MARCH 30, 1953
The City Commission met in regular session, Mayor Burns and Commissioners.Carpente.,r and
Huey prensent on roll call.
The minutes of the regular meeting of Monday, March 23rd and_ adjourned meeting thereof
were, approved as read.
Moved by Huey, seconded by Burns, that this being the time for the Hearing On Resolution
No. C -1046 providing for the construction of a sewer on 28th Avenue North., etc., and there:
being objections in writing and by persons present at said hearing, it is ordered that
the City Engineer be given time to check said petition-.and report later in the cay, carnie
Burns, Carpenter 'and Huey voting aye on roll call.
Moved by Huey, seconded by Burns, that this being the time for the hearing on the assess-
ment roll in L.I.D. No. 730, providing for the construction of a domestic water system
and there. being no objections in writing or otherwise to said assessment roll, or any part
thereof; it is ordered that Ordinance No. B -1436, confirming said assessment roll and
every part thereof, bepassed as read, carried; Burns, Carpenter and Huey voting aye on
roll call.
ORDINANCE NO. B -1436, AN ORDINANCE confirming the assessment roll covering Local Improve -
ment District No. 730 as created and established by Ordinance No. B -1319 of the
Ordinances of the City of Yakima.
ORDINANCE NO. B -1437, AN ORDINANCE confirming the assessment roll covering Local Improve-
ment District No. 735 as created and established by Ordinance No. B -1356 of the Ordinances
of the City of Yakima*
Moved by Huey, seconded by.Burns, that this being the time for the hearing on the assess -
ment roll in L.I.D. No. 7a5, providing for the construction of a.-domestic water system in
The Uplands Addition, and -there being no objections in writing or otherwise to said
assessment roll or any part thereof: It is ordered that Ordinance .No. B -1437. confirming
said assessment roll and every part thereof be passed as read, carried: Burns, Huey and
Carpenter voting aye on roll call.
ORDINANCE NO. B- 1438,. AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Local Improvement
District No. 727, and providing for the issuance of bonds 4 th. coupons attached for the.
payment of the unpaid pr otion thereof.

cy and prescribing form of bond in L.I.D. No. 727, be massed as read, carried: Burns,
Carpenter and Huey voting aye on roll call.

ORDINANCE NO. B -1440, AN ORDINANCE amending Section 71 (a) of Ordinance No. B -131, enti-
tled: I'AN ORDINANCE relating to and regulating traffic,. travel and transportation and
their incidents upon. the streets and other ways open to the public;, prescribing the
powers and duties of officers and others in relation thereto;; defining offenses, provid-
ing penalties and repealing certain ordinances concerned with or relating to the subject

ORDINANCE N0. B -14411 AN ORDINANCE amending section 6 of Ordinance No. B -293, entitled:
` "AN ORDINANCE regulating and restricting the location of trades and industries; regulat-
ing and limiting the use of buildings and premises; and the height and s iz-e of building;;
providing for yards, courts and other. open Ep aces; establishing districts for said
purposes, and ?x ovic!ing for a board of adjustment, and repealing Ordinances Nos. B -22,
B -35, B -43, B -71, B -126, B -147 and B- 1721'',, as am ended by Ordinance Nos. B -786, B -1021
and B -1128.
Moved by Huey, seconded by Burns, that Ordinance No. B -1441, relating to the zoning
ordinance be passed as read, carried; Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns, that the City Engineer having checked the petition for
the construction of a sewer on 28th Avenue North above referred to, and find that only a
protest of 32.27' of the prop_ erty owners residing in said area had signed said petition:
It is ordered that Ordinance No. B -1442 creating a Local Improvers nt District for said
work be passed as read, carried: Burns, Carpenter and Huey voting aye on roll call.
ORDINANCE NO. B- 144 :, AN .ORDINANCE providing for the improvement of peoperty in the City
of Yakima, Washington, by the construction of a sewer; establishing a Local Improvems nt.
District,, providing for the method of payment therefor; and creating a T. ecial fund.
Moved by Huey, seconded by Burns, that Resolution No. C -1050, providing for the approval
of the annexation of property more particularly set forth in said resolution be adopted
as read, carried: 'Burns, Carpenter and Huey voting aye on roll call.

RESOLUTION NO. C -1050, WHEREAS, a petition has been filed with the City Commission of the
City of Yakima, by Irwin H. Meyer and others, fm the annexation to the City of Yakima-,
Washington, of an unincorporated portion of Yakima County, Washington, situate adjacent,
to the City of Yakima, described as: ,
Beginning at the existing city limits at the intersection of the center
line of Nob Hill.Boulevard with the center line of Seventeenth Avenue
South; thence West along the center line of said Nob Hill Boulevard to
the center line of Twenty- second Avenue South; thence South. to a point in
the intersection of the center line of Grant Street extended; thence East
to the center line of TwentiethAvenue South.thence North along the center
line of T:ventie -th Avenue South to a point one hundred fifty-feet south of
the south line of West Prais ch Avenue ( formerly known as Stone Street) ;
thence East ;parallel with the south line of West Prasch Avenue, to the
center line of Eighteenth Avenue South ;; thence North along the center line
of Eighteenth. Avenue South, one hundred sixty -two and one -half feet to the
center line of West Prasch Avenue;_. thence East along the center line of
West Prasch Avenue to the present city limits in the center of Seventeenth
Atrenue South ;, and thence North to the point of beginning.
WHEREAS, it is deemed to be for the best interest of the City of Yakima to
annex said area- to the City, now, therefore,
BE IT RESOLVED by the City Commission that the petition of Irwin H. Meyer and
others,,, for the wi nexation of the area adjacent to the City of Yakima, hereinabove
described, be and the same is hereby approved, and the petitioners- for the annexation of
said area, be and they are hereby notified of said approval by the City Commission of
the City of Yakima.

Moved by Carpenter, seconded by Burns, that the City Clerk is hereby instructed to give
notice to bidders for the purchase of a 4 -door sedan for the Police Department; said bid's
to be received on Monday, April 20th 1953 at 10.,00 o' clock Ak.M., carried: Burns, Huey
and Carpenter voting aye on roll call.
Moved by Huey, seconded by Carpenter, that the! cla im of Augustine L.. Heureux for damages
alleged to have been sustaine in the sum of $370.00 by reason of not turning the water
off which resulted in flooding his premises, is hereby denied, carried: Burns, Carpenter
and Huey voting aye on -roll call.
Moved by Carpenter, seconded by Burns, that the Lamp Contract; bids for said lamps being
received on December 22nd, 1952:, be awarded to McLean Electric Company, carried: Burns, .
Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Carpenter, that the City Engineer haveing reported the com-
pletion of the domestic water system on N. 2nd. Street L.I.D. No. 746, by the contractor
said work is hereby accepted and the City Engineer authorized to prepare an assessment
roll for said district and the City Clerk instructed':to give notice of hearing by
publication as required by law on said roll for Monday, April 20th 1953 at 10:00 o'clock
A.M., carried: - Burns, Carpenter and' Huey voting aye on roll call.

of the Avalanche. Avenue,Domestic Water System, L.I.D. No. 743, by the contractor,said
work is hereby accepted, and the City Engineer authorized to prepare an assessment roll
for said district and the City Clerk instructed to give notice of hearing on said roll,
by publication as -o9quired by law; said hearing to be on Monday, April 20th 1953, at
10 :-00 o'clock A.M. carried B=urns, Carpenter and Huey voting aye on roll call.
