,, Carpenter absent.
