MARCH 9, 1953
The City Commission met in regular session, Mayor Burns and Commissioners Carpenter and
Huey present on roll. call.
The minutes. of the regular meeting of Monday, March 2 -,d 1953, were approved as read.
Moved by Huey, seconded by Burns, that the City Engineer having reported the completion
of the 25th Avenue South Domestic Water District No. 730, said work is hereby accepted
and the City Engineer authorized to prepare an assessment -roll for said district, and the
City Clerk instuucted to give notice of hearing on said assessment roll by publication,
as required by law for Monday, March 30th 1953 at 10 :00 o'clock A.M., carried: Burns;,
Carpenter a -nd Huey voting aye on roll call.
Moved by Huey, seconded by Burns, that the City Engineer haveing reported the completion
of the "'The Uplands"- Domestic Water System L.I.D. No. 735, said work is hereby accepted
and the City Engineer authorized to prepare an assessment roll for said district and the
City Clerk instructed to give notice of hearing on said roll for publication -aas. required'i
by law for Monday, March 30, 1953: at 10 :00 o1 clock A.M., carried: Burns, Carpenter and
Huey voting aye on roll call.
Moved by Huey, seconded by Carpenter, that the bids heretofore received on March 2, 1953,
for constructing an Irrigation System- on 28th Avenue, L.I.D. No. 748, the bid . of DeBlasio
Brothers in the sum of $4,504.10 on Cast Iron pipe be accepted as the - lowest and best
bid, carried: Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns; that the bid heretofore received on March 2nd, 1953,
for 42, feet of pipe crossing Swan Avenue under the P. P. & L. ditch be rejected, carried:
Burns, Carpenter and Huey boting aye on roll call.
Moved by Carpenter, seconded by Burns, that an emergency exists requiring the employment
of a qualified traffic survey consultant and an emergency Ordinance in the sum of not
to exceed $1.,164.00 is hereby introduced for said purpose, and-read in full by the City
Clerk, passed to its second reading and laid on the table for one week, carried: Burns,
Carpenter and Huey voting aye on roll call.
RESOLUTION NO. C -1046, BE IT RESOLVED BY THE CITY 'COP/IMISSION OF THE CiTY OF Y_AKIMA, WASH.:
That it J's its intention to improve the lots andtracts of land included within
the following described district, by constructing pipe sewers with the necessary wye
branches, drains, manholes, flush tanks and water connections therefor; all of said
improvements to be constructed in full accordance with the plans and specifications to be
prepared by the City Engineer and filed with. the City Clerk.
The district to be served by and specially benefited by and assessed for the
above - described improvement is situate within the City of Yakima, Yakima County, Wash.,
and is bounded as follows
Beginning at the northwest corner of the intersection of Su:mmitview
Avenue and 23th- Avenue North; thence northerly along the west line of
28th Avenue North to the Naches and Cowiche Canal; thence southwesterly
along said canal to the east line of 29th Avenue North;: thence southerly
along ::said east line to the north line of Summitview Avenye, thence east-
erly along said north line to the point of beginning.
A,11 persons who may-desire to object to said T oposed improvement are hereby
notified to appear and present such objections, if any, at a meeting of the City
Commission to be held at its: - :office in the City Hall in the City of Yakima, Yakima County
Washington, at the hour of 10 :,00 o'clock A.M., on Monday, the 30th day of March, 1953;
which time and `place are hereby fixed for the hearing of all matters relating to said
proposed improvement or objections thereto, and for determining the method of payment for
said improvement; and the City Clerk is hereby directed to give due notice of said hear -
inf and of the intention to make the aforesaid improvement.
The cost and expense of said improvement, including the cost of acquiring
right of way easements, engineering, . surveying, advertising, publication of notices, and
all other expenses incident thereto, shall be borne by and assessed against aLl of the
property legally and properly assesable therefor as provided by law and as above describe(
and the City Engineer is hereby directed to submit to the City Cornnission at or prior to
the date fixed herein for said hearing, all of the data and other information required
by law to be by him submitted.
ADOPTED BY TI3E CITY COMMISSION this 9th day of March, 1953.

ORDINANCE N0, B- 1432, AN ORDINANCE amending Section 71 -a of Ordinance No. B -131,
entitled:: "`AN ORDINANCE relating to and regulating traffic, travel and transportation
and their incidents upon the streets and other ways open to the public; rescribing the
powers and duties of officers and others. in relation thereto; defining offenses, pro-
viding penalties and repealing certain ordinances concerned with or relating to the
subject matter of this ordinance, and declaring an emergencyt';i as amended by Ordinances
No. B -571, B -726, B• -956, B -1068, B -1186, B- 1192:, B -1246, B -1247, B -1261 and B- 1267;; and
declaring an emergency.
Moved by Burns, seconded by Huey, that Ordinance No. B -1432 relating to parking of cars
be passed as read, carried: Burns, Carpenter and Huey voting aye on roll call.
Moved by Burns, seconded by Carpenter, that we do now adjourn to meet Thursday, March
12, 1953 at 10 :00 o�clock A.M... carried: Burns, Carpenter and Huey voting aye on roll
call.

The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Carpenter
and Huey present on roll call.
Moved by Huey seconded by Carpenter, that the bid of Goldade Insurance Agency heretofore
submitted on March 29 1953, in the Sum of $a,,350.57,* for premium on Automobile and
Building Area be accepted as it was the only bid received, carried: Burns, Carpenter
and Huey voting aye on roll call.
Moved by Burns, seconded by Huey, that we do now adjourn, carried: Burns, Carpenter and
Huey voting aye on roll call.
